INTRODUCTION
The Park and Recreation Commission is requested to discuss the 2024-2028 Park Playground
Equipment Replacement Plan that is being recommended by staff.
DISCUSSION
The target date for the Parks Maintenance Department to submit the draft 2024-2028 CIP
Playground Equipment Replacement Plan is June 1 st. Listed below is the existing playground
equipment that will be recommended for replacement (or be refurbishment) over the next 5
years, which also includes improvements to the fall zones.
2024 — Woodland Estates Park (originally installed in 2006), Oakview Park (originally installed
in 2006) and Shady Knoll Park (originally installed in 2005). Staff recommends
increasing the proposed budget impact to $180,000.
2025 — Meadows of Round Lake Park (originally installed in 2008), Creekview Crossing Park
(originally installed in 2007) and Oak Bluff Park (originally installed in 2006). Proposed
budget impact is $195,000.
2026 — Country Oaks Park (originally installed in 2005), Fox Meadows Park (originally installed
in 2006), Hidden Creek South Park (originally installed in 2006) and Woodland Crossing
Park (originally installed in 2008). Proposed budget impact is $210,000.
2027 — Andover Station North (originally installed in 2008), Red Oaks West (originally installed
in 1993, replaced in 2007) and Woodland Crossing (originally installed in 2008).
Proposed budget impact is $225,000.
2028 — Meadowood North Park (originally installed in 2009), Sophies Park (originally installed
in 2010), and Timber Trails (originally installed in 2011). Proposed budget impact is
$240,000.
The playground equipment identified could move up or down depending on the condition of the
equipment, ADA requirements, entrapments, fall zones and handicapped accessibility.
BUDGET IMPACT
The General Fund budget impact for replacement/repair of various playground equipment is
proposed at $60,000 per playground in 2024 and increasing $5,000 per playground each year
after.

Currently the budget only supports replacing 2 playgrounds per year. At 42 playgrounds
presently, and two more additional planned, replacement age would be 21+ years. This is 6 years
beyond the recommended replacement schedule.

The Park and Recreation" Commission is requested to discuss the 2024-2028 Park Playground
Equipment Replacement Plan that is being recommended by staff.

INTRODUCTION
The Park and Recreation Commission is requested to discuss the 2024-2028 Trail Capital
Improvement Plan (CIP).
DISCUSSION
The Park & Recreation Commission is requested to discuss the 2024-2028 Trail CIP. The target
date for draft CIP is Friday, June 1st. Below are the following segments that were identified by
the City Council in the 2023-2027 CIP.
Segment 1 (2024)
• 8' Bit. Trail along the south side of Crosstown Blvd from Hanson Blvd to Xeon Street
NW
• 8' Bit. Trail along Crosstown Blvd from 1571h Avenue to The Villas at Crosstown Woods
Development.
• Preliminarily design for these segments has begun. The original plan has been revised
based on easement discussions.
Segment 2 (2025)
• 8' Bit. Trail along Station Parkway from Thrush Street to Partridge Circle (west leg)
• 8' Bit. Trail along Station Parkway from Partridge Street (east leg) to Hanson Blvd
Segment 3 (2026)
0 8' Bit. Trail along Verdin Street NW from 161" Avenue to 163`d Lane (2024)
Segment 4 (2027)
• 8' Bit. Trail along Coon Creek from Prairie Road going east to the existing trail in
the Shadowbrook development. This project would most likely be eligible for MN DNR
funding.
• Note: There is one property (Mohlencamp's) that has yet to be developed. Until the
property is developed, or a trail easement is obtained, the City will not be able to
construct the trail along this segment.
• Residents from the Catchers Creek East Development approached the Park & Recreation
Commission to pursue the easement or at least build the connection to the Shadowbrook
neighborhood on the south side of Coon Creek. Staff have reached out by phone to the
Mohlencamp family and have not heard back from them. The next step would be by
certified mail.
Figure 11 (Proposed Regional Trails Plan) from Chapter 3 of the City of Andover
Transportation Plan identifies where the existing and proposed Regional Trails are located.
Funding for the trail improvements has been from DNR Grants, general funds and trail funds that
are received from new developments. Funding of improvements for the 2024-2028 CIP identifies
utilizing trail funds collected from new developments.
Staff is recommending a new segment of trail be added to the plan, Segment 5. Segment 5 would
connect 143rd Ave NW to the 7ch Ave Frontage Rd to the North of the Andover Crossings
Development. The trail would be approximately 400' long, on the east side of 7ch Ave, and would
connect the current trail system that leads to the Andover Crossings area to the neighborhood to
the north of the new development.
BUDGET IMPACT
The City Council will determine how the proposed trail improvements will be funded.
ACTION REQUIRED
The Park and Recreation Commission is requested to begin discussions on the 2024-2028 Trail
Capital Improvement Plan.

Justification

INTRODUCTION
The Park and Recreation Commission is requested to continue discussion on the 2024-2028 Park
Capital Improvement Plan (CIP).
DISCUSSION
The target date for a draft CIP is June 1" with a deadline of June 15th in preparation for the joint
meeting with the City Council. Attached is a projected fund balance sheet that was prepared
recently by the Finance Department for your use. This projected fund balance does include a
portion of the $1,000,000 that was approved by the City Council to be used for the construction
of the Community Center Expansion.
The Commission should review the future improvements planned in the Zone A-D spreadsheet
(received at the 4/20/23 meeting) and determine what projects should be considered for the next
5 years. Below are the items that were approved in the 2023-2027 CIP. These can be adjusted for
the 2024-2028 CIP.
2024
• Construction of Pine Hills North Multipurpose Building - $350,000
• Prairie Knoll Building - Expand/Replace Study $50,000
• Annual Misc. Projects - $25,000
• Contribution to ACC - $150,000
2025
• Park at Fields at Winslow Cove - $150,000. This is a new park that is identified in the
development plans.
• Prairie Knoll Building - Expand/Replace $170,000 plus contribution from Andover
Football.
• Kelsey Round Lake Park Shelter with Bathrooms Design - $50,000
• Contribution to ACC - $159,107. Final payment for the ACC expansion contribution
• Annual Misc. Projects - $25,000

The following are items that have been discussed by the Park & Reaction Commission at

BUDGET IMPACT
Depending on what the Commission would like to recommend for projects, the Finance
Department has indicated to staff that the ending fund balance for each of the 5 years should
have a minimum positive balance of $50,000.00 or more.
ACTION REQUIRED
The Park and Recreation Commission is requested to discuss and begin a draft of the 2024-2028
Parks Capital Improvement Plan.

This Outdoor Pickleball Study was created for the City of Andover. After reviewing 14 park and open
space locations in Andover's system, three sites were selected to be evaluated for future pickleball
facilities. The sites include the City Campus north of Public Works, Prairie Knoll Park and Pine Hills North
Athletic Facility. All three sites are viable for a pickleball development, but each site has unique
opportunities and constraints that impact the cost and effectiveness of such a facility for the City.
Sites were selected for review based on a number of criteria:
- Location / Proximity to residential properties (noise concerns)
- Access — both vehicular and pedestrian
- Available Space within the park / open space
- Parking — either existing or area to expand
- Nearby complimentary elements — other park elements such as buildings, shelters, playgrounds,
courts or fields
- Restroom availability
- Shade potential
- Lighting potential
The following pages include five (5) pickleball facility layout options that were explored within the three
park sites, highlighting the strengths and weaknesses of each site, and providing preliminary cost
information to construct the improvements. Site improvements can be evaluated based on the costs of
each element to determine the best overall solution for the City. Some elements, such as divider fencing,
can make the user experience more pleasant, but are not required to create a successful pickleball
facility.
Site Recommendation:
Based on this information and feedback from City Council, City staff, and the City of Andover Parks and
Recreation Commission, is recommended as the preferred site for an outdoor Pickleball
facility within the City of Andover.

Option A: Eight pickleball courts constructed in yard space north of the public works facility. Large and
open, this level area would be an ideal candidate for a court facility, though complimentary elements
would be required. Area could support dedicated parking lot for the new facility.
