Commissioners Present: Commissioners Absent: Also present: APPROVAL OF MINUTES January 17, 2023, Motion by Nelson, ayes and 2 absent ( Mr. Janish updated on the Sheri Bukkila (arrived Randy Nelson, Kari K None EDA Executive , to Ted Butler, Rick Engelhardt, Mueller (arrived at 6:07 p.m.) minutes as written. Motion carried 5 Clocktower Commons, 15190 Bluebird Street — Staff has met with the owner/developer who is working on plans to build on the final pad. The developer is aware and plans to have a clock on the building. Interest in Hughes Industrial Park — From time -to -time Staff is contacted by a business looking to expand, but it fades away. Staff received an email from a business that would like to build another building. The business would have to go through the Interim Use and Commercial Site Plan process. ABC Mini-Storag&T-Squared (self -storage), 13624 Hanson Boulevard — The east building is up, and the roof has been completed. They are working on the interior, separating the units, and installing the units roll up doors. RestaurantVFast Food — Currently staff is aware of companies continuing to look for land to Andover Economic Development Authority Meeting Minutes—April 18, 2023 Page 2 locate to in Andover. TCF Site — At this time the city has approved two conditional use permit applications related to having a drive through at this location. These two restaurants would be Chipotle and Noodles and Company. The applicant is working with Coon Creek Watershed District on infiltration at the site. Staff received an email from the applicant and the infiltration issue has been resolved with the Coon Creek Watershed District. 9 Taco Bell, 711 Avenue and Bunker Lake Boulevard — The building is under construction, working 10 on the interior. 11 12 Westgate Senior Living, 7" Avenue and Bunker Lake Boulevard — Flooring, cabinets, plumbing 13 fixtures and trim are being installed throughout the building. They are looking at opening soon. 14 15 Aurora Vista, 711 Avenue and Bunker Lake Boulevard — Staff received a tour of the project. 16 Framing is ongoing, the third floor on the east wing is sheet rocked and they are working on taping 17 and painting. The second floor of the east wing is insulated, and sheet rocking has begun. They 18 have started to insulate the first floor on the east wing. They are planning an October opening. 19 20 Holasek Property — Andover City Council approved a Comprehensive Plan Amendment, City 21 Zoning Code Amendment and rezoning of the parcel on August 4, 2022. This item was approved 22 by the City Council on December 20, 2022. The applicants are reviewing market conditions and 23 financial partners. 24 25 Mr. Janish stated staff went on a tour with a real estate agent who is working with a group that has 26 possible options for the site. 27 28 Mr. Dickinson indicated Silvercrest has contacted staff asking about a potential financing tax 29 increment district to fund off-site road improvements, such as a roundabout on Bluebird Street. 30 He asked the EDA if they are interested in a discussion for a TIF district at this location to help 31 Silvercrest fill the financing gap. 32 33 Commissioner Butler asked if the request is only for a roundabout. Mr. Dickinson replied yes. 34 35 A majority of the EDA is willing to have a TIF district discussion. 36 37 Housing— Developers are looking for additional land for future developments. Several developers 38 are trying to keep an inventory of lots but are having difficulty in finding locations. In 2021 there 39 were 140 new housing starts. In 2022 there were 100 permits issued for new housing, 1 apartment 40 (150 units) and an assisted living facility (32 units). Currently 13 permits have been issued for 41 single-family homes. 42 43 Fields of Winslow Cove — City Council has approved the Final Plat for Fields of Winslow Cove 44 2 a Addition with 36 lots on the west side of Prairie Road. A pre -construction meeting has been 45 scheduled for the project. Andover Economic Development Authority Meeting Minutes—April 18, 2023 Page 3 1 Legacy at Petersen Farms — City Council will consider the Conditional Use Permit (CUP) 2 amendment for a Planned Unit Development amendment to allow for Phase 3 (33 lots). On 3 December 20, 2022 City Council tabled action on this item and provided an extension to the 4 applicant in order to allow the applicant to review how a second access could be provided for 5 Phase 3. 6 7 Legacy Christian Academy — Staff is reviewing a commercial site plan for an expansion at this 8 site. Building plans were received. 9 10 Anoka County 911 and Radio Building - On August 16, 2022, City Council approved a request 11 for a fuel tank to be on the property. The building permit has been issued. A groundbreaking was 12 held on April 10, 2023. Utilities are being brought into the site. 13 14 Grace Lutheran Church, 13655 Round Lake Boulevard — Is looking at an addition to the existing 15 building in order to remove the portables at the location. A Conditional Use Permit was granted. 16 17 Constance Free Church, 16150 Crosstown Boulevard — Is looking at remodeling part of their 18 facility, including revamping the entrance to the building and screening some mechanical 19 equipment they installed. City Council amended the City Code to allow for taller fences in certain 20 situations. Staff is waiting for the submittal to be stamped. 21 22 Overall Marketing — City staff continues to work with parties interested in investing in Andover 23 and marketing all commercial sites. Staff continues to work with Anoka County Regional 24 Economic Development (ACRED) on marketing of the community and Anoka County. 25 26 REDEVELOPMENT UPDATES 27 28 Mr. Janish updated on the Bunker Redevelopment area. He reviewed the tenant number. Mr. 29 Janish indicated one tenant in 2556 138x` Avenue will be relocating to 2527 Bunker Lake 30 Boulevard by the end of May. The demolition process will begin for 2556 138x' Avenue once the 31 tenant has relocated. 32 33 Mr. Dickinson stated he has been contacted by a property owner in the area. 34 35 Mr. Dickinson indicated the property north of 2619 138`h Avenue was deeded from Anoka County 36 to the City of Andover at no cost. 37 38 ANDOVER HOME IMPROVEMENTGRANT PROGRAM/PROGRAMDISTRIBUTION 39 40 Mr. Janish indicated the program information will be in the May/June newsletter. The program 41 will open once the newsletter goes out to the residents. 42 43 Mr. Janish explained the program information will be on the website. 44 45 Commissioner Nelson asked if the city website could also have a link to the County 0 Andover Economic Development Authority Meeting Minutes—April 18, 2023 Page 4 improvement program. Mr. Janish replied that could be done. Commissioner Mueller thanked Mr. Janish for getting this program together. Mr. Janish stated the city has received CBDG funds from Anoka County for the Red Oaks area to connect qualifying properties to city water. 8 FINANCL4L UPDATE - EDA SPECIAL REVENUE FUND, TAX INCREMENT PROJECT 9 ACCOUNT & TIFDISTRICT/HOLDINGS STATUS 10 11 Mr. Dickinson reviewed the Special Revenue Fund. He indicated for 2022 the standout 12 expenditure was for the upgrade to the Bunker Lake Boulevard and Crosstown Boulevard 13 message board. Mr. Dickinson stated looking ahead to 2023, the big-ticket item located in the 14 purchased services contains the Home Improvement Program and EDA partnership situations. 15 16 Mr. Dickinson reviewed TIF District Project Accounts. There are two, Arbor Oaks and TE 17 Connectivity. For Arbor Oaks the district ends in 2028 and TE Connectivity ends in 2024. 18 19 Mr. Dickinson reviewed TIF Districts 1-2 and 1-2, stating we are no longer collecting increment. 20 However as long as we have budget availability, we can continue to utilize the funds. This fund 21 is funding the redevelopment area. 22 23 Mr. Dickinson reviewed TIF Rental Properties. The fund balance is flattening, we have fewer 24 units that we collect rent on. The information was sent by newsletter and is available on the City of Andover's website. A facebook post was also conducted on the City of Andover Facebook page. As of May 10, 2023 the City of Andover has received 12 applications in about 2 weeks. Unfortunately, only based on property values only one home has qualified. Overtime wind can damage the banners. At this moment, the City of Andover is running very low on supply of new banners, and would need to purchase more banners if the EDA wants to continue to have banners replaced. The light poles in Andover Station are owned by the City of Andover. Connexus Energy maintains the light poles for the City of Andover. Staff is running out of replacement banners that are damaged by weather. Staff spoke with Mainstreet Designs, Inc. who provided the current banners. Since the last order in 2015 new materials are available for use on the banners, samples of material will be available at the meeting. All products come with a 3 year fading and material defect warranty. ACTION REQUESTED Staff would like to discuss with the EDA the following items: 1. Does the EDA desire to continue to place banners on the light posts? 2. If so, is the EDA comfortable with the same design as before? 3. Which material is desired if new banners are ordered? ANDOVER COMMERCIAL PROJECTS Clock Tower Commons —The final building pad location interest is relatively low at this point. Staff has met with the owner/developer who is working on plans to build on the final pad. The developer is aware and plans to have a clock on the building. Interest in Hughes Industrial Park — A 10 acre property east of the park had been on the market and City Council reviewed with the landowner desired roadway connections through the parcel at a past work session. The owners of Best Outdoor Services, which owns a lot nearby, have purchased the property. Eventually, they would like to expand to this location. They are aware that the property is currently zoned residential and would have to follow a process for any type of expansion. They are looking at ways to allow for outside storage, continue to rent out the home and not have to build the roadway. Their current plans are to continue to rent out the home. ABC Mini-Storage/T-Squared (self -storage) — City Council approved a CUP for additional Mini -storage on a portion of this lot. The east building is up, and the roof has been completed. They are working on the interior, separating the units, and installing the units roll up doors. Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land to locate in Andover. TCF Site —At this time the city has approved two conditional use permit applications related to having a drive through at this location. These two restaurants would be Chipotle and Noodles and Company. City Council has approved the CUPs. The applicant is working with Coon Creek Watershed District on infiltration at the site. • Taco Bell (Andover Crossings) — City staff has completed a Commercial Site Plan (CSP) for a Taco Bell. The drive through received a Conditional Use Permit. The building is under construction, working on the interior. At this time they are planning for a June 1, 2023 opening if things continue as they have. • Westgate Senior Living (Andover Crossings) — Exterior finishes have begun, with final inspections starting to take place this week. • Aurora Vista (Andover Crossings) — Staff received a tour of the project. Framing is ongoing on the west wing, with the sub contractors starting their rough ins. East wing is sheet rocked, painted, cabinets and trim are starting to take place. Siding continues to be installed. They are planning an October opening. • Holasek Property (near City Hall) — Andover City Council approved a Comprehensive Plan Amendment, City Zoning Code Amendment and rezoning of the parcel on August 4, 2022. This item was approved by the City Council on December 20, 2022. The applicants are reviewing market conditions and financial partners. • Housing — Developers are looking for additional land for future developments. Sanitary sewer and water main have been extended to the building, and are currently working on the storm sewer and building the pad for the building. • Grace Lutheran Church — Is looking at an addition to the existing building in order to remove the portables at the location. A Conditional Use Permit was granted. Constance Free Church — Is looking at remodeling part of their facility, including revamping the entrance to the building and screening some mechanical equipment they installed. City Council amended the City Code to allow for taller fences in certain situations. Staff has stamped the commercial site plan. Building permits are currently being reviewed. • White Rabitt — They have submitted plans and the city of Andover is currently waiting for Anoka County Health Department approval before issuing a building permit. White Rabitt is moving into the former META location. Overall marketing - City Staff continue to work with parties interested in investing in Andover and marketing all commercial sites. Staff continues to work with the Anoka County Regional Economic Development (ACRED) on marketing of the community and Anoka County.
