SUBJECT: Review of Candidates Applications for Planning Commission Vacancies-
Planning
DATE: December 10, 2002
INTRODUCTION
The Council is asked to become familiar with the attached applications for the three Planning
Commission vacancies that need to be filled.
DISCUSSION
/ The Council is asked to pick a night to interview the 19 applicants and make appointments that
same night Dates that have been suggested are Monday, December 30 or Thursday, January 2 at
6:00 p.m. Two of the candidates have also submitted to be considered for the Park Commission.
Council may also wish to consider 10 minute interviews instead of 15 minute interviews. At 10
minute interviews, it will take Council over 3 hours to conduct interviews for 19 Planning
Commission candidates, with some time to consider appointments.
By establishing the starting time and targeted length of interviews, then a schedule will be
created to provide the candidates an estimated time frame for when they would be interviewed.
This measure would help them avoid sitting through the full 3-4 hours of Council's interviews of
all the other candidates.
ACTION REOUIRED
First, the Council is asked to pick a night to interview the 19 applicants for Planning
Commission. Secondly, the Council is also asked to establish the length of interview (10 or 15
minutes) so that a schedule for the evening may be created.

professional service to \be City of Andover as it coutinues to grow. I bave been a prop"'...rty owner for over 24 years
in Andover and my family has lived there for over 10 years (my wife llIld her family have lived 1hdr entire lives in
AD!Iover) and I believe I have had the oppOI1lUlity to see bow the citY has developed. Also, 1 have had the
opportunity serve the City on the P&Z Commission in the early 1990's, with great regret did not reapply for a tenn
exteosion dlle to llIlOmer civic calling (see professional activities below), but have always wanted to retum to the
commission to eontim1e the vitalllIld rewa:rding wod:: of 2Ssio;ting in the plaDning of the home of my family, my
frialds, and neighbors.

opportU1lity to be involved in many civic and comltlUIlity projects, some in Andover (City Hall, Public Works, and
the new Water Treatment Plant). The e:xpcriellces I have had in developing projects for communities have allowed
\ me to Dot only become familiIIr with those communities zoning ordiDanceS, but those commUDitics' staffs.

I feel that it is important to be involved in the community you live in. I am a new
resident and am tIying to become involved. Also Andover is a growing community and
in order to maintain the feel of the community proper planning must be done. I feel that
with my skills and abilities I can be of assistance in this planning process.
2. Describe your education/experience which qualifies you to serve on this
commission:
I have an MBA from Indiana State University and teach business administration at North
Central University in Minneapolis. To succeed in business you must have a good
strategy, which comes from proper planning. My education has taught me to be
analytical and objective which is essential in any problem solving/planning position. My
current position, as well as past positions, does require committee work so I am well
suited to working with others to achieve goals.
3. Describe your professional, civic or community activities which may be relevant
to this commission:
J I have been very active in community activities over the past several years. 1 worked
with community groups in a small town in lllinois. Marshall had a population of 3,000 so
we did not have the variety of committees that Andover does, however I was active in
other respects. I served with the Marshall Area Youth Network on the strategic planning
committee and finance committee. Our goal was to provide students mentoring
opportunities with community leaders. 1 also worked with the city, business and church
leaders to open a youth center for teens. This center was a non-profit coffee house called
Solid Rock. I feel these experiences have laid a solid foundation to enable me to serve
the community of Andover in an advisory capacity with the Planning and Zoning
Committee.

Enclosed please find my Application for the Planning & Zoning Advisory Commission.
My wife and I moved to Andover about three years ago and now live on the Woodland
Creek Golf Course. We bought a house in need of extensive renovation and which had , .\
no yard. We now have that project completed and intend to stay in the City of Andover
for a ....ery long time. We have a four-year old and a seven7year old daughter in the local
school.
It is my desire to become involved in local government. I think I am uniquely qualified
because of my experience as an attorney, mediator. arbitrator, and ethics consultant. I
have been involved with some real estate transactions and developments. My practice
no longer includes that type of work (and thus there should be no conflicts).
It is my wife and my intent and desire to become 'more involved in local government and
the local schools.

. j A total of 18 applications have been received to fill 2 vacancies for the Park & Recreation
Commission. The two vacancies that are available are Paul Anderson who did not re-apply
and Chris DeLaForest who resigned. It is recommended that the interviews be scheduled
for 10 minute intervals. The interviews are scheduled for Wednesday, December 18th
starting at 7:00 p.m. With 18 candidates, interviews will take at least 3 hours. If the City
Council would like to begin interviews at an earlier time, like 6:00 p.m., please let staff
know as soon as possible.
Note: Michael Rohricht and Joel Larkin have applied to be on the Park & Recreation
Commission and have also applied to serve on the Planning & Zoning Commission.

Manages all phases of materials purchase, production planning, production control, inventory
management, and distribution for two Web Offset printing facilities dedicated to one customer, Kellogg's,
with annual sales volume of $120 million. Manages staff consisting of two Production Planners, and four
Customer Service Representatives, In addition, led two key projects: the implementation of Electronic
Data Interchange (EDI) utilizing existing technologies and the design, programming, and implementation
of a new production scheduling system, Logistics Management System, utilizing Oracle and Visual Basic
programming languages,
. Established a collaborative planning function such that Fort James located personnel at Kellogg's
Corporate Headquarters to provide production planning and guidance to Fort James' support facilities
in order to increase customer responsiveness.
. Implemented a Pull System for inventory replenishment with Fort James' suppliers that decreased

I would like to take this opportunity to introduce myself to you in a little more detail. I graduated from
the University of Minnesota in 1985 irith a Bachelor of Arts Degree in Psychology and a minor in
Sociology. I then worked for Control Data Corporation for four years as a corporate trainer in customer
service and communication. I resigned in 1989 to stay home and raise our children and have been doing
so since that time.
In May of 2001 my husband and I relocated our family to Andover and this is where we intend to raise
our children. We have four very active kids ranging in ages six to twelve. Our children are currently
involved in soccer, baseball, softball, football, hockey, and Boy Scouts. In addition to doing volunteer
work at the elementary school I volunteer for the Boy Scouts and all of these sporting associations. I
personally have spent much of my time over the past twelve years in parks whether it be at the play-
grounds, sporting fields, ice rinks or on nature walks.
I believe that I, and my family, repr~sent typical residents of the Andover community. We rely heavily
on the parks and trail system for our educational and recreational activities. I know that I could be a
very effective, efficient and objective part this commission, and would be thrilled to be a appointed at r '\
such an exciting period of growth for this community.

in the direction the city of Andover is moving with regards to recreation. My family
utilizes many of Andover's facilities and I believe I can add value to the commission
as a result of my experiences with these facilities.

Education: BA Accounting University of North Dakota
Experience: I am currently employed by Wells Fargo as a Finance Manager in the
Corporate Properties Group. I am responsible for the budgeting and forecasting for
approximately 6,000 Wells Fargo locations with a total plan exceeding $1.1 billion.
In addition to the forecast and budget process I am also heavily involved in the
analysis surrounding acquisitions and divestitures of land and buildings as well as
many remodel/build out projects. It is this experience that I believe will be an asset
to this commission as it continues to review, present and approve capital projects.

Attached please find my Park & Recreation Advisory Committee Application, As an II-year
resident of Andover, I have seen firsthand the phenomenal growth we have been experiencing
and the challenges that growth presents in terms of managing, planning, and executing citywide
programs to accommodate that growth and provide quality opportunities for our residents.
I have a student in middle school who has been active in soccer for the past several years, and a
student in elementary school who has spent a good deal of time in the jogging stroller exploring
paths and parks within jogging distance (which for us means roughly 5-7 miles in any direction
from 141st and Crosstown) so I have some familiarity with Andover's public areas although by
no means have I seen and experienced all of them!

As the city of Andover continues to develop, I have an interest in insuring that sufficient green
space remains in the city. I also am of the belief that youth athletics play an important part in
educating and preparing youth to compete and contribute in a team environment. These
community facilities are an essential component of our city.
Describe your education/experience, which qualifies you to serve on this commission:
Being the CIO (Chief Information Officer) for a process orientated organization requires
excellent planning, communication, and problem solving skills. It also requires leadership skills
and the ability to sort out facts and make decisions while weighing options.

I have coached both youth baseball and football, and have participated in fund raising activities
for both. I am a member of several professional organizations. I am an avid outdoors man, and
would be a user of the parks and recreational facilities that the commission would oversee.

Addendum A: Park and Recreation Commission

I believe that both my academic and professional backgrounds give me a skill set,
character, and commitment to my community that will serve me well on the Park and
Recreation Commission.
Most of my life has been spent in this community. I grew up on Crooked Lake, where
my parents still reside, and am a graduate of Coon Rapids High School.
As an undergraduate at the University of Minnesota I eamed a Bachelor of Art in
Political Science and completed a great deal of course work in Public Policy. I went on
to eam a Master of Science from Saint Mary's University in Management of
Telecommunications and have put my experience in time and resource management to
use in running a variety of businesses.
Education, the role it plays in our community, and the relationship between
municipalities, citizens and their sporting associations, and the public schools are familiar
to me. I was raised by two educators, grew up involved in youth sports, and then spent
six years working for the Coon Rapids Community School Program.
I believe this mix of education and experience, as well as my knowledge of the
community, gives me the qualities Andover is looking for in a Park and Recreation
Commission member.

Addendum B: Park and Recreation Commission
Both my past experience in working with Park and Recreation Departments, and my
current experience in managing budgets and resources, will serve me well as a member of
Andover's Park and Recreation Commission.
Starting while a high school student, and working my way through college, I worked for
the Coon Rapids Community School Program. I started as a summer baseball coach and
worked my way into a position coordinating the summer Cubs and Tuffies programs on
the east side of Coon Rapids. I also went on to coordinate after school and summer
programs, as well as family outings for the community.
During this period I worked with Park and Recreation to coordinate site usage between
the City's programs and other associations, such as Little League. I have a working
understanding of the importance of a city's park facilities and the finite quality of their
availability.
Over the past ten years I have had the opportunity to use my skills in managing projects,
budgets, and resources to run a number of businesses within Corporate America. During
my tenure I have successfully controlled costs, met deadlines, and have always grown my
business.
I have also tried to bring a sense of civic responsibility to my professional endeavors and
, was recently acknowledged in a speech by John Stanoch, State President for Qwest
Communications, to all of Qwest's Minnesota employees for my efforts in starting a
community outreach program.
I believe my prudent fiscal sense and strong time management, combined with my
understanding of the importance a strong Park and Recreation Department will play in
Andover, will make me a productive member of the Park and Recreation Commission.
In turn I hope you will give me the opportunity to playa role in shaping Andover's park
and recreation system and making Andover a better place for my family and neighbors.
