INTRODUCTION
The Advisory Commission expressed interest in reviewing and creating appropriate facility usage
policies and review associated contracts that go along policies. The following memo and the
attached documentation are intended to provide what is currently being utilized to operate the
/ facility.

I provide the aforementioned attachments to relay documentation that the Advisory Commission
has had a significant hand in preparing. These policies and procedures in a work in progress and
are intended to be updated based on information gathered once the facility is in full operation.
I will provide a brief presentation to the group at the meeting and will stand for questions.

Andover Community Center (ACe) Rental Policy
We are prepared to do whatever it takes to make your event a success. To aid in this and to clearly
communicate policy, we ask that the contact person for your event read this contract and abide by it. If
you have any questions, please contact us immediately.
RENTAL PROCEDURES:
1. A reservation is not guaranteed until a deposit equal to 20% of the rental cost is received with the
signed contract for the ice arena and field house. All deposits for use of the multipurpose rooms and
conference room will be handled on a case by case basis depending on the type of event to be held.
Reservations may be made 18 months in advance of the event.
2. Balance of is due no later than fourteen (14) days prior to the event date.
3. One contact person should be designated to oversee all arrangements with the ACC. This person is
responsible for making an on-site appointment with the ACC facility coordinator to fmalize
arrangements no less than three (3) weeks prior to the event. The ACC and its employees are not
responsible for any problems that occur with any event that has not had an on-site meeting with staff.
4. The renter may cancel a reservation by giving written notice to the ACC. If the date can be re-booked
the 20% deposit will be refunded, if unable to re-book the deposit is forfeited.
5. The facility may not be sublet by the renter. No application may be transferred or re-assigned.
6. The kitchen is off limits to anyone other than the food and beverage provider and ACC employees.
7. Under certain conditions, ACC staff may be forced to cancel a lease agreement prior to the event.
Possible reasons for cancellation include, but are not limited to: a declared state of emergency, unsafe
environmental or health conditions, or interrupted utility services. In such an event, the renter agrees
that the City of Andover shall not have responsibiiity for anything the renter may suffer or incur due
to such a cancellation. The City will attempt to notify the renter as soon as possible if such
cancellation occurs. All fees paid to the City by the renter shall be refunded to the renter if the
reservation is canceled by the ACC for any of the above reasons.
8. Permit holders may not charge admission for their event unless approved by the ACC manager.
SET-UPffiECORATIONS:
1. Rental fees include setting up tables, chairs, and P A system by staff the day of the event.
2. Affixing anything to the wall, floor or ceilings or in public areas is not permitted unless prior
approval is received from ACC staff.
3. All decorations must be removed from the ACC or put in trash bags following the event.
/ 4. Deliveries may be made after 1:00 P.M. on the event day unless other arrangements have been made.
5. Confetti, glitter, birdseed, rice and other like items are strictly prohibited.

LIABILITY/INSURANCE: i
1. The renter assumes full responsibility for its group's conduct and for any loss, breakage, or damage to
the rooms, equipment or other ACC property. i.
2. The City of Andover is not liable for any loss, damage, injury, or illness by the users of the facilities
in the ACC. Neither Andover nor its employees can he held responsible for any items that are left at
the facility by the renter or contracted service provider. The renter using the facilities, equipment, and
other items owned by the City further assumes all liability for any personal injuries, including death,
caused by participants at the scheduled event.
SECURITY/CONDUCT:
1. Smoking is prohibited in all interior areas ofthe building.
2. The renter is responsible for supervising conduct of their group. ,
3. Persons attending events must comme themselves to the rooms and corridors assigned to their use.
4. No alcoholic beverages will be allowed.
5. All City ordinances, State Statutes, Federal laws and established policies of use must be complied
with during the authorized use of the ACC.
6. All persons attending any event on the ACC property shall abide by the policies of the Community
Activity Center. At their discretion, ACC staff, hislher authorized representative or a s~curity officer
may:
a Order the removal of any offender.
b. Revoke the permit immediately and order all persons from the premises.
7. We ask your cooperation in vacating the function rooms at the time designated on your
contract, as we may have another group scheduled following your event.

Upon application approval, the City of Andover shall make available to the holder of this permit the Andover Community
Center facilities for use on the date specified, and shall provide custodial services, building supervision, and security
services (if required). The City reserves the right to exercise supervisory authority and to prevent unauthorized or i\1egal
activities on City property. The City shall not be responsible for interruption of the use of the described facilities for
reasons beyond it's control, and reserves the right to cancel this permit for reasons of public safety or convenience.
I (we) represent and agree that I (we) have read and understand the information regarding the use of the Andover
Community Center facilities, including cancellation procedures, liabilities, and responsibilities assumed, times and
curfews, and maximum room capacities. I (we) further understand that this is only an application for use which provides
me (us) with no assumed or implied rights for the use until written approval is received. I (we) further understand that fees
paid are refundable only in accordance with City policies recited in the Andover Community Center Rental Policy.
Specifically, and without limiting the generality of the foregoing, the holder of this permit agrees to save, defend and hold
harmless the City for any damages to City personnel, facilities, equipment, or other City property, or to the property and/or
person of any third party resulting from the use authorized hereby. The City shall not be liable for death or injury of any

Prioritization or Use For Facility Areas
Due to the large number of organizations that request the Community Center facilities,' it is
necessary to establish a reservation priority to ensure that Community Center facilities are made
available to best meet community needs.
User Priority
The following list pertains to: Multi-Purpose Rooms, Field House, Ice Arena
1. City activities and Parks and Recreation Commission programs or services.
2. City sponsored groups or resident non-profit civic organizations that sponsor community-
wide public services activities.
3. City sponsored groups, resident groups/organizations, resident civic and non-profit civic
organizations who schedule the facility for activities specific to the organization's
purpose for operation.
4. Andover school sponsored programs and events.
5. Individual residents for private use..
6. Resident commerciallbusiness use.
7. Other governmental units serving Andover residents.
8. Non-resident civic and non-profit groups and non-resident individuals.
9. All other authorized groups to include non-resident, commercial and profit groups,
church or governmental units.
Ice Arena / Field House Priority Classification Of Users
An efficient. balance of prime-time hours shall be allocated between skating lessons, figure
skating, public skating and hockey in the ice arena. and basketball, volleyball, soccer, and open
gym times in the field house. The following times are considered prime hours.
Monday - Friday: 4:30pm - 1O:0Opm (Sept. 1 - Oct. 1 & Mar. 15 - May 31)
Monday - Friday: 2:30pm - 1 0:00pm (October 2 - March 14)
Silturday- Sunday 7:00am-l0:00pm (Sept I-May 31)
All tournaments, and other multi-day events will be charged Prime Rates regardless of
time ?f day, year, or hour rented. -
NOTE: Prime time and non-prime time is used during the peak ice period/field house
usage. One rate is assigned to offpeak or the summer season.

Percentages Of Prime Time Use Allotted To The Respective Programming
The projected percentages are to be a guide for balancing out the ice arena use in one calendar
year of scheduled time considered to be "prime time".
Public skate/open gym: weekdays, Friday evenings, Sunday afternoons ..........................................10%

2 Each organization is responsible to distribute time fairly with respect to gender.
The priority for reservations will be based on the priority classification of users as listed below.
The order of priority for scheduling of ice timet field house to Major Users is listed below. (A
Major Users is a group/person scheduling over 20 hours per year.)
1. City activities and Parks and Recreation Commission programs.
2. Andover High School girls and boys hockey practices and games; upon limits mutually
. agreed.
3. Andover Youth Associations for youth boys and girls based upon limits mutually agreed
upon.
4.. Other independent organizations conducting clinics, leagues or tournaments.
5. Other associations or organization requesting 100 or more hours per year.
After the above groups have been scheduled respectively, ice time for Minor Users (less than 20
hours per year) will be scheduled on a first-come, first-serve basis. This includes, but is not
limited to, public schools and parochial curriculum use.
1. Parks and Recreation Board programs and City activities.
2. City sponsored groups or resident non-profit civic organizations tha(sponsor community-
wide public service activities.
3. City sponsored groups, resident groups/organizations, resident civic and non-profit civic
organizations that schedule the facility for activities specific to the organization.
4. Andover sponsored programs and events.
5. Private use by individual residents.
6. Resident commerciallbusiness use.
7. Individual non-residents, non-resident civic and non-profit groups.

WELCOME
As an Employee of the Andover Community Center your responsibilities
encompass four areas:
*protection and safety of guests
*public relations for the entire ACC complex
*guest assistance
*cleanliness of facility
ACC Staff is the first line of service available to
the public during an event/program. Many times, you the part time staff member may be
the only person a guest will encounter. Professionalism,
courtesy and attention to detail are of the utmost
importance.
ACC values both patrons and staff, and the welfare,
morale and conduct of all are very important.
Suggestions and comments on how we can improve
and continue as the premier facility in the North Suburbs
are always welcome.
; Guest Courtesy
Our guests are our number one priority. Remember,
99% of our guests will completely enjoy there
experience and are easily accommodated. The
challenge is always the 1 % that may be confused,
lack understanding or are uncooperative. It is our
goal to serve all guests with the highest degree of
respect and professional courtesy.
SCHEDULING
Schedules are compiled on a per month basis. You
will receive a calendar to indicate days that you need off for the upcoming month.
A due-date is listed so please return the worksheet to the ACC Assistant
Manager by mail, fax, in person or by email as soon as possible. After all the sheets are in
a schedule will be generated and available for pick up.
After reviewing the schedule, if you discover conflicts, please
notify the Assistant Facility Manager immediately. It is your responsibility to find a
replacement for your shift. If you can't find anyone to work please get a hold of the
Assistant Facility Manager. If you become sick, or unable to fulfill you're assigned shift
or will be late, please call 763-767-5165 or 612-221-7230 as soon as possible.

CUSTOMER SERVICE POLICY
Our goal is to treat each and every guest as if they were
guests in our own home. The following principles are key in
dealing with each guest:
Greeting: First impressions are important. Greet each
guest in a friendly and sincere manner. Be sure to make eye
contact, smile and offer assistance.
Responsibility: Guest safety and comfort will always be
first and foremost.
Knowledge: Prior to your first shift, review basic information
regarding restroom locations, fire exits, facility schedule etc. Listen to patrons
and respond/react respectfully. Get educated on facility services, locations, and access
points.
If you do not know the answer, politely acknowledge so, offer to find the answer or
redirect the patron to someone who may know. Please do not
respond with incorrect information or confuse patrons with
inaccurate details. With the YMCA as a tenant of ours we are sure to get lots of questions
on there facility. Please help direct patrons to the YMCA reception desk on the East side
of the building, so they can get all their questions answered.
GENERAL RULES AND REGULATIONS
As an ACC's Staff person, please follow these
basic rules and regulations:
* Know ACC's emergency evacuation plans and procedures
* Be truthful and honest with guests, fellow employees, ACC staff and crews
* Develop a complete working knowledge of facility and ACC policies and procedures
* Be punctual. Arrive on time and report to your assigned work area.
Tardiness is unacceptable and unfair to fellow staff members
* Report all emergencies, incidents, injuries and
accidents to the Manager/Supervisor on Duty
* Make an effort to resolve complaints. If this is not possible, contact the
Manager/Supervisor on Duty for assistance
* Give guests correct information. Please don't guess. If you don't know, say so.
* Adhere to the Staffuniformldress requirements
* Spills and messes are common. If there is paper, debris or trash on the floor or left on
tables, please pick it up and dispose of it properly.

The Andover Community Center is
not responsible for lost or stolen items.
The entire ACC complex is smoke-free. This applies
to all staff members as well as the guests. Depending
on the event, guests will be allowed to exit through the
lobby area and then outdoors to smoke.
Payroll checks are directly deposited or available for pick up
every other week on Friday.
Staff must not engage in the following:
* Consume any alcoholic beverages prior to or during work assignments,
or while still on the clock
* Use profanity, shout or argue
* Wear jewelry enhancing any visible piercings (women may wear earrings)
* Smoke, drink, eat or chew tobacco while on duty.
Please take your breaks in the employee room.
* Agree to an interview or disclose any information to the media.
All media inquiries must go though the ACC Management
* Solicit or accept any free merchandise from vendors or exhibitors
WHAT TO DO WHILE ON THE JOB
* Welcome patrons and offer your assistance
* At all times, monitor patrons in your area.
Circulate - do not stay in one area for the entire shift.
* Your professional appearance is very important.
Please do not eat/drink or chew gum in public view
* Assist guests depart, assist as needed, thank
them for coming and wish them a good day
DRESS CODE FOR STAFF
As the first line of contact for our guests, your
appearance is important. The Andover Community Center will
supply on shirt for staff to wear during their shifts.
Additional shirts may be purchased for cost.
The standard dress code for men and women are as
follows:
- Staff Shirt
- Clean Un-ripped Jeans
- Kaki Pants
- Dress Shorts

GUESTS NEEDS
You will deal with guests who have immediate
problems or concerns. It will be necessary for you to
react or respond. Please do so calmly and directly. If
you are unable to resolve the problem or concern,
please direct the guest to another staff member who
may have the necessary information or contact the Manager/Supervisor on Duty.
Try not to confuse or mislead the guest. Always treat the guest as a
professional and with due respect. Follow the
guidelines below:
* LISTEN and carefully hear them out
* REPEAT the concern or problem clearly
* APOLOGIZE for the inconvenience regardless of
who is at fault
* ACKNOWLEDGE the guests' feelings and
frustrations
* EXPLAIN any action that will be taken
* THANK the guest for bringing the problem to your
attention
DISRUPTIVE BEHAVIOR
If a disruption or behavior problem
J arises, summon the Manager/Supervisor, or
Anoka County Sheriffs office and discretely explain the situation. A
joint decision regarding the appropriate response or
action will be determined. The patron must be
informed of any necessary response or action. If it is
decided that a patron must be asked to leave the
facility, the Manager/Supervisor or Sheriffs office must
accompany you to address the patron.
With the Manager/Supervisor or Sheriffs office
present, politely request the patron to step away from
other patrons. Respectfully ask the
patron to leave the premises. If the patron will not
cooperate, ask the Sheriffs office to intervene on your
behalf and escort the patron out of the building.
Never touch a guest! Avoid confrontation,
shouting or arguing. Let the Deputy or Manager/Supervisor on Duty
take the lead. Please note that a guest cannot be asked to leave just because
you say so. The patron first must be informed of the
problem, told what will occur and then escorted to the door.

CLOSING DUTIES
All staff are required to clean and stock the facilities that they are working in at the end of
the night. See attached sheets for the closing checklist and procedures.
ADA REQUIREMENTS
The Andover Community Center is handicap accessible. By law, we
must provide access and seating accommodations for
everyone.
Ice Arena: For all events, handicap seating is
available in the bleachers. The elevator is
located in the main lobby across from the concessions stand.
Upon arrival, always ask if you can be of assistance.
Field House: During most events handicapped seating is available on the main floor.
Wheelchairs may access the Field House via the ramp from the main hallway to the Field
House doors.

There are a number of handicap parking spaces
located outside each main entrance on the East and West side ofthe building.
MEDICAL EMERGENCIES
General Directions:
Act quickly, but calmly and as a team. One staff
member should stay with the victim while another
calls 911. Know the location, stairwell, and facility
venue, etc. Be specific! Staff should meet the EMT's at this entrance and
escort them to the victim. Always stand by to assist
so first aid can easily locate the victim.
If the victim or victims family declines medical
assistance but you feel it is necessary - call 911.
Let the victim or victim's family decline.

When you call 911 give the following
information:
Who is the victim
What is the nature of the injury
Where is the victim located
Protect the victim from unnecessary movement. Keep
the victim warm and as comfortable as possible and
do not discuss the extent of the injuries. When the Ambulance does arrive, please assist in
keeping the area clear and unobstructed. It is very important to help keep all other patrons
out of the area.
Minnesota Statute 604.05
"Good Samaritan Law"
Subdivision 1. Duty to Assist. Any person at the scene
of an emergency who knows that another person is
exposed to or has suffered grave or physical harm
shall, to the extent that the person can do so without
danger or peril to self or others give reasonable
assistance to the exposed person. Reasonable
assistance may include obtaining or attempting to
obtain aid from law enforcement or medical
personnel. Any person who violates this section is
guilty of a petty misdemeanor.
Subdivision 2. General Immunity from Liability. Any
person who, without compensation or the expectation
of compensation renders emergency care, advise, or
assistance at the scene of an emergency or during
transit to a location where professional medical care
can be rendered, is not liable for any civic damages
as a result of acts or omissions by that person
rendering the emergency care advise, or assistance
unless that person acts in a willful and wanton or
reckless manner in providing the care advice or
assistance... "
BUILDING EMERGENCIES
If the building must be evacuated because of an
emergency, i.e. weather, smoke, fire, etc, All ACC
personnel will be involved to safely facilitate
evacuation.

The Andover Community Center is equipped with the most
modern fire/smoke/freon detecting
equipment. If an alarm sounds, maintain a calm
demeanor. You will be informed immediately if there
is an actual emergency and how to proceed. If
patrons are concerned, they should leave the building
through the nearest exit.

Opening, Closing, and General Working Procedures
OPEN PROCEDURES
. Punch in using the time card. You must punch in and out to be paid.
. Look on employee board for possible memos.
. Pick up a schedule of ice time/court time and LR assignments.
. Turn on appropriate lights according to the ice arena/field house schedule.
. Facility lights
. Hallway lights
. Lobby lights
. Check ice schedule to see when your first resurface is.
. Look at locker room assignments and check for any conflicts.
. Turn monitors on at front entrance for locker room/court assignments.
. Prepare ice resurfacer for resurfacing.
. Look at dry erase board for any notes from the prior day. .
. During your shift everyone will be responsible for keeping the entire facility
CLEAN! Everyone will be taking care of there own areas of the facility, but if
you see something out of order, fix it yourself or let someone know about it.
Clean the following:
. Locker rooms
. Empty trash cans
. Front doors monitor rest rooms
. Sweep floors, vacuum floors and stairs when needed
. Clean bleachers
. Field house bleachers and entrance
. Keep control of young children (be firm, not mean).
. No running
. No street hockey
. No basketball/sport in the hallways
. Keep busy. You should know what locker rooms need to be cleaned,
locked or opened.

. Keep shower rooms in ice arena locked. When you open a shower room,
the other locker room shower door must be locked (theft and gender).
Lock door after the team is out of locker room.

CLOSING PROCEDURES
. Help and direct other staff with all cleaning listed above.
. Make ice after last group.
. Empty water out of resurfacer.
. Plug in resurfacer if needed
. Wash augers off.
. Lift dump tank up.
. Check all doors in facility to make sure they are closed and locked.
. Punch out.
. Turn off all lights, lock office door and exit the building.
OFFICE
. The office is not a hang out! Unless you have a work-related question, do not
come in the office.
. If you need to make a call, use the phone in the field house storage room. Try to
make it short. Long distance calls are not allowed.
SHOVELING SIDEWALK AND ENTRY
. Keep front sidewalks and entryway clear of snow and ice.
. When we get heavy snowfall, the emergency exits need to be cleared also.
. Pay attention to the weather. You may need to shovel every hour.
SWEEP SIDEWALK AND ENTRY
. Keep front sidewalks and entry clean.
. Pick up trash and cigarette butts.
STAFF SKATING/GYM USE
If there is an open hour you can skate. You need to ask first.
. If you are working, you must have your duties completed.
. You must punch out if you skate.
ICE RESURFACING
. Exiting the ice, you must come to a complete stop then lift up the conditioner.
. Drive a consistent speed. Slow on the sides and fast down the middle makes for
inconsistent ice thickness.
. After you finish, shovel and squeegee off any snow or water and close doors as
quickly as possible.
. Refill water (do not wander away and let water overflow), check gas gauge and
plug in if needed.
. Do not mess with the blade, will have them set at the correct setting.
. Make ice at end of night and pull the nets off the ice.
LIGHTS
. When the last group is off the ice or done in the field house turn Yz of lights off.

Opening, Closing, and General Working Procedures
. Site Lighting = Parking Lot Lights all run on timers and should not have to be
played with. All staff will be shown the override ifthere is a problem.
WORK SCHEDULE
. The schedule will be out at least two weeks ahead of time.
. All time-off requests should be handed in at least two weeks ahead.
. If you need a day off at the last minute, it is your responsibility to find someone
to cover your shift. If you can't find anyone, you are expected to be here for
your shift. Please let the assistant facility manager know ASAP.
/ LATE POLICY/NO SHOW
. Don't be late. Everyone plays an important role in the daily operation ofthis
facility and showing up late only causes problems for everyone.
. No-shows will not be tolerated. Anyone not showing up will be dealt with by
management and may lead to you not working for the AndoverNMCA
Community Center.
SCOREBOARDS
. The power on/off switch is on the back left of the unit.
. At the end of every night make sure the power is off.
. There are operation manuals in the office. Every employee should know how to
operate the scoreboards so you can help teach someone who comes in to use it
and has no experience running a scoreboard.

. All doors need to be locked with a key.

Andover/YMCA Community Center Emergency Plan
Employee Training of Emergency Plan
All employees will be given an emergency plan of the AndoverlYMCA Community
Center. New employees will have time to review the plan, ask questions, and walk
through the building with the manager to discuss the plan before working their first
shirt. Monthly staff meetings will allow staff to review the emergency plan and
make any changes that better suit the building.
Fire Drills
/ Fire Drills will be held quarterly at the Andover/YMCA Community Center. These
drills will occur during non-business hours. Arena staff will be in the building and
simulate how to evacuate the building. All staff members should proceed and meet
outside the east entrance of the building. At this time all staff will be accounted for
and discuss emergency procedures. At the same time, maintenance staff will
indicate that all alarms, flashing lights, exit signs, door panic bars, and doors are in
working order. Also, all exits will be visually inspected for easy exit.
A logbook of each fire drill will be kept on site for the fire departments evaluation.
Please see example labeled "Fire Drill Log Book".
Evacuation Route and Procedures
The AndoverlYMCA Community Center has exit signs located over each emergency
door. This will indicate to the public which doors they should use in case of an
emergency.
All staff members will assist the public with quick and safe exiting of the building.
The manager/supervisor on duty will use the emergency public address microphone
and inform patrons of the alarm and how and where they should exit the building.
All other staff members will escort the public to the appropriate exits and help clear
, the building.

Everyone should move to the east or west parking lots after exiting the building to give
the fire department and fire trucks room to maneuver. All staff should be
accounted for and an Ice Arena Operations Staff Member should communicate the
emergency to the fire department.
Tornado Route and Procedures
Staff will follow the direction of the National Weather Service. During severe
weather, Staff will use the public address microphone to inform all staff and patrons
to proceed to safe areas of the arena. Severe weather areas for the ice arena and
field house are located under the bleachers and in the locker rooms in the ice arena.
Other Staff will help people to find safe areas offacility. The public may leave the
building if they so choose.

YMCA/COMMUNITY CENTER
To: Potential Field House User,
At this time the City of Andover is accepting requests for court time in the new
field house, located at the Andover YMCA/Community Center. Times are now available
from September 1,2005 through May 31, 2006. All requests' are due no later then
Friday, June 3, 2005. Any requests received after June 3, 2005 will be reviewed and fit
into the schedule where possible. Once your request is accepted and scheduled, your
organization will be required to sign a contract and put down 10% to hold your court
times. If you have any questions or concerns, or would like to discuss your request, you
are invited to attend a meeting with the Andover YMCA/Community Center Advisory
Commission on Monday May 23, 2005 at 6:00pm at Andover City Hall. Please let me
know ahead of time that you are planning on coming to the meeting.
The field house has three courts that can facilitate basketball, volleyball, soccer,
lacrosse, dance and all preseason training for hockey, football or baseball. The courts can
be rented individually or we can raise the curtains and utilize the entire facility as one big
court. The fees are $35.00 per court per hour, or $ I 05 for the entire facility per hour.
If you have any questions or would like to join us at the May 23, 2005 meeting,
please give me a call. If you or your group would like a tour of the field house prior to
completing your request please let me know. I look forward to working with all of you.
