Respectfully submitted, U' ()4- Vicki Volk City Clerk / j ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING OCTOBER 15, 2002 - MINUTES A Meeting of the Andover Economic Development Authority was called to order by Secretary Mike Knight, October 15,2002,6:35 p,m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: President Mike Gamache (arrived at 6:35 p.m,), Commissioners Don Jacobson, Mike Knight, Ken Orttel, Julie Trude (arrived at 6:48 p.m,); Voting resident member Robert Nowak. Absent: Voting resident member Terri Hokanson and Non-voting resident members Fred Larsen and Edward Schultz Also present: Executive Director, John Erar City Finance Director, Jim Dickinson Community Development Director, Will Neumeister Others J AGENDA APPROVAL Add to the Agenda under Other Business, Andover Station North. MOTION by Jacobson, Seconded by Orttel, to approve the Agenda as amended above. Motion carried 4 ayes, 0 nay, 3 absent (Gamache, Trude and Hokanson). APPROVAL OF MINUTES October 1.2002: Correct as written. MOTION by Orttel, Seconded by Nowak, approval ofthe Minutes as written. Motion carried on a 3 ayes, 0 nay, 1 present (Jacobson) and 3 absent (Gamache, Trude and Hokanson) vote, President Gamache arrived at 6:37 p.m. ANDOVER STATION RESIDENTIAL SITE DEVELOPMENT J Executive Director Erar explained issues have been raised by Hanson Builders that necessitate further discussions and actions by the EDA concerning environmental aspects of the site development. Andover Economic Development Authority Meeting \ Minutes - October 15. 2002 J Page 2 Mr. Erar stated there was a meeting with Dean Hanson and Keith Ulstead of United Properties and several concerns were raised associated with environmental facets of the site that the EDA needs to address to allow the project to move forward. Mr. Erar stated the Performance of a Phase II Study would most likely be in the range of $20,000 to $25,000 for the environmental work. Should additional environmental remediation be necessary, the EDA would need to consider expending additional funds for this purpose. Mr. Erar stated that Mr. Hanson stated he was going to withdraw from the project because they did not want to be solely liable for any environmental issues originating from the land itself. Mr. Erar stated he did talk to United Properties regarding a Phase II Environmental Study and they would be willing to share the cost if the property comes back clean. United Properties has two conditions. One is if the site comes back clean they will pay for half of the cost of the survey but if it comes back dirty the EDA would need to clean up the entire site. The second condition is whether the EDA would extend the time to market the property. \ Mr, Erar stated this is the third builder that has backed out of the site. He stated that Brownfield / site development is not new; it has been done around Minnesota. Commissioner Knight thought the PCA gave the site a clean bill. Mr. Erar stated they did in certain areas. If they could get phase II out of the way, they have other builders interested in the site, Mr. Erar stated the concern is getting the Phase II done and the disclosure required by the State. Commissioner Jacobson asked what kind of extension United Properties is looking at. Mr. Erar stated he believed they were looking at another 180 days. Motion by Jacobson, Seconded by Knight, to approve Phase II Environment Study, Remedial Cleaning with United Properties paying for half if the site is clean. Commissioner Knight stated they are operating honestly because of the PCA approval. Mr. Erar stated he believed they have been operating honestly but there are still environmental issues out there, Commissioner Orttel stated they sold the property as clean and he felt they should stand behind it. Mr. Erar stated residential development has a higher threshold than commercial development. He stated the issue is the disclosure and marketing of the property, / Commissioner Trude arrived at 6:48 p.m, Motion carried 6 ayes, 0 nay, 1 absent (Hokanson). Motion carried 6 ayes, 0 nay, 1 absent (Hokanson), President Gamache asked if the EDA should discuss the disclosure. Mr. Erar stated he believed this should be left up to the legal department. OTHER BUSINESS . Andover Station North 1. Move forward with site planning EA W (Environmental Assessment Worksheet). Asked SEH to come up with an estimate for the EA W. Community Development Director Neumeister stated there are thresholds as to what is mandatory. 2. Phase I for Andover Station North site, Community Development Director Neumeister stated this site had a junkyard on it and had environmental issues. This site will probably need a Phase II Study on it and the EDA should authorize a Phase II if needed, Commissioner Orttel stated this site is not as bad as the south site and asked why they need a Phase II. Mr. Erar stated it is in case Phase I shows problems. Mr. Erar stated Phase I would be around $2,400 and Phase II would be $10,000 to $15,000. Commissioner Knight asked why it would be so high. Commissioner Orttel stated it was actually less money than the other site. 3. Flood Plain Community Development Director Neumeister stated they needed to do a delineation study on the flood plain. Mr, Erar stated he does not know what the cost of this will be. Mr. Neumeister stated they would need to do topography on the site. Mr. Erar stated it could be up to $14,000. Mr. Neumeister stated they needed to get this done because any contract for sale needs to have the flood plain pointed out. . City Finance Director Dickinson stated the money would come from TIF funds. ) Motion by Orttel, Seconded by Trude, approval of the three items listed above. (763) 755-5100 FAX (763) 755-8923 . \~.C1,ANDOVER.MN.US TO: EDA President and Board FROM: John Erar, Executive Director SUBJECT: Andover Station - Revised Site Layout Proposal DATE: November 18, 2002 INTRODUCTION Staff has been discussing the configuration of the existing pond layout in Andover Station and whether modifications could be made to enhance the appeal, value and marketing potential of the site. DISCUSSION Staff has had preliminary discussions with Mr. Tim Kelly, Coon Creek Watershed and Mr. Bruce , / Carlson, United Properties to discuss the existing pond configuration and whether any options may exist to reconfigure the pond with the purpose of creating a more desirable site development area to the east of the pond. If the pond could be reconfigured, site fundamentals would be strengthened by allowing additional frontage on Bunker Lake Boulevard and opening the site to a more appealing segment of the commercial retail market. Mr. Kelly has indicated that the City could initiate a change to the water body in terms of filling the existing portion of the pond to the east and enlarging the pond base to the west. The process for this change could accomplished over the next 90-120 days in time for marketing efforts in the Spring of 2003, United Properties has also expressed preliminary interest in this idea and will be looking at some potential site layout scenarios, Additional information will be provided to the EDA Board at the meeting for review and discussion. BUDGET IMPACT Additional expenditures for process modifications would be incurred in terms of wetland replacement, regulatory review and approvals, In addition, the EDA would need to consider the costs of filling and re-grading this particular portion of site, but options may exist with respect to United Properties involvement that may reduce these costs substantially. , I ACTION REQUIRED ) EDA discussion and review of staff's proposal to initiate steps that would lead to reconfiguration of the pond in Andover Station. ~fullY ,ubmi'''d, c_ " ~'-<--- ] Erar /I , , j .' . -. Our initial proposal to the City was for (91) urban town homes designed with a pedestrian front orientation and double tuck-under garages in the rear. After appearing before the EDA on U June 25, 2002, and listening to your comments, we toured our newest model home center in Apple Valley with City representatives. We have taken the input and suggestions from your staff and discussion from the EDA and developed the current proposal that we feel is responsive to this direction. Proposed Plan Our plan closely follows the concept of the Cities' approved plan, but provides for considerably more open space, particularly along Station Parkway. We are following the central loop narrow public street approach, suggested by the City for traffic calming, with ; special protected on-street overflow parking, The site distance has been improved for the western public access to Station Parkway by moving it slightly further west. The existing median cut for the southern leg of the public loop road and Station Parkway has been maintained in order to utilize the existing median geometries in Station Parkway, The homes are planned so that they front onto small, private auto courts, with generous yards in the rear. The four buildings fronting onto the interior loop street have increased setbacks twice our normal standard, in order to allow for combining of driveways and increased landscaping to enhance curb appeal. The majority of the frontage along Station Parkway is planned as open space, both in a large central open space and a pond in the southeast. A small wetland is also preserved in n the southwest comer of the property. There are sidewalks and trails planned throughout the neighborhood leading to a community gathering spot and tot-lot and tying into '---- Andover Stations downtown pedestrian system. In total, more than 10% of the property 1 is plmmed as open space, which will provide for many of the recreation needs of the U residents. Home Style The Heritage Condominiums (flat over flat and town home-style units) are offered in three floor plans ranging from 1,276 SF to over 1,600 and are designed for; young professionals, first time homebuyers, and active adults, The Heritage Condominiums have been built in Apple Valley, Stillwater, Chaska and other Twin Cities suburbs and would be priced for Andover from the high $IOO,OOO's to the low $200,000's, Because they are offered in a town house style two-story, and single level homes, and in two and three bedroom models they appeal to a wide variety of life- style, The ground floor, Ashley unit is also ADA accessible. A homeowner's association will be established to maintain the buildings and grounds, regulate recreational vehicle and off-street parking, and provide snow and garbage removal and other typical homeowner association duties, We invite you to tour these homes at our decorated model center in Apple Valley, Upon favorable action from the EDA, we expect to move forward into detailed engineering design of the plan, and to obtain the necessary approvals from the City and other governmental agencies by February, in order to be ready for subdivision and model construction by the end of April.. This will allow us to have models for the Parade of Homes in September. , ~, Ryland Homes has the ability to implement this plan in accordance with the overall plan U for the Andover Station area envisioned by the City of Andover. We have the resources, experience, and proven track record for redevelopment of this type, in partnership with Andover. We hope this proposal meets and exceeds the City's expectations and look forward to working with the City of Andover.
