INTRODUCTION
The Park and Recreation Commission is requested to review the 2023 Tournament Application
and request to waive associated fees for The Invisible Wounds Project 7th Annual Heroes
Tourney.
DISCUSSION
Attached for your review is the application and the request to waive associated fees. The group
has requested to use Sunshine Park Fields 1-4 all day for Saturday, August 19, 2023. This
request does not conflict with any of the youth tournaments as none are scheduled for that
weekend.
There will be fees required since this is an adult group that will be using the fields. The required
fees are as follows:
• $206.25 Tournament fee for the park (1 day only). Note: Applicant is requesting This fee
be waived.
• $200 Field usage fee for the 2 extra fields that are being requested. A total of 4 fields are
being used. Note: Applicant is requesting this fee be waived.
• $250 Damage deposit fee which refundable after the tournament is over and an inspection
has been done by Public Works.
Note: Since the applicant has requested to waive the tournament and field usage fees it will
require City Council approval. The damage deposit of $250 has been rolled over from 2022 to
2023 so no addition deposit will be required.
ACTION REQUIRED
The Park and Recreation Commission is requested to recommend the tournament and field usage
fees be waived as being requested by the group The Invisible Wounds Project.

tournament by the Tournament Director.
The Tournament Directors is responsible for maintenance of the field(s), upkeep of trash bins, restrooms ai
building.

Note: Any remaining escrow will be returned to the applicant once the final City maintenance personnel costs
have been determined. If it has been determined that the fees collected are not enough to cover the City
maintenance personnel costs of the tournament, the applicant will be responsible to pay for these costs prior to
the release of any damage deposit fee that has been collected for the tournament.
0 Youth - $275.00 Field reservation fee is for the use of up to 2 fields for all youth organizations not affiliated with
Andover youth (*) (to be considered an organization from Andover, a minimum of 51 % participation of Andover

SPECIAL REQUEST SECTION Check the following boxes if applicable.
0 If you need to use the Cushman, there will be a fee of $50.00 per day and $350 refundable damage deposit. It w II be
necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works
Department will be necessary prior to any use.

tournament. (Example: Include the location/distance of pitching rubbers and/or base locations.)
All requests for tournaments must be submitted by Thursday Feburary 9th, 2023. The application will be consid red by
the Park & Recreation Commission at the third Thursday meeting in January. Any tournament application after that will be on a
space available basis and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percer t of the
field reservation fee will be assessed for applications made less than eight weeks prior to the tournament date. NI fees
(including escrows if maintenance is being requested) must be submitted with the application no later than eight weeks prior to
the tournament date. For any late application, the late fees (including escrows if maintenance is being requested) must also be
submitted with the application, including the penalty fee. Late applications must be approved by the Park and Recreation
Commission at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City
Youth Associations having first priority.
A $500.00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due eight weeks before the tournament
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The 500.00
(or the $250.00), less any money for damages, will be returned after inspection and final City maintenance personnel costs of
the tournament have been determined by the Public Works Department.
* If the tournament organization is requesting a Non -Intoxicating Liquor License, it will be necessary to request Attachmeht A.
The City Council has adopted the following policy:
"Field reservation fees and the required escrow for tournaments shall be paid no later than eight weeks prio

3.2% Malt Liquor License - Applications for 3.2% Malt Liquor License must be included with this tournament applicatio . The
fee for a tournament 3.2% Malt Liquor License is $25.00. The application must be made out by a specific person (such as the
Tournament Organization) and this person must be a resident of the City of Andover and affiliated with an Andover league team
or local organization. The application for the Non -intoxicating Liquor License will be sent to the City Council and you will be
contacted by the City Clerk if the license has been approved.
DRAM SHOP INSURANCE - Minnesota Chapter 340 requires the municipalities verify Dram Shop coverage for the sale of non -
intoxicating malt beverages.

Subject: Request for Waiver of Fees for The Heroes Tourney
The Heroes Tourney, an all -volunteer committee, was created to utilize athletic
tournaments to deliver support to children of fallen heroes. In 2023, our seventh -annual
event will be a double -elimination co-ed Softball Tournament including a double -
elimination tournament, home run derby, base running competition, and kids event. This
year we are partnering with the Invisible Wounds Project (https:Hiwpro*ect.org, EIN: 82-
2172782) and proceeds from this event will aid veterans, first responders, EMS/front line
medical workers, dispatchers, corrections officers, and family members in our community
through mental health treatment and to save lives.
As this charity tournament's main goal is to raise funds for local community members
struggling with mental health and suicidal issues, we would like to request a waiver to the
City's fees for this event. The requested waiver would be for field fees plus the use of the
Cushman and does not include the damage deposit.

DISCUSSION
Staff has not received all of the field use applications yet, so we are unable to provide a complete
schedule at this time.
Below is the list of who has submitted field use application and the tournaments applications for
the 2023 season that have been submitted and approved by staff.

The north parking lot at Sunshine Park will be closed for reconstruction from July 10-August 6cn

ON -GOING PROJECTS —
• Staff has continued to work with the equipment vendor on the two playground replacements for
2023 and the new addition at Lund's North Park. All three orders for the playground equipment
have been placed.
• Staff received bids for the new shelter at Hidden Creek North Park identified in the 2023 CIP. B ds
are coming in higher than expected. Currently the bid for a 16' x 16' shelter and concrete are $2 500
over the $40,000 budget for this project. This does not include the electrical for the lighting or a y
site work. For a larger shelter, 20' x 20', with concrete is $48,590. Staff will discuss options on
completing this project.
UPDATES FROM PREVIOUS MEETINGS
• Park Survey Options — Staff added a QR code link for a park survey in the March/April
newsletter. An update of results is on the agenda for discussion at the April 61h workshop.
OTHER ITEMS OF INTEREST —
• Update of Pedestrian Trails:
2023 -- Kelsey Round Lake Park Trail. Test piles were completed, and design work has begun c
the boardwalk replacement. Matteson MacDonald and Young Inc, who designed the boardwalk
along Crosstown Blvd, has been hired to the design work.
• Seasonal Staff
We are currently hiring seasonal staff for the summer months. These position help the Parks ani
Street Departments with mowing, ballfield maintenance, pothole repair, painting crosswalks, tr,
and recycling services, and multiple other tasks. They are 40 hour a week positions, 4 10-hour
days so they get three day weekend throughout the summer. The jobs are posted on the City of
Andover website you know of anyone interested.

Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to
discussions of various projects the City Council has been working on or is considering.

INTRODUCTION
The Park and Recreation Commission is requested to review and discuss the results from the
park survey that was in the March/April Andover Newsletter.
DISCUSSION
Staff added a QR code link to a park survey in the March/April newsletter. This was based on
direction from the Park & Recreation Commission to find ways of obtaining more public input
about our park system needs. The focus of the survey was to gain public input on park shelters.
Questions were intended to find out if there is a need for more shelters in the parks, what size of
shelter, and if residents would be interested in having the option of reserving a shelter for private
functions.
The survey also had two places to give feedback, list any new improvements or other comments.
Staff has compiled the results on the attachment included along with the survey questions off the
City of Andover website. Comments are grouped by park when indicated on the results,
comments not associated with a specific park are at the end.

• Skate park off of Crosstown is heavily used and a great place. Please keep this up to date.

• Sunshine - Basketball courts are huge right note, ensure the hoops have nets abs the playing surfaces are
in good shape. We also enjoy the walking paths in around the paths in and around the park, please keep
those in good shape. The skate park is heavily utilized, not sure if this is part of Sunshine but let's ceep
that current and in good working order.
• Sunshine Park - I would like to see more lighting on the south and west sides of the park. Many o
use the park early in the morning or in the evening. In the summer it's fine but it's really dark in t
winter. There's plenty of lights on the north end with the parking lot lights, the gazebo, rec buildi
the overhead lights. The others don't have any of those. Kids are supposed to use this pathway to
the crosswalk for the school.
I have emailed the parks department but I never received any response. (nobody in Parks Dept r
any emails about this topic) I love all the parks in Andover
• Sunshine Park - Adding additional pet waste poll
• A park similar to Lions Park in Coon Rapids would be nice to have in the area. Sunshine Park coi
an ideal location as the park there is dismal at best and there are many siblings that would make u
the park while they are dragged along to their siblings games/practices. Whether it be softball, ba
lacrosse or football. Money would be well spent on a new park, rather than shelters.
• Sunshine Park — Full basketball court improvements. Other Comments - more basketball options

• Prairie Knoll - Please please connect Prairie Knoll with the existing trail system that is so close ar
so far away. Andover Blvd and Prairie are both high speed 50 mph roads and one of them needs b
traveled to make it to this gem of a park! With the giant house development more families will ne
use this park. It would also help with parking in the fall football season if there was another way t
safely get to this park! Thanks for the great parks!
• Prairie Knoll - I feel that this would be a great site for 6-8 outdoor Pickleball courts. The demand
places to play has greatly increased in recent years and I feel like this park would be a great centr,
location within Andover and the sounds of the game wouldn't impact the neighborhood aestheticE
the fastest growing sports in the country, I feel that it's important for our community to provide
opportunities for residents to participate in this activity. It's a social sport that allows residents of
ages a chance to maintain physical activity in their own city. To often residents have had to travel
their cites to enjoy the sport

hills would be a huge asset to the Andover community and surrounding area.

There are so many kids beyond the playground phase and there needs to be something for them. D e to
the fact there isn't a sidewalk connection from Catchers creek to Prairie Knoll it is not SAFE for kids to
travel. Adding a basketball court is becoming a necessity.

• Stuff for older kids - zipline features, multiple climbing structures, ninja course. There's a grassy ea in
this park that is unused for anything or any playing because the grass conditions are subpar, so to xtend
the playground to allow for more age groups to play would be fantastic.
Sophies — Non- irrigated. Two lots, one lot unfinished
Sophies - Green space connected to Sophie's in Lennar development needs to be improved. It is a -rab
grass and sand burr infested mess. Would be nice to have a couple soccer nets or general upkeep s it
can be utilized.
Sophies - Improving the "grass" areas which have many many weeds. The kids want to play there tag,
football,etc. but it's difficult with the poky weeds)
Add a painted hopscotch area on the pavement. More lighting More swings
Are there any plans for the vacant area just south of the park? Is that park land, too? It would be
awesome to have that developed since our park is nearly constantly in use and loved by our comm inity.

Sophies - Better grass. The large grass area is full of sharp thistles or burs that needs to be taken care of
Sophies - I would love for the city to put more effort into green space they left in the Winslow Cove
neighborhood. The area is dry and full of "stickers" it's not even enjoyable for anyone to play on.
I also would love if they would replace the basketball hoop that got broken. And most important is more
lighting in that area, it's very dark over there and it definitely brings in some mischief and someti es
vandalism. Nothing to add at the moment, just a thank you for allowing the community to give fe back
on this issue.
• Sophies - Improving the "green" area that they made and left go without grass would be the number one
improvement that would be very helpful. Also more lighting would be very helpful as there isn't much
for lighting. Thank you so much!!
• Sophies - Some lawn maintenance or pickle ball court, tennis courts. Right now it is a sticker field
behind softies in the newer lennar development and should be properly taken care of.
• There is an open field connected to Sophie's park that is full of stickers/prickers. It would be nice 16r it
to be actual grass so kids can play or a tennis court. The field area is useless because of the
stickers/prickers in the weeds. Also a lower basketball hoop on the other end of the basketball court so
little kids can actually shoot a basketball. Thank you!
• The empty field needs a lot of work. At the very least --actual grass. No one plays in it because it's full of
weeds, stickers, and burrs. Same goes for the grass surrounding the park --sprinkler system maybe'l Or
put in some kind of sport court/tennis court?

sand burr) lot. This lot is a huge waste of space as nobody plays in it because the grass is terrible and is

• I'd like to see improvements to the field next to sophie's park. It is headed into its 4 th year of exis ter
and it is still essential unusable because it is covered in sharp stickers. Let's get covered in them whei
walking through, kids get hurt and it eats bike tires for breakfast. It needs more attention. Perhaps mc
weed and feed. But it really needs a sprinkler system. I'd also like to see more trees planted.

experienced a ton of growth. specifically the Winslow Cove neighborhood. our park is geared tow
the younger kids and are in need of equipment that is suited for all ages. along with repairs yo the

to be addressed because it just sits there because the grass isn't really grass. it's pokey and not we]
cared for. so the kids have a hard time playing on it. please consider upgrading our park to give ev

• Complete bridge over coon creek to connect 143rd Ave nw to 142nd Ave nw to connect catchers creek
east neighborhood to trail system. There are already paved paths here that go down to coon creek
• Proposing a trail along Coon creek and bridge across Coon Creek in Catcher's Creek East - In Catchers
Creek we are boxed in and need safe access to greater Andover. Andover Blvd unsafe to walk or bike.
Unless their parents drive them the kids can't safely leave the neighborhood. We all have paid plenty of
money towards parks and trails and have seen no progress in our neighborhood. I feel the City of
Andover has neglected our needs. I know I am not alone when I say we need the trail and bridge n w!

providing feedback on a park really want to voice the need for a bridge to cross Coon Creek to the
neighborhood to the south. This would allow access to other trails and neighborhoods without having to
go onto Andover Blvd walking or biking or with kids when there is no shoulder and no trail there. It is
very dangerous and does not allow access out of Catchers Creek East neighborhood for families. hank

For the neighborhood off University and Andover Blvd (Catcher Creek East) we would love a trai or to
be connected to all that Andover has to off. Otherwise we need to walk on the shoulder of Andover Blvd
to connect in with any parks.
Catchers creek east neighborhood. We would like a park added or a way to get to a park playground.
There are no sidewalks on andover blvd or prairie to allow families to get to a playground. We ha e a
few small open lots left in our neighborhood and would love for one of those to be a park with a b 'dge
over the creek so it can be accessed by the neighborhood behind us. The new lennar development jvis
added a playground. We have many kinds in our neighborhood and they should have equal opportunity
to enjoy a playground in andover.
• Catchers Creek East needs a park or trail. We have some awesome empty lots that would be awesome
for our own park. Since all of us spent thousands of dollars for parks while building our homes w
should have access to one. Two lots on 143rd Ave NW (which is technically Shadowbrook North)
would be awesome for a park. It's right on the creek and has plenty of room for a playground, bas etball
hoops and even a gazebo with grills. This would be the perfect addition to the one thing missing from
this perfect neighborhood. Please bring us a safe place for all the kids in this neighborhood!
• The Catchers Creek East neighborhood is in desperate need for park and/or trail access. The community
here has paid several hundreds of thousands of dollars for park and trail improvement fees to the c ty in
the building process. We should be provided access to these amenities without having to walk on e

• The catchers creek east neighborhood has contributed hundreds of thousands of dollars towards parks
and access to parks, of which we have neither. There are empty lots of lands perfect for a park, an
incomplete paths that would give us access to nearby parks. We are off of Andover Blvd which is has no
shoulder and is dangerous to walk on. I suggest looking into a way for this neighborhood to gain a cess
to a park or build one in the neighborhood.
• Need park or trail access in the Catchers Creek East neighborhood. We paid in a lot in park & trai fees
and have zero access to parks or trails.
• Shadowbrook East - Add a walkway from the parking lot to the playground. Turn the land on
Cottonwood St and 139th into a park! Please plow the basketball court at Shadowbrook. We
it on warm days all winter. Install a sidewalk from the parking lot to the playground
Purple Park City Hall Complex — There is a master plan for the City Hall Complex after Public Works
building moves next to the new Vehicle Maintenance Facility.

pretty good too. I would love to see more basketball courts for youth. A good-sized park with fun
elements like the parks mentioned above, with sports areas (basketball court) would be ideal. Peol
from Andover go to other cities to play at the park. There are lots of small and hardly used playgrc

Purple Park/City Hall Complex - Continue Veterans Memorial Blvd without round -about. Make it
suitable for classic car show and add soapbox racing course on VMB extension into purple park! That
would open up crosstown and get us out of the heat. Classic Cars could be put on the grass at adjacent
ballpark also. Love this opportunity for input of how money could be spent to make AFFF festival more
enjoyable!
Terrace -
Terrace - Very ugly stubby bushy tree (never trimmed) needs to be cut down. It is right where
Street meets 134th Ave.
• Terrace - Drainage ditch is no longer mowed and we were told there would be pretty yellow flow
eventually growing wild. This does not happen. Would love to see some wildflowers planted into
area as it is very close to peoples homes.
• Terrace - I sr choice: Convert the volleyball court to a pickleball court.

Shady Knoll - It would be great to see this park redone. There are so many kids in the area. May a bit
larger with more play options, a shelter, path from the street ect. I think it would be great for the kids in

Shady Knoll - Put in ada handicap swing with a rubber safety surface for the handicap. Add some 3.11
play items for the handicapped children to play with instead of them just sitting outside of playgro nd.
Lund's North
• Lunds - When we first moved here we were so excited to see a "park" sign with a teeter totter. As we
rounded the corner we were disappointed to see a solo ball field and no playground. Lunds North youl
use a makeover or some additions! We are gaining more and more children in this neighborhood as
years go on. It would be nice to see this turn into a playground or picnic shelter area instead as I'v
never seen the ball field used. I know many families and children on both sides of this park and
throughout this whole neighborhood that would benefit from some changes at this location. Outdo r
adventure exercise type equipment. Four square area, Gaga ball area. Anything for somewhere for our
neighborhood kids to play at. Thank you

• ASN - It would be nice to have monkey bars, pinic shelter, volley court, and a seesaw or a merry-go-

• There is a really cool swing that's like a teeter totter swing at other parks in the south & west metros.
Andover parks aren't nearly as fun as other city parks. We need a splash pad. City hall or station rt

Crooked Lake Boat Landing
I think the existing shelters should be utilized rather than spending money and adding more to the ity. I
have never seen the shelter at the Crooked Lake boat landing being used. I live on the lake and its
impossible to access when you have the parking lot full of boat trailers. Would like to see more trails dirt
or paved added through out the city.
Crooked Lake Boat Landing - We have no splash pads in Andover at the parks. We always have t
travel out of the city to play at one in the summer. To have one at any oark in Andover (maybe a bigger
one) would be awesome. There are a lot of young families with young kids, and I feel like I have t
drive & travel quite a bit to take my kids to a fun park. We don't even really have any cool walking trails
in Andover. All the bike paths are next to busy roads. Only nice one is Bunker Hills & you have to pay
to park. Just more nature walking trails, or a walking trail around a large pond or lake. And a spla pad.
Maple Grove, Coon Rapids, Champlin, & Brooklyn Park have all these nice things. This commun ty is
growing fast with young families. And people want to live somewhere with fun stuff for their you ig
kids to play on or cool stuff for them to do.
Oak Bluff
• Oak Bluff - night security light
Oak Bluff - It looks so lonely. Kids aren't really there to play. We live just down the block but eve I
rather bring him elsewhere. Can some things be added to make it look more fun? So much space but just
a tiny little park. It can have so much potential considering that it's right in a neighborhood. Would love
to have new swings. Add the ones where parent and toddlers can swing together. Please! This place can
have so much potential. It's sad to see all the space not being utilized.

• Hills of Bunker Lake West - Handicap accessibility. Splash pad (at any park around here would b,
fantastic). I know others in my neighborhood and I really wish there was a splash pad somewhere
Andover. I think a couple other moms have actually inquired with the city before and been told A]
doesn't have any because we're an outer suburb... being an outer suburb doesn't seem to be related
having a splash pad (?) shouldn't it be related to whether there is enough demand for a splash pad`
Anyways, it would be fantastic if Andover had one. Doesn't have to be fancy. Thanks!
• Hidden Creek N - Some sort of shade covering or structure with additional seating
• Oakview - The park is quite small for the growth we have seen in the area. Would be nice to gets me
upgraded equipment and a little larger footprint for the park. The mulch floor also needs to be bettor
maintained or upgraded to something a bit better.
• Woodland Meadows - Need Toddler/younger children play items. Sensory play like large xylophone or
spinning tic tac toe for smaller children.
• North Wood East - Have something for kids older than 5. During the summer kids 8-12 will ride their
bikes there and sit on the playground and I think they feel weird or unwelcome when me and my toddler
shows up. My 6 year old is growing out of the park so we typically go to Lions park in Coon rapids
• Timber Trails - Picnic table/shelter
• Creekridge - Kayak launch with a few parking spots! It would be a nice city amenity to be able to paddle
between some parks along the creek like Coon Creek Park, the High School, Creek ridge, and then down
to Lon's Park in Coon Rapids where they recently put in access stairs
• Pine Hills N and S - I would love to see sidewalks around pine hills north and south specifically
tulip and 161 st so children from the neighborhood can get there safely
• Shadowbrook West - Remove buckthorn, control poison Ivy, add dog waste station and tree ID sins.

• Maple View Park - More equipment. It's very basic and boring. We need a park that is huge and fim for
all ages further north in Andover. We have to travel to other places to find something unique and f Un.

• Rose - Get rid of the wood chips!!! The springy toys are outdated as well. Handicap accessible
would be great as well!
• Hidden Creek North - Add different equipment as it seems a lot of equipment is vandalized with
inappropriate pictures and words. Also there is constantly trash all over the park. The sandbox is really
gross so maybe remove that and put something else there.
• Woodland Estates - There are a lot of kids in this subdivision and this park is really only for kids under
7. We have to leave our neighborhood for recreation for our kids. I'm general, Andover parks are
lacking. I work for another metro city so I see the value parks bring to a community, if the Counci
is
willing to invest in them. Not everyone is mad about paying taxes. Parks are an investment in our
ity
and help boost property values.
• Hawkridge Park - There have been racing cars, fireworks, a fire, and other delinquent behavior in
he
park, mainly when the snow is gone from the parking lot. I have lived next to the park for 37 year.
My
home abuts the parking lot and the last 2-3 years have been the worst. I used to call the sheriff yeas
ago
but they had more important things to attend to and the offenders would be gone by the time the
deputy's showed up. Please install more lighting, cameras, a lockable entrance gate so people can'
enter
after park hours, or whatever the city can do to stop the delinquency. I would be happy to provide
more
input or try to help in any way.
• Woodland Estates - Rockwell, smaller swing set, ride on bouncy toys, taller hanging bars....park has
not
been upgraded ever. Sign to not deposit pet waste in the trash can. Improved bench/seating area.

• Creek View Crossing — Add pickleball court. Andover is known for a great Pickleball community
yet
there is no where to play outside. Please add pickleball courts!!!!!
• Oakview - Kids in the neighborhood are getting bigger but still want to play at the park, so expanding

• Strootman - Updated or additional climbing and play equipment. We like nature play areas with lots

logs and large rocks to climb on, etc.
• Pine Hills - Trails and bike paths that connect to neighborhoods nearby, such as 169th Lane along
Tulip,
and continued so they can connect to other sidewalks or trails throughout the city. This entire sect

the city is continuously left on the wayside and gets none of these things.

etc. Many other cities offer adult rec leagues. It disappointing Andover doesn't. 7

COMMUNITY CENTER 4TK QUARTER REPORT
City Administrator Dickinson presented the Anoka Community Center (ACC) 4th Quarter
Report for budget year 2022 reflecting activity through December 2022, comparative data
with December 2021, and the entire year of 2021. He noted to the Commission that pre -
audit, he wouldn't expect any major changes in the numbers shown in the budget. The full
audit will take place in March or April, then official numbers should be ready by May. Mr.
Dickinson shared the 2022 revenues are ahead from 2021, the primary reason being a large
donation that was received in 2022. He reviewed reasons for cost differences from 2021 to
2022 which included staff salaries, roof repairs, an upgraded security system, and ice
system updating. He went over some programs and activities that take place at the
Community Center including Andover Basketball, MN Premier Volleyball tournaments,
resident passes, track users, and Tot -Time. Looking ahead to scheduling for 2023-2024,
they want to make sure prime hours are rented out - focusing on getting new users during
off times, and keeping the building as full as possible. They need to keep a balance of busy
and down times so they can keep up with maintenance updates as needed, so the facility
stays up-to-date.
Mr. Dickinson asked Parks & Streets Operations Manager Baumunk if he had rolled the
turf out yet. Mr. Baumunk stated they are trying to and hope to soon but are working around
the weather.
Mr. Dickinson went over the list of the Community Center's biggest clients who rent out
space. He shared that a majority of meeting rooms are rented out during the evening, mostly
by non-profit groups. Many groups who used to meet in the Council Chambers have
transferred to meeting at the Community Center.
Commissioner Strombeck asked about the large donation given to the Community Center
in 2022, inquiring who it was from and how much they gave. Mr. Dickinson shared it was
from the Hockey Association for about $38,000.
Commissioner Strombeck asked if Mr. Dickinson had a tool showing turf rental and how
much revenue is generated by it, wondering if ice makes more than turf. Mr. Dickinson
stated it does. Commissioner Strombeck asked if the City has enough users for both ice
and turf, which would win? Mr. Dickinson said he is under direction from City Council,
who made a commitment to make turf work. Spring 2023 will be the first season of trying
to make turf work. City staff will monitor the turf usage closely and report back to City
Council on a monthly basis. Staff will also provide statistics to the Parks and Rec
Commission after the first quarter. The City knows it can make more money by selling ice,
but if they start looking at not doing turf he feels that people will want a separate turf
facility somewhere. The Anoka Ramsey Athletic Association is working with Twin Cities
Orthopedics to make a turf, which could meet the need for the City. Mr. Dickinson expects

the months of March and April to be busy on the Community Center's turf for rentals, but
he believes people will go outside once they are able to.
Commissioner Strombeck asked about new pickleball courts that went in nearby, and asked
if it has affected the indoor pickleball court usage at the Community Center. Mr. Dickinson
said it has not, the pickleball courts have remained busy.
Chair Widmyer asked if the City charges for meeting room use. Mr. Dickinson shared that
for -profit organizations are charged, and if groups either for -profit or non-profit want to
bring food, there is a clean-up fee.
Commissioner Stenzel asked if there is a policy for when the facility is closed during
inclement weather, similar to when schools or other facilities close. Mr. Dickinson shared
they decide day-by-day. They check in with organizations to see if people who are renting
still want the space. If they do, the Community Center stays open for them when possible.
One snowy day recently they opened later than usual so they had time to clear the parking
lot and Public Works had time to clear the streets. They make the call on the day and don't
have an official policy for inclement weather. They use social media to let people know if
it will be closed or open later. He shared they don't always follow suit with what the local
YMCA does, but do what they think is best.

OUTSTANDING ITEMS
Mr. Baumunk received notice that Reuben Ustimchuck stepped off the Parks and Rec
Commission Board today due to unexpected conflicts with another board he was appointed
to. Mr. Baumunk thanked Reuben for his time on the Board, and shared that Admin will
reach out to his alternate.
1. On -going Projects: Mr. Baumunk reviewed the remaining on -going items. He
recently met with the City's playground vendor. The three playgrounds the City is
working on for 2023 are finalized and ordered. Materials should arrive about the
time they plan on doing installs. There will be a lot of design work especially with
Hills of Bunker Lake West playground to make it ADA accessible by adding some
transfer platforms. They are fitting it into a tight budget with large price increases.
The playground vendor also offers park shelters and facilities, similar to modular
homes where you can design it and then have it put together in pieces on site like a
Lego set. He said it could save a lot of money for the Commission.
2. Updates from Previous Meetings — Park Survey Options: Park surveys are out
in the City Newsletter. He has only received a few and hopes to see more come in.
The surveys provide great input for the Parks Commission and City staff. He
encouraged everyone to provide their input.

3. Other Items of Interest — Update of Pedestrian Trails: Mr. Baumunk stated there
is nothing new. The Kelsey Round Lake boardwalk replacement is still in the
works.
4. Outdoor Ice Rinks: The rinks have been shut down for the season. It wasn't a great
winter for making ice, but Staff kept them open until February 21. Staff tracked the
usage of the City's free skate rinks, and noted that one was averaging use only 2
times a month. They will discuss that particular next year to decide whether or not
it is worth keeping open.
5. Trail Plowing: During last week's big snow storm, they decided not to try to open
the trails. Staff was busy plowing for multiple days and there were high winds. All
trails have been opened since the storm and widened out. Staff has been actively
working on clearing them again.
6. Field Use: Mr. Baumunk shared that field -use schedules and applications will be
coming in next week. Tournament applications are in for the season he will put
those together for the Commission's next meeting. There will be no meeting on
March 16th, since it is Spring Break week, so he'll have it ready by the first week
of April.
7. Winter Clean -Up: With extra time, Staff has been cleaning up from winter. They
are taking the warming house down from Hawk Ridge tomorrow morning, and nets
from the City's ice rinks are being refurbished and made ready for next season.
They have also been dealing with lots of snow.

Commissioner Strombeck shared a big Thank You and Congratulations to the Girls'
Hockey Team which placed second. She stated they did a great job, that she is very proud

REVIEW OF CITY OF ANDOVER COMPREHENSIVE PLAN
Associate Planner Griffiths explained that at the February 16, 2023 meeting, the
Commission asked Staff to provide an overview of the Comprehensive Plan. He shared a
map showing where the City plans to extend City water and sewer services, focusing on
land they believe will someday be developed. Much of the currently undeveloped land in
Andover are floodplains or wetlands so there is a limited amount of land that is able to be
developed. The City's Park Study focuses on maintenance, making improvements, and
building out current park systems. There are no plans for acquisition of future park land
other than one small area indicated by the dashed red line on the map. There are 1,300 acres
in the middle of the City, much of which is floodplain. For now, the plans for that area are
to -be -determined.
Commissioner Strombeck asked approximately how many farmers there are in the rural
reserve. Mr. Griffiths shared there are four primary families. Commissioner Strombeck
asked if it's mostly sod fields near 161 st Avenue and Veterans Memorial Boulevard. Mr.
Griffiths said the fields have been used for produce over the years but it's mostly sod. Mr.
Dickinson added there are 4 primary families and a few other scattered families as well.
Commissioner Strombeck asked about a specific neighborhood park off of the University
Avenue area, wondering if it is still in the Comprehensive Plan. Mr. Griffiths replied saying
it is in the Parks Study.
Commissioner Strombeck asked when they accept cash in lieu of 'land, she noticed land in
lieu of cash isn't an option. She asked what the problem is with taking a chunk of land, like

from Peterson's farm, and keeping it. Mr. Griffiths shared when you go through the
Comprehensive Plan, there is a park dedication fee which is collected to make
improvements and build out the park system as it exists. When additional land is required,
maintenance costs to that park area increase. By deviating from that plan you could end up
in a situation like the City currently has where you have many little parks, or tot lots, that
aren't connected to anything, which increases maintenance costs. He shared the Park
Commission has an option through State statutes to recommend park dedications, but at
this point with the land that is left in the City, taking parkland will make any of the proposed
projects not feasible since there isn't enough land for a park. He stated it might be different
for a Peterson Farm -style property. With 4 acres you might get 6 or 7 lots, and the most
you could do is a Tot Lot which doesn't make sense financially. These are the reasons why
the Comprehensive Plan is recommending looking at neighborhood parks, making them an
amenity for residents in the area.
DISCUSS 2024-2028 CIP PARK CAPITAL IMPROVEMENTS
Parks & Streets Operations Manager Baumunk explained that this item is in regard to
discussing what the Parks and Recreation Commission wants to do with the large budget
they have to work with. A good portion has been scheduled over the next five years but
there are still more funds to decide what to do with. He shared details of the current plans
that are in place. Some park projects are flexible and can be pushed back depending on
neighborhood needs. Mr. Baumunk is seeking direction and an overall vision from the
Commission on how to finish certain projects, like Prairie Knoll Park and Pine Hills North
Park.
Commissioner Stenzel asked what is in the Sunshine Park building right now, upstairs. Mr.
Baumunk stated just the announcer's booth and some storage. Commissioner Stenzel asked
who stores up there. Mr. Baumunk shared the softball team uses the space. Andover Station
North also has a small office upstairs, an announcer's booth and storage, which is used
solely by the baseball team.
Commissioner Stenzel stated he feels like the City spends a lot of money building nice
facilities that are mostly used for storage, when they could rent a storage unit nearby for
much less money. He does not know if they should continue this process of building
buildings that need to be maintained just to be used for storage. Mr. Baumunk shared that
in both buildings mentioned, the downstairs is heavily used for concessions and bathrooms.
He would like to see more accessible, non -portable bathrooms for park users in those
buildings.
Commissioner Stenzel shared even if a building has bathrooms, they are rarely open. He
stated he could go to any nearby park, like Andover Station or Prairie Knoll, and on most
days the bathrooms are locked. Even on days when there is practice they are closed. They
are mostly open only when there are games happening on the fields, so they don't seem to
be built for the average park user.

Commissioner Stenzel asked who cleans the bathrooms. Mr. Baumunk shared he would
hire a company to clean them. Right now the Associations clean them, since they are only
open for Associations during games.
Commissioner Stenzel clarified he is not advocating for the bathrooms to be open all the
time, he is advocating for not building more unnecessary buildings. Mr. Baumunk shared
this is why he is seeking direction. He wants the Commission to consider if they want
public -accessible buildings open during park hours, or just put portable toilets at parks with
a shelter that is big enough to fit a couple picnic tables.
Commissioner Stenzel shared there doesn't seem to be enough visitor count at any parks
to justify having a restroom open during park hours. He would rather have nicer fields than
flushable toilets.
Commissioner Stenzel asked what the reason is for having flushable toilets, inquiring if it
is to attract tournaments. It was stated people have said it would be nice to have flush
toilets, but the current portable toilets have been working just fine and are emptied
frequently. Commissioner Newton shared even though she would prefer using a flushable
toilet versus a portable one, she wonders if other cities have run into issues with leaving
bathrooms open. Mr. Baumunk shared the doors would be on automatic locks and would
lock when the park closes at 10:00p.m. Other cities have bathrooms that are open during
park hours. He mentioned Kelsey Round Lake Park could be a good spot for a nicer
building with bathrooms, a couple outlets, etc. for when people host birthday parties or
other similar events. He mentioned there may always be some sort of trouble involved with
keeping bathrooms open.
Commissioner Strombeck suggested that the Parks and Rec Commission walk into the
current buildings to see how they are used so they have a better idea of what they are trying
to do. Mr. Baumunk shared that a walk-through would be fine, and added that a workshop
meeting could be hosted there. Commissioner Strombeck listed the three locations of the
current buildings and it was discussed to do a tour of all three locations. Mr. Baumunk also
suggested a night where the Commission could do a tour of the big parks where they are
discussing spending the largest amounts of Park Dedication funds. There was a general
agreement among the Commission.
Commissioner Stenzel asked Mr. Baumunk asked if there are things in any one of the
proposed park areas where there are certain things that are needed from a maintenance or
security standpoint. He asked what the priorities are based on what Mr. Baumunk and his
Staff have noticed at each location. Mr. Baumunk shared that smaller ticket items, like
security lights and finishing irrigation pieces, need to get directed from Staff. He stated that
for larger items like whether or not Prairie Knoll Park is a destination park enough to justify
a shelter with open bathrooms, he is seeking opinions from the Commission. To him, Pine
Hills Park is a large park with a large area to finish outside of Athletic Association driven
projects. He envisions different style playgrounds, a disc golf course, etc. Kelsey Round

Lake Park is a park in the middle of town that would be good to focus on. The City has a
master plan, the board just needs to decide what they want to do, and make it happen.
Commissioner Widmeyer shared he agrees with Mr. Baumunk, he has been on the board
for six years and every year they are trying to finish a park.
Mr. Griffiths said he would be in favor of Pine Hills and building a shelter there.
Commissioner Stenzel added if you are going to do a shelter, do a nice big one that holds
100 people, a rentable, reservable space.
Commissioner Lackie stated it would be nice for any proposed shelter to be multi -purpose
and not just usable by the Athletic Association. A shelter that would be usable for
graduation parties, birthday parties, etc. Mr. Dickinson added if they started charging
residents for multi -purpose rooms they could use the funds to build a shelter.
Commissioner Lackie shared she has attended bridal showers and other similar parties at
shelters in other cities and knows they charge a small fee.
Mr. Baumunk told the Commission to think about the big park project stuff; and he will
come back at the next meeting with the small projects that need to be done. Mr. Dickinson
said they should try to hit every zone if they can. Commissioner Lackie shared they've
seen in surveys that people are interested in having creative, different types of playgrounds
like an obstacle course or zip line. Mr. Baumunk shared there are other types of
playgrounds built for older kids. Mr. Griffiths shared that Coon Creek Water District added
a water feature to one of their parks so residents have kayak access. One resident has
approached City staff asking for more kayak accessibility, although there are a couple other
kayak and canoe accesses in the City.
Mr. Dickinson asked if the City would entertain putting in something that would generate
revenue, like a brewery. It wouldn't have to be at a park, could be on any open City parcel.
He mentioned other cities who have done this, including Chaska, Minnetonka, and
Ramsey. His point was that if you are planning to build a building with bathrooms and
storage space, why not make it a restaurant/brewery that will create revenue to pay for the
building. Commissioner Lackie shared the idea of a pickleball court plus a brewery. Mr.
Griffiths shared there are two private groups looking at similar projects on commercial
industrial land in the City. Mr. Griffiths shared it will take more than what is under the
purview of the Commission to make a project like that happen. Mr. Dickinson inspired the
team to think outside the box, as this could be an opportunity for the City, using the funds
it currently has available, to add an amenity as a partner that uses the facility but adds
revenue. They City could create an enterprise fund that can be used for park -related things.
Many other ideas were discussed such as a trap or skeet shooting range, and a paintball
course.
DISCUSS 2024-2028 CIP TRAIL CAPITAL IMPROVEMENTS

Mr. Baumunk explained that this item is in regard to the four trail segments that have been
identified as part of the 2024-2028 Capital Improvement Plan. Due to a railroad track and
some utility projects going on, trail segment 1 needs to be pushed back until 2024, which
pushes other segments and trail projects back another year. The 2023 project needs to be
pushed back to 2024.
Chair Widmeyer asked at what point the City should skip the project if it does not seem
feasible due to the challenges. Mr. Baumunk shared that in order to do the engineering on
the trail, it needs to move back due to the timeframe of doing the back work/engineering
work. He stated this is the largest year engineering has ever had for both trail projects and
also approximately 19 miles of road projects. The Engineering team would have needed to
start last year in order to get the trail done this year. Trail segment 1 is planned for 2024,
so the Commission needs to look at segments 2, 3 and 4 in addition to other options of
where trails might be needed based on what they have seen or heard from residents. He
stated there is no rush on figuring this out, and he is open to feedback about where other
trail connections need to happen.
Commissioner Stenzel asked how often the Trail Master Plan is reviewed and updated. Mr.
Baumunk and Mr. Dickinson shared it's annually.
Commissioner Stenzel asked how it is reviewed and if it goes to Council. Mr. Dickinson
shared it goes through Council and the CIP process and the City reaffirms with Council
the trails. Right now the trail fund is negative so there is not a lot of push for that.
Commissioner Stenzel asked why the fund is so low and why more money isn't put into
the trails. He said looking around in Andover at the parks and the trails, most people are
on the trails. He asked why the City should spend money on buildings at parks when they
could invest money into finishing trails so kids can get to school and parks more safely. He
stated he has a hard time with the potential of investing $100,000 into a bathroom and a
storage building while being $100,000 short of the needed funds for finishing a trail.
Commissioner Strombeck agreed and added she thinks about how much money is wasted
by doing the trail projects in segments by needing to bring in equipment at separate times,
instead of completing the whole trail at once, but added if that's what the Council supports,
that's what it supports. Mr. Baumunk shared for a trail like this, you might wait 20 years
to finish the next segment.
Commissioner Strombeck asked if the City had heard back from anyone about easements.
Mr. Baumunk shared that the easement conversation is at a standstill. Commissioner
Strombeck asked if it would be helpful for Commissioners to talk to them or bring them
into a meeting. Mr. Baumunk shared that in a conversation he had with his director who
spoke with some people about the easements, they just aren't interested. Mr. Dickinson
asked if this is about the Crosstown Trail, and added the City is migrating how that is going
to be negotiated. It is moving toward administration. He stated that one of the biggest
fenders of trails is the Metropolitan council, adding that if you aren't a little city you aren't

eligible for grant funds. If Andover got Council money, it would be used for a trail in
partnership with Anoka County connected to parks that were funded by the Metropolitan
Council. The funding needs to be a County initiative, so Andover needs to continue to
foster a positive relationship with Anoka County.
DISCUSS 2024-2028 CIP PLAYGROUND REPLACEMENTS
Mr. Baumunk explained that this item is in regard to playground replacement within the
City. Finance does not support the money Mr. Baumunk requested. In the past, the City
has spent $50,000 per playground replacement. He requested more, but the budget can't
support it. They are now doing $55,000 per replacement but can only replace two
playgrounds over the next five years. The playgrounds on the list are based on age,
inspections, and Staff who maintain them. Mr. Baumunk wants to move back to replacing
the 3 playgrounds listed, but there is not enough money in the budget for it at this time. If
the Commission feels strongly about it, they will need to discuss with Council where this
ranks on importance.
Commissioner Stenzel asked what the shelf life is for playgrounds. Mr. Baumunk shared
it's 15 years based on manufacturer recommendation and warranty is 15 years, but the City
is currently doing 20 years but they are noticing things are breaking.
Commissioner Stenzel asked what the City does if there are broken parts. Mr. Baumunk
shared they replace pieces that are broken. They are trying to get to a point of replacing
things before they break.
Commissioner Stenzel asked if there is a liability that goes with using the playgrounds
beyond 15 years, adding he was not sure what recreational immunity allows for. Mr.
Baumunk shared that if you are doing inspections as you should, you are covered, but he
wants to prevent situations before they happen to keep children safe.
Commissioner Stenzel asked why park dedication money can't be used toward new
playgrounds. Mr. Baumunk shared it's because they are replacing an existing structure. He
shared about Bunker Hills Regional Park as an example. The City is using some
improvement money at that location because they are adding outside the bounds of what is
currently there. He also shared that at Hawk Ridge, a new shelter that was put up replaced
a smaller shelter. The smaller footprint was paid for with maintenance money. Anything
outside of that was paid for with park dedication money.
Commissioner Stenzel mentioned the City might need to remove some playgrounds in the
future if it can't keep up with replacing them every 15 years, or put in less expensive
playgrounds that are more simple.
Commissioner Lackie asked if the tiny tot playgrounds are less expensive. Mr. Baumunk
shared they are, but not considerably. You don't get very much for under $10,000-$15,000.
A swing set is around $8,000.

Chair Widmeyer asked if playground replacements will need to be smaller if the Council
doesn't increase the budget. Mr. Baumunk shared options will be restricted to what you
can put back in the playground. The current budget of $55,000 will get them the bare
minimum playground. If three playgrounds need to be replaced, some features will go away
and not get replaced.
Commissioner Stenzel asked if the City is wasting their time, if they aren't able to fully
replicate a playground. Commissioner Strombeck added that Council voted on another
main park in a development. Many phases and locations of desired parks were discussed.

Motion by Commissioner Strombeck, seconded by Commissioner Stenzel, to adjourn the
workshop meeting at 7:30 p.m. Motion carried unanimously.
