PLANNING AND ZONING COMMISSION REGULAR MEETING OCTOBER 11, 2022 The Regular Bi-Monthly Meeting of the Andover Planning and Zoning Commission was called to order by Chairperson Karen Godfrey on October 11, 2022, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Mary VanderLaan, Bert Koehler IV, Nick Loehlein, Jonathan Shafto, and Wes Volkenant Commissioners absent: Scott Hudson Also present: Associate Planner Jake Griffiths aOthers PLEDGE OFALLEGIANCE APPROVAL OF MINUTES September 27, 2022 Regular Meeting Motion: Chairperson Godfrey assumed a motion to approve the September 27, 2022 Regular Meeting minutes as presented. Motion carries by unanimous consent. PUBLIC HEARING. CITY CODE AMENDMENT — CITY CODE 12-14-17; RESIDENTIAL BUILDING STANDARDS AND CITY CODE 12-2-2; DEFINITIONS — CITY OFANDOVER (APPLICANT) The Planning & Zoning Commission is requested to hold a public hearing and make a recommendation to the City Council regarding allowing metal roofing materials on residential structures. Associate Planner Griffiths stated a resident requested to use standing seam metal roofing and City Council directed staff to draft an amendment to City Code. Mr. Griffiths stated the amendment will be in two parts: definitions and text u Regular Andover Planning and Zoning Commission Meeting Minutes — October 11, 2022 Page 2 © amendment. Mr. Griffiths stated metal roof panels and metal shingles will be allowed. Corrugated, plain, galvanized, and unpainted roofing materials are prohibited. Commissioner Shafto asked if there should be discussion on what types of metals are allowed. Mr. Griffiths stated Anoka doesn't allow most types of metal, but they do allow copper. He explained City staff decided the building code had enough support that any metal roofing material will meet minimum building code requirements. Commissioner Koehler asked for clarification regarding the phrase "resembling shingles or tiles". Mr. Griffiths stated current code states roofs "shall be covered with shingles or tiles". Commissioner Koehler stated there are sheet metal roofing materials that have stamped shingles on them and they would not be allowed in current code. Mr. Griffiths stated the City has allowed stamped sheet metal roofing because it resembles shingles. Commissioner Volkenant stated metal roofs come in a variety of colors. He asked if there were restrictions on colors in other cities' code. Mr. Griffiths explained other cities either have a blanket ban or blanket allow. He noted that building officials will review roofing projects and can guide the home owner away from unsightly colors. © Commissioner Koehler asked about someone wanting to paint their house and if the City has architectural review over color. Mr. Griffiths stated the City does not have architectural control on the color of houses however, the City does review accessory structures and has control over the type of siding/roof. Motion: Chairperson Godfrey assumed a motion to open the Public Hearing at 7:15 p.m. The motion carried by unanimous consent. No one came before the Commission. Motion: Chairperson Godfrey assumed a motion to close the Public Hearing at 7:16 p.m. The motion carried by unanimous consent. Commissioner Koehler asked if architectural review can control more than just the color of the roof. Mr. Griffiths stated the Building Official could use architectural review to guide roofing choices. Commissioner Volkenant stated he knew nothing of metal roofing prior to receiving the meeting packet. Commissioner Volkenant stated the City has some safeguards in place to control aesthetics. Motion: by Koehler, seconded by VanderLaan, to recommend approval of an amendment to City Code 12-2-2 and 12-14-17, permitting metal roofing. Motion carries 6 ayes, 1 absent (Hudson). OTHER BUSINESS Associate Planner Griffiths updated the Commission on actions of the Council regarding planning items. He stated the October 25, 2022 meeting is cancelled. ADJOURNMENT Motion: Chairperson Godfrey assumed a motion to adjourn the meeting at 7:23 p.m. Motion carried by unanimous consent.
