Administrator's Report —Administration Mayor/Council Input Adjournment H ANLb 6 W 0 i4k REGULAR ANDOVER CITY COUNCIL MEETING —MAY 17, 2022 MINUTES The Regular Bi-Monthly Meeting of the Andover City Council was called to order by Mayor Sheri Bukkila, May 17, 2022, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmembers present: Valerie Holthus, Jamie Barthel, and Randy Nelson Councilmembers absent: Ted Butler Also present: City Administrator, Jim Dickinson Community Development Director, Joe Janish City Attorney, Scott Baumgartner Others PLEDGE OFALLEG]ANCE ARBOR MONTHPROCLAMATION Mayor Bukkila read a proclamation declaring May Arbor Month. RESIDENT FORUM No one appeared before the Council. AGENDA APPROVAL Motion by Nelson, Seconded by Barthel, to approve the Agenda as presented. Motion carries 4 ayes, 1 absent (Butler). ANOKA COUNTYSHERIFF'S OFFICE MONTHLYREPORT Commander Lenzmeier provided a monthly report for April 2022, reporting 957 calls for service with 3 burglaries and 28 thefts. Commander Lenzmeier noted that 11 of the thefts came from Walmart and the remaining from other businesses. He stated half of the theft calls, year to date, are from Walmart. He explained the Loss Prevention Department at Walmart works well with the Anoka County Sheriff's Office. Commander Lenzmeier stated Anoka County Investigators will look into the reason why there is an increase in theft from Walmart. City Attorney Baumgartner asked if the Sheriff's Department is booking individuals stealing from Walmart. Commander Lenzmeier stated they are. City Attorney Baumgartner stated he had requested that deputies book the individuals at the Anoka County jail and release them there, © hoping to deter future thefts from Walmart. Councilmember Holthus asked if the remaining thefts are from businesses or homes and what type O Regular Andover City Council Meeting Minutes May 17, 2022 Page 3 of items are being stolen. Commander Lenzmeier stated the most common are thefts from vehicles, scams, gas, and other local businesses. Mayor Bukkila asked for feedback on the workload from the Investigators. Commander Lenzmeier stated he will gather feedback and update Council. Commander Lenzmeier reported 11 damage to property reports, 8 felony arrests, 2 gross misdemeanor arrests, 13 misdemeanor arrests, 3 DWIs and 51 traffic arrests. Commander Lenzmeier stated they are getting complaints about speeding in neighborhoods. The Sheriffs Department has placed radar boxes in some neighborhoods and will be increasing traffic enforcement. Mayor Bukkila stated she is getting complaints regarding loud exhaust and would like to see proactive enforcement. Commander Lenzmeier stated they received brake pads for 3 of the Durango's and they are back in service. PRESENTATION. 2021 CITYA UDIT — REDPATH & CO. CPA'S/RECEIVE REPORT © The City Council is requested to hear a presentation regarding the 2021 City Audit. City Administrator Dickinson introduced Andy Hering, CPA, with Redpath and Company. Mr. Hering recognized the City received a Certificate in Financial Excellence and Financial Reporting for 2020. Mr. Hering explained the reports the City receives from Redpath and Company. He stated there were no findings related to internal controls or legal compliance. Mr. Hering reviewed the Audit Report with the Council. He stated the City received a clean audit opinion, no internal control findings, and no legal compliance findings. Mayor Bukkila thanked Mr. Hering for reviewing the documents and giving residents the peace of mind that there are outside agencies looking out for taxpayers' best interests. She thanked staff for working diligently to meet the standards and receiving awards. Mr. Dickinson stated the Finance Department staff are second to none. He stated the Finance Department is comprised of 3 individuals, Lee Brezinka, Melissa Knutson and Brenda Fildes. Councilmember Holthus congratulated the Finance staff on the award. Motion by Holthus, Seconded by Nelson, to receive the presentation from Redpath and Company, Ltd. and the City of Andover Annual Comprehensive Financial Report as of December 31, 2021, © the corresponding Management Report, report on internal controls, independent auditor's report, report on legal compliance and a communication with those charged with governance. Motion carried 4 ayes, 1 absent (Butler). © Regular Andover City Council Meeting Minutes May 17, 2022 Page 4 ADMINISTRATOR'S REPORT Mr. Dickinson updated the Council on the administration and city department activities, legislative updates, updates on development/CIP projects, and meeting reminders/community events. (Administration) Mr. Dickinson stated the City held recycling day this past weekend and 864 cars went through. In conjunction with Arbor Month, the City handed out free tree seedlings. Mr. Dickinson stated the City collected 782 tons of recycling material in 2021. The City is at 45 new home permits year to date. Mr. Dickinson updated the Council on meetings he is attending. He stated Youth First is hosting a Mayors Prayer Breakfast on Friday, May 20`h. The Veterans Memorial Dedication is Saturday, May 21" at 1:00 p.m. Code enforcement and complaints are increasing. The Fields of Winslow Cove is being graded. The mill and overlay and street reconstruction projects are going well. Andover Crossings development has begun. The water tower is generating questions and the water tower will not be green, but is being sandblasted and primed. Mr. Dickinson stated the turf will come out of the Community Center in late May and ice rentals start on June 13`h. The City Clerk is getting ready for elections by recruiting and training © judges. Councilmember Nelson asked when the debt service on the original Community Center ends. Mr. Dickinson stated the debt service levy will end in 2031 and the expansion will be done in 2039. Mayor Bukkila asked for a report on the cost of pulling and installing turf in comparison with the revenues to meet that. Mr. Dickinson stated he will provide Council with the information. Councilmember Nelson asked if the City could do anything about the dangerous curve on 7" Avenue at 1651h Avenue. Mr. Dickinson stated the County is looking at a grant for a potential roundabout and will ask the City for a letter of support. The Council expressed support to providing a letter of support. MAYOR/COUNCIL INPUT (Andover Crossings and Surrounding Neighborhood) Mayor Bukkila met with residents on the west side of the City regarding the 7`h Avenue and Bunker Lake Boulevard development. She stated residents were surprised and upset about the development. She stated City staff helped locate documents that indicated the area was zoned for neighborhood business and multi -family density © in 1982.
