PARKAND RECREATION WORKSHOP MEETING — OCTOBER 20, 2022
MINUTES
The Workshop Meeting of the Andover Park and Recreation Commission was called to order
by Chairperson Lindahl on October 20, 2022 at 6:00 p.m., at the Andover City Hall, 1685
Crosstown Boulevard NW, Andover, Minnesota.
Commissioners Present: Chairperson Jim Lindahl, Commissioners Kristin Lackie, Tracy
Strombeck, Reuben Ustimchuk, and Jake Widmyer
Commissioners Absent: Sophia Newton and Shane Stenzel

DISCUSS PARK RELATED FEES
Mr. Griffiths discussed current park related fees on our fee schedule and discussed suggested
changes by staff to the fee schedule. Rental fees are being discussed to be removed as it is no
longer applicable. The commission supported this.
Mr. Griffiths went through all the Park related fee schedules and applications with the Park &
Recreation Commission that staff have been working on updating. The discussion was to add
the damage deposits as listed on the applications to our fee schedule. The commission also
recommended making the refundable damage deposit the same regardless of a profit or non-
profit organization.
Adjustments are going to be made for fees such as cost of use of lights. Staff is working with
Connexus to determine an average cost er hour for lighting.
Staff updated the Park & Recreation Commission on the updated plan for checking out keys to
facilities.
A short discussion was held about user fees for the associations of the park athletic facilities.
Mr. Lindahl gave a brief history of why Andover has not charged user fees in the past. The

suggestion was to have discussion with City Council at a joint meeting to see if there is any
interest in pursuing the topic.
All changes to applications, field use fees, and field use guidelines will be brought to the Park
& Recreation Commission at a future date once staff has finished discussion on the items.
Filed use applications and the difficulties staff has with getting applications submitted on time.
It is the recommendation of staff and the commission to release the field use schedules
regardless of all associations have their applications submitted.

DISCUSS MEETING FREQUENCY
Mr. Baumunk explained that meetings are scheduled when there are time sensitive items. He
asked the Commission if they would like to meet more often. Commissioner Strombeck stated
her concern was having a large balance in the Park Dedication Fund that is unallocated. She
asked if there were projects the Commission was unaware of. Mr. Baumunk stated most of the
projects are identified in the current list of park improvements from the Park Dedication Study.
Commissioner Strombeck requested to allocate funds from Park Dedication beyond the five-
year budget plan. Mr. Baumunk stated the Commission can plan projects beyond the 5-year
plan.
Chairperson Lindahl was interested in paying off the Community Center commitment from the
Park Dedication Fund. Mr. Baumunk explained the City did look into it this past year and there
wasn't a benefit to pay it off early. Commissioner Strombeck asked if the City could invest the
funds from Park Dedication. Mr. Baumunk stated he will speak with finance. Commissioner
Stenzel stated Park Dedication Funds can only be used for park projects and cannot be taken by
other City departments.

The Commission agreed to meet when there is business to discuss, but at minimum, meet once
a quarter.
DISCUSS PROGRAMMING FOR 2023
The Commission is requested to discuss programming opportunities in 2023. Mr. Baumunk
explained the City does not have recreation staff in the Public Works Department. He would
like the Commission to identify programs they want to run early so the City has time to identify
staff and funding.
Commissioner Stenzel asked if the Community Center staff can run programs. Mr. Baumunk
stated the Community Center Director has his hands full operating the Community Center.
Commissioner Stenzel stated the Park Fund contributes to the Community Center and he feels
Community Center staff can program in the parks.
Commissioner Stenzel recommended contracting with outside agencies to provide programs
such as nature walks. He recommended the Conservation District as a possible contact.
Commissioner Strombeck would like to see an outdoor Christmas Tree at City Hall with a
firepit. She asked if they could have more than one movie.
Mr. Baumunk explained staffing difficulties during the winter due to snow plowing. He stated
he cannot commit Public Works staff to winter events due to all Public Works staff are needed
during a snow event.
Mr. Griffiths stated the programming budget is $10,000 and some cities spend tens of thousands
on lighting ceremonies. He stated the City will evaluate the cost and see if they can have one
in 2023.
Chairperson Lindahl would like to see the cedar trees removed from Fox Hollow and replaced
with landscaping. He stated the hill gets used for sledding and he would like to see it improved.
Mr. Baumunk stated the City plans on putting up lights on trees on the City Hall campus.

Mr. Baumunk asked the Commission to come up with more ideas and it will be discussed at the
January meeting.

DISCUSSION
The Park & Recreation Commission is requested to review the neighborhood park survey results
regarding possible improvements to Lund's North park. Attached is a copy of the letter that was
sent to the neighborhood, and a map showing the park location. As the survey is still open as of
the writing of this report, Staff will provide an update to the Commission with the final results of
the survey during the meeting.
Previously, the neighborhood petitioned the City to install playground equipment in this park.
The Commission reviewed the petition and recommended that a playground structure be installed
as part of the Capital Improvement Plan (CIP) process. $50,000 has been allocated for the
improvements, which once installed will be the first time there is playground equipment in this
park.
ACTION REQUESTED
The Park & Recreation Commission is requested to review the results of the survey and provide
direction to staff on how to proceed with improvements to the park. At a minimum, new
playground equipment should be installed in the park.

• Prairie Knoll Hockey Rink Replacement —The work for the fencing above the boards has been
finished and this project is complete.
• Christmas Tree/Lights — Staff hung lights on multiple trees on both sides of Tower Drive along
the access to City Hall and the Community Center/YMCA.

UPDATES FROM PREVIOUS MEETINGS
• Park Related Field Use Fees — A final draft of the updated Field Use Policy and Fee Schedule is
almost complete and will be brought to the Park and Recreation Commission when it is finished.
• Fox Meadows Sliding Hill Discussion — Staff will present overhead maps and elevations as
requested by the Park and Recreation Commission to look at the option of adding a sliding hill at this
location.
OTHER ITEMS OF INTEREST —
• Update of Pedestrian Trails:
❖ 2023 -- Kelsey Round Lake Park Trail. Test piles were completed, and design will
begin on the boardwalk replacement soon. This will be similar to the boardwalk
along Crosstown Blvd installed on helical piers.
❖ Trail Segment 1 - Crosstown Boulevard to 159th Ave. Engineering staff is currently
working through the design and easement acquisition with the property owners. If
easement acquisition goes well, construction will occur in 2023. This trail was
planned to connect from Xeon and Crosstown Blvd. to 1591h Ave and Crosstown
Blvd. Council direction is to build the trail on the south side of Crosstown Blvd
from Bluebird St to Prairie Rd, then north up Crosstown Blvd on the east side to
159th Ave.
• Outdoor Ice Rinks — Staff started flooding the outdoor ice rinks 12/4/22. Three staff have
switched to working overnights to flood throughout the night, and daytime staff will continue to
flood as they are able. Our goal was to have them fully open including warming houses by
December 191h, but the warm weather and rain will possibly set that date back.

Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to
discussions of various projects the City Council has been working on or is considering.

Weekly Parks Maintenance Update
12/02/2022
• Most of the week was spent in Snow and Ice control.
• Trails were plowed early Wednesday morning during the full plow.
• Staff worked on widening the trails later in the week.
• The rental tanker was pick up and prepped for flooding outdoor rinks.
12/09/2022
• Trash and recycling were serviced at all locations.
• The overnight crew started this week to flood outdoor rinks.
• Christmas lights were hung on both sides of Tower Drive at the entrance to the Community Center
and City Hall access.
• Trails were all plowed after the snow on Wednesday morning.

• Accessible.
• Something other than woodchips.
• Climbing wall, zero toxic woodchips.
• This playground was installed a few years ago? The open area is all weeds, why don't we
spend money to get grass instead of stickers that all the kids complain about?
• Exercise equipment for adults to use.
• I love the rubber ground options I have seen at other parks.
• Shaded picnic area.
• Two full size soccer nets in the open field.
• Soccer nets.
• Please adapt to meet teenagers' needs. We need soccer nets as well as basketball and
volleyball added.
• My property taxes went up 9.9% I'm not paying more for a playground.
• Hockey rink and/or basketball hoop/court; no one uses the ball wall that was installed
with last update — please remove it to make space for desired equipment; keep green
space for other sports/activities.
• The concrete wall that was added a few years ago is an eye sore and never gets used. I
would like to see it removed.
• A bathroom or satellite bathroom in the summer would be wonderful.
• Bring back the sand in the playground. Sand diggers. And merry go rounds.
• We live directly across the park, out house facing the park, we feel the playground isn't
that old but the field is all weeds and we have always felt that the field in our park should
be actual grass. However, the stickers and dandelions have overrun the entire park.
• It would be great to have a basketball hoop or tennis court or pickleball court added. The
light is also very poor. It does not provide any light which limits the ability to use the
skating rink. I would love to see a climbing wall or monkey bars.
• Dog park near side big enough for dogs to run around a bit.
• Soccer nets and tennis courts.
• I like the rubber ground options and the swings that two people can be on. Love monkey
bars and the zip line features seen at other parks. Fun and different slides would be great.
• Shaded picnic area, basketball court, port -a John.
• We would like to see two full size soccer nets that would allow the many children in the
neighborhood to play games and practice. These children are playing Middle School, club
and upcoming high School soccer.
• Zip line.
• Soccer nets and basketball hoops.
• Have a soccer net or two.

• Tire swing.
• Zipline.
• Paved parking lot, zip line.
• I find it surprising that the playground equipment is due for replacement. I've found it to
all working properly. Perhaps Andover has more needy causes.
• 1 would love to see the parking lot & driveway be blacktopped.
• Mini mountain bike course.
• Expand the playground into the trees that no one sites on. More durable, seasonal
benches.
• Dog park possibly near the bridge of Coon creek walking path near 141 st St and Hanson
Blvd. Lots of dog walkers and they need a place to run and do their business.
• More climbing apparatus. How about a zipline type of equipment. Mix it up.
• Install an asphalt parking lot. Current one is too dusty, dirty. Parking spots not defined.
• We use this park a lot. We would like to continue having slides, swings, and some form
of monkeys bars. Building upwards and having a slightly taller playset with a larger slide
(or multiple slides) would be a good idea for such a small area. Some kind of spinning
equipment would be a fun addition, either a whirl spinner for multiple kids, or even lust
one of those little individual tornado spinners. Could add some form of interactive
musical equipment. North Park in Harmony, MN has an incredible music section, if
you're looking for inspiration! The large free-standing chime tubes there are really
fantastic.
• Gaga ball court, stuff for climbing, adaptive for wheelchairs, spinning (merry go rounds),

While I actually have no young children, I do have an adult child with disabilities that
equate to a toddler. As a result it is essential that some equipment is of a size and
durability to withstand use by a full-grown adult with child -like behaviors and abilities.
Certainly you want Andover's parks to be inclusive for this important, and often
underserved demographic. Thank you.
• We would love to see the driveway and parking area enlarged and blacktopped. Thank

doesn't interfere with other parts of the park and require fairly little maintenance.
• We have lived in the neighborhood for 20 years and we are so glad the playground is
getting a lift! Please give it a more robust jungle gym for kids from 5-10. A great
example is the one from Northpoint elementary in Blaine. We hope you will expand the
playground and will utilize durable canopies in sections of playground.

• This park would greatly benefit from putting in a paved parking lot. The gravel is graded
a lot in the summer. Kids take their cars and do shitties in the parking lot. I am the Park
Cleanup Volunteer and I frequent the park on close to a daily basis. I see what goes on
after hours. I think the evergreen trees should probably all be trimmed up at the bottom
by the parking lot. There is possible drug activity since it is such a hidden area after
hours. The police would have an easier time survielancing the parking lot on drive byes.

• I would suggest the playground part not increase in size but have equipment for young
children who would be with caregivers. The parking lot is not adequate for the activities
scheduled there and it's a mess. So many of the activities scheduled require local streets
to be used for parking with participants walking over lawns, etc. I have appreciated the
efforts to inform people of this. I enjoy the walking paths. Wish I had all the answers.
Need to make sure the potty never blocks the access to the association pump house for
equipment needed to maintain our water
• 1) pave parking lot 2) have porta potty available from April through October 3) put sign
on street indicating where the park is. some people who do not live in the neighborhood
have difficulty finding it.
• Love the irrigation system!!! Nice to have the porta-potty available.
• Black top driveway and parking lot would be nice.
• Redo wood chips so that weeds do not grow in play area. I have pulled a lot of weeds at
this park over the past 7 years. It would be nice not to have to do that in the play area.
• We received your letter regarding improvements to the playground on the west side of the
Hills of Bunker Lake neighborhood. My husband and I have taken our grandchildren
there many times. Please know that there has never been one occasion when there was
anyone else there. We had the entire park to ourselves. I have seen cars in the parking
lot when little league games are scheduled. However, never have I seen a "pick-up" game
in progress. I guess what I'm asking is, "Why do you want to invest many thousands of
dollars in a park that hardly anyone uses?"

canopy 5. Maybe add dog stand with poop bags 6. Ornamental trees between street &
parking lot look quite bad. They're growing at an angle & in poor health. Drought

• Lunds North Park has never been anything but a baseball field. Picnic tables or benches
for Parents or Grandparents to sit at would be nice if your going to put play equipment in
