SPECIAL PLANNING AND ZONING COMMISSION MEETING
APRIL 17, 1984
MINUTES
A Special Meeting of the Andover Planning and Zoning Commission was called to order by
Chairman Spotts at 7:45 P.M., Tuesday, April 17, 1984 at the Andover City Hall, 1685
Crosstown Boulevard N.W., Andover, Minnesota
Commissioners Present: Apel; Perry; Bosell
Commissioners Absent: Jacobson; Knutson; Rogers
The Planning Commission met to complete the revision of Ordinance 8, making the following
changes, corrections and additions:
Planned Unit Development
Sections 4, 5, 6, 7, 8 and 9 - the wording from the draft received from Barton-Aschman
will be inserted in these sections.
Manufactured Home Park
In the Purpose section the works 'almost all types' will be deleted.
Under Conditional Uses, Day Care will be added.
Section (E) - Manufactured Home Park Site Requirements, (7) will be deleted as it is the
same as numbers 5 and 6.
Section (E) - Number 12 will read as follows: Lighting. Street lighting shall be installed
and maintained by the owner of the mobile home park and shall be constructed in accordance
with all applicable laws and ordinances. A street light standard that extends twenty-five
(25) feet above ground level shall be provided at each entrance to a mobile home park and
at each intersection therein. Similar standards shall be provided at one hundred fifty
(150) foot intervals on all streets. Such standards shall be equipped with one hundred
seventy five (175) watt light provided with photo control and fifteen (15) amp fuse
connector kit.
Number 13 will be as follows: Storm Shelters. Storm shelters shall be provided in each
mobile home park. Such shelters shall be constructed so as to provide safety for the
occupants of the mobile home park in the event of a tornado. There shall be one (1)
shelter for every thirty (30) mobile home lots and each shelter shall have a minimum
area of eight hundred ten (810) square feet.
Number 14 will read as follows: Landscaping. a) At least one (1) shade tree shall be
placed and maintained on each lot. b) Except for the areas used for the mobile home,
patios, sidewalks and off-street parking areas, the entire lot shall be sodded and
maintained with grass.
NB, LB, SC, GB, LI and GI - Parking Requirements will read 'See Section 6.14'. This
section will be added at the end of the ordinance. Refuse for all of these sections
will read 'Garbage recepticles, refuse areas or incinerators must be in the rear or
side yards and must be screened from public view by a six (6) foot high solid fence. No
outdoor storage of any materials is permitted.'

Under Neighborhood Business, Permitted Uses, Grocery store will be changed to 'Convenience
Grocery Store'.
General Industrial District: (K) Conditional Uses. 1) Refuse and garbage disposal will
be changed to 'Refuse and garbage hauling companies'
MOTION by Perry to adjourn. Motion carried.
