SPECIAL PLANNING AND ZONING COMMISSION MEETING
AUGUST 6, 1984
MINUTES
A special meeting of the Andover Planning and Zoning Commission was called to order by
Chairman Don Spotts at 7:00 P.M., Monday, August 6, 1984 at the Andover City Hall, 1685
Crosstown Boulevard N.W., Andover, Minnesota.
Commissioners Present: Apel; Rogers; Bosell
Commissioners Absent: Perry; Jacobson
The purpose of this special meeting was to go through the draft of Ordinance 8 using the
minutes of the joint Planning Commission/City Council meeting of June 21, 1984.
6.04-3 (J) - The City Council had felt that with the suggested wording, no development could
take place in the urban area without sanitary sewer. The Planning Commission felt that it
should be left as is, noting that it was worded that way so that the city has some control
over development in the urban area.
Chairman Spotts noted that he spoke to Councilman Lachinski regarding this item, and Mr.
Lachinski suggested assessing a trunk area charge. Commissioner Bosell felt that that should
be a part of the sewer ordinance or the assessment policy rather than the Zoning Ordinance.
It was the concensus of the Commission that the wording be left as is and if the City Council
wants to change it, they have that right.
Neighborhood Business - Discussion centered on renaming this district with the following
names being suggested: Community Commercial, Retail Shopping or General Commercial. It
was the concensus of the Commission to use General Commercial and to combine Neighborhood
Business and Limited Business. The secretary was asked to type the new district combining
NB and LB for the next meeting.
Landscaping - this will be a separate section.
MOTION by Bosell to adjourn. Motion carried unanimously.
Meeting adjourned at 10:05 P.M.
