MINUTES
The regularly scheduled Andover Planning and Zoning Commission meeting was called to order
by Chairman Don Spotts at 7:33 P.M., Tuesday, August 14,1984 at the Andover City Hall,
1685 Crosstown Boulevard N.W, Andover, Minnesota.

Approval of Minutes
Regular Meeting, July 24, 1984
MOTION by Apel, seconded by Rogers to approve the minutes of the regular meeting of July
24, 1984 as written. Motion carried on a 5 yes,l present (Jacobson) vote.
Special Meeting, July 24, 1984
MOTION by Perry, seconded by Rogers to approve the minutes of the special meeting of July
24, 1984 as written. Motion carried on a 5 yes, 1 present (Jacobson) vote.
Cunningham Addition Preliminary Plat Public Hearing (Comm. #7-84-2)
Chairman Spotts opened the public hearing.
Bob DeGardner, 1438 N. Danube, Fridle~ - noted that this piece of property went through
the preliminary plat stage in 1978 an was approved at that time. Mr. DeGardner stated
that he has purchased the property from the County and is using the same plan that was
approved in 1978. He also noted that they have the soil borings and there are some
prob 1 ems.
Chairman Spotts noted that according to the memo from the Andover Review Committee, the
buildable area on Lots 8 and 9 are a concern. Mr. DeGardner noted that the soils engineer
said that area could be filled. The engineer also had recommended that soil tests be taken
and they will have that done.
Commissioner Bosell noted that if the lots are going to be filled they need to be shaded
on the plat.
Discussion continued on the soils problem with the Building Inspector suggesting that new
tests be taken, possibly on each lot.
City Engineer Schrantz also noted that there is a problem with the setbacks; we have an
existing neighborhood and the front yard setback is 30 feet.
Commissioner Bosell stated that according to the City Clerk, we have to go with the 30
foot setback.

Commissioner Jacobson noted that on Lot 4 there is a driveway coming out into an intersection.
On Lot 3, the driveway is coming out in the curve of the road.
Commissioner Rogers asked if this plat will have to go back to the Watershed Board. City
Engineer Schrantz noted that it should.
Commissioner Bosell asked Mr. DeGardner if he is the owner of the property. He stated that
the owner is DeMatt's Inc. and he is a principal in the company. The State of Minnesota is
the fee owner.
City Engineer Schrantz noted that in 1976 there were approximately $15,000 worth of assess-
ments levied against the property and in 1977 another $8,210 were levied. If the County
sold the property for less than what these assessments are, the city can levy a connection
charge.
Commissioner Bosell noted that the following items need to be done on the plat: 1) Boundary
line survey tied to the nearest quarter section; 2) A location map needs to be on the plat;
3) Dahlia Street should be properly identified and the dimensions shown; 4) Crocus and
140th should be shown as being bituminous; 5) Utility easements on the sides of the lots
(10') need to be identified; 6) Lot 3, Block 1 is a problem as far as the front lot line;
7) Plat needs to have on it the proposed use of the lots (single family residential); 8)
The density needs to be noted; 9) Proposed number of dwelling units needs to be on the
plat; 10) Total number of miles of road needs to be on the plat; 11) The property owners
within 350 feet of the plat should be checked to make sure that they are the same as shown
on the plat.
Commissioner Jacobson felt that this plat should also go to the Park Board to see if they
what park land in that area. He also noted that along with the preliminary plat, there is
a request for a street vacation. Commissioner Bosell noted that the street vacation that
was acted on in 1977 should be checked to see if it was recorded at the county.
Arlen Madsen, 2739 - 140th Avenue N.W. - noted that he moved into his house in 1979 and
there have been many problems in the neighborhood with people speeding. There is only one
inlet and outlet into the neighborhood, Crocus Street. The City Council had two stop
signs put up but there are still a lot of traffic problems. He suggested that if this
property is developed, another outlet should be found as Crocus Street is very congested.
Allan Grayson, 13954 Crocus Street N.W. - stated that he didn't know what changes have
been made in the ordinances but he would like to see the lots be consistent in size. His
lot is 330 feet deep and the proposed lots are 165 feet and 220 feet deep. He also doesn't
like to see 13 more wells being drilled in that area because of th~ problem with the land-
fill.
This item will be continued at the August 28th meeting.
Dale Howard Sketch Plan (Comm. #7-84-3)
Chairman Spotts noted that the Planning Commission has just received a revised sketch
plan this evening.
Dale Howard - noted that Ordinance 10H says that any subdivision, lot split or replatting
of existing developments shall be required to meet the standards of the original development

or to meet the average size of the existing lots.
Commissioner Bosell asked if this was ever a part of Country Estates Addition. Norman
Hoium, surveyor for Mr. Howard stated that it is Lot 2, Block 1.
Commissioner Bosell noted that most of the lots have a depth problem but there is nothing
that can be done to make them deeper becuase Mr. Howard does not own the adjoining land.
She asked if Lot 3 at the setback line will meet the 80 foot requirement. Dave Almgren,
City Building Inspector noted that it will.
Mr. Hoium noted that Lots 3 and 4 will be for doubles. Commissioner Bosell noted that those
lots, in addition to being so noted on the plat, need to be l! times the size of a single
family lot.
Commissioner Jacobson asked what the big extension on Lot 5 is that goes to the east. Mr.
Hoium stated that the county never paid for that part for their easement.
The secretary was asked to see that Mr. Hoium receives a copy of Ordinance 10 with all of
the amendments and also the check list for new plats.
This item will be continued at such time as a preliminary plat is submitted.

Semina, Inc. Variance (Comm. #8-84-1)
Kay Bjornjgeld, Stacy, MN - noted that she is representing her husband as he cannot be here
tonight. He is requesting a variance to put an addition on their existing building at 16191
Round Lake Boulevard. When he went ahead with ordering the building he was under the
impression that the setback was 10 feet.
Chairman Spotts asked if the addition will re the same as the original building. Mrs.
Bjornjgeld noted that it will be.
It was noted that there is 27 feet between Semina's lot line and D & E Cabinet's building.
D & E Cabinets uses that 27' to drive to the back of their property.
Jim Schrantz noted that the preliminary plat for Westview Industrial Park shows a 40' set-
back and a 20' utility easement.
Commissioner Bosell asked if it would be a problem to reduce the size of the addition.
Mrs. Bjornjgeld noted that her husband has already purchased the building.
Dave Almgren noted that the existing building could be added onto with 6 foot sections. He
also noted that the applicant is the same person who platted Westview Industrial Park and
when he platted the property he was aware of the setbacks.
MOTION by Jacobson, seconded by Apel that the Andover Planning and Zoning Commission
recommend to the City Council denial of a variance requested by Semina, Inc., 16191 Round
Lake Boulevard, for Lot 1, Westview Industrial Park under Ordinance 8, Sections 5.04 and

6.02. The Commission finds that there is no hardship on the land. The Commission also
finds that the original plat sKows the setbacks and the original owner is the applicant
and was aware of the setbacks at the time of platting. The Commission finds no valid
reason for the granting of the variance at this time.
Motion carried unanimously. This will go to the City Council on August 21,1984.
L. Carlson Sketch Plan (Prairie Meadows) (Comm. #7-84-5)
Lawrence Carlson, developer - noted that the City Council asked that 169th Lane be moved
so that it matches with 169th Lane in Kadlec Addition. Also, on 170th Lane there is a
road easement which Mr. Carlson would like to have vacated.
Discussion continued on what should be done with 170th Lane. A temporary turnaround would
not be required at the end of 170th.
This item will be continued when Mr. Carlson comes in with a preliminary plat.
Woodland Ridge Sketch Plan (Comm. #7-84-4)
Lawrence Carlson. developer - stated that they are going to try to keep the pipeline ease-
ments to the backs of the lots. There are also two lots that front on the county road and
the county has told Mr. Carlson that they would be acceptable. A letter will be coming
from the county regarding those two lots.
Commissioner Jacobson felt that 173rd Lane is going to be hard to find because it doesn't
exit directly off any street. He suggested moving it to the south and if that was done,
Mr. Carlson would not lose any lots. It would only add road mileage and the Fire Depart-
ment would probably prefer it that way.
Mr. Carlson noted that they already have three access points and there are only 27 lots;
he didn't expect that the traffic volume would be high enough to warrant another access.
Commissioner Jacobson stated that he would like to know what the cost difference would
be if 173rd Lane was moved to the south.
Mr. Carlson stated that Verdin Street will not get most of the traffic. People will most
likely be going to Round Lake Boulevard to exit from that area.
This will be continued when Mr. Carlson comes in with a preliminary plat.
Because of the primary elections on September 11th, the Planning Commission meeting will
begin at 8:00 with a special meeting beginning at 6:00 P.M.
MOTION by Jacobson to adjourn. Motion carried.
