April 5, 1984
MINUTES
The meeting of the Andover Park Commission was called to order by
Chairman Nichols at 7:33 p.m., Thursday, April 5, 1984 at the Andover
City Hall, 1685 Crosstown Blvd. N.W.
COMMISSION MEMBERS PRESENT: Carlson, Syzplinski, Nichols, Kinkade, LeFebvre,
Prochniak.
ALSO PRESENT: Melanie DeLuca, James Lund, Harvey Kadlec
INTRODUCTION OF NEW COMMISSION MEMBERS
Chairman Nichols introduced David Szyplinski and Stuart Kinkade to
the Park Commission and welcomed them to the group.
KADLEC PRELIMINARY PLAT
LeFebvre stated that some of the area was wet land and Prochniak stated that
the land dropped off quite a bit in the back. Chairman Nichols stated that
we have alot of nature parks already and that he did not see a need for another
nature park. It was also felt by the Commission that with Rose Park and Quickstrom
Park so close by another park in that area would not be beneficial. Chairman
Nichols stated that he was in favor of cash in lieu of land. Harvey Kadlec
asked where the money would go? LeFebvre stated that the monies would be kept
in a fund for a park close by.
MOTION by LeFebvre to take cash in lieu of land for Kadiec II Addition plat
to be determined by City Council at future date and the majority of monies
will stay within the area of Ouickstrom's Park. Motion seconded by Prochniak.
LUND SKETCH PLAN
Chairman Nichols asked Mr. Lund how many acres were involved and Mr. Lund stated
that there was 197 acres, 16.8 acres for park. He stated that the area was
heavily wooded with a 20 to 30 foot access. Prochniak asked if it was buiJdable.
Mr. Lund stated that it was buildable for parks. Mr. Lund also stated that he
would be able to get an access that everyone would be happy with, possibly two
accesses of 150 feet each. Chairman Nichols suggested that the Commission
table until the next meeting after the area has been walked.
LEASING HAWKRIDGE FOR HAYING
~OTION by Prochniak to charge $195.00 at $15.00 per acre for leasing Hawk Ridge
for cutting hay to Mr. & Mrs. Michael Gangelhoff. Motion seconded by Carlson.

TANDEM TRAILER
LeFebvre ammended motion to purchase trailer for cost not to exceed $1750
with monies to come from 1984 budget item #580. Prochniak seconded the
motion.
APPROVAL OF MINUTES
MOTION by Carlson to approve minutes of March 1, 1984. LeFebvre seconded the
motion.
