PARK AND RECREATION COMMISSION
AUGUST 30, 1984
The regularly scheduled meeting of the Andover Park and Recreation Commission was called
to order at 7:30 p.m. on August 30, 1984 at the Andover City Hall, 1685 Crosstown Blvd. N.W.
MEMBERS PRESENT: Prochniak, LeFebvre, Kinkade, Syzplinski
ALSO PRESENT: Merlyn Johnson - Andover Lions Club Representative
Barry Swingle - Resident at 2547 140th Lane N.W.
MERLYN JOHNSON ANDOVER LIONS CLUB
Mr. Johnson stated that he was interested in getting the feeling of the Commission
regarding the use of fields for tournaments. He stated he is a charter member who
represents the Lions Club of Andover and wanted to understand their rights. Kinkade
asked Mr. Johnson what the current status of the Lions is and what their expectations
were? He stated that they had done alot of work on the field as far as grading and
setting up the bases etc. Kinkade suggested that he go back to his Committee and
set up a proposal stating what their expectations are and getting this information
back to the Commission. ~1t.. Johnson was then given copies of the lease and other
information pertaining to the Lions to review with his Committee. He was then asked
to contact the Chairman of the Park and Recreation Commission when he could return
with a proposal.
BARRY SWINGLE REGARDING SLIDING HILL
Mr. Swingle stated that he was interested in having a sliding hill,similar to the
one at Thorpe Park in Coon Rapids, Gonstructed at the Northwoods park. Kinkade
stated that the residents of that area should have some input regarding this matter
and Mr. Swingle stated that most of the neighbors were in favor of this type of
construction in the park. LeFebvre stated that the Commission would have to find
out how much area would be necessary for this type of hill and how much fill would
be necessary. He stated that it was possible that Northwoods park may not be suitable
for this type of hill and that another park may have to be considered such as
Rum River Forest or Barnes Rolling Oaks. Prochniak stated that North Glen II
is a possibility also. He stated that he would talk to the City Engineer to
see what the costs may be for this type of project. The Commission stated
that they would let Mr. Swingle know about this issue as soon as they got
all the information together.
CUNNINGHAM PRELIMINARY PLAN
MOTION by LeFebvre, seconded by Syzplinski to accept cash in lieu of land for
6.17 acres with dollar amount to be determined by City Council at time of final
approval of plat. Motion carried unanimously.
DISCUSSION
A tour of the parks was set up for Sunday, September 23, 1984 at 1:00 p.m. Anyone
who could attend is welcome.
