PARK AND RECREATION COMMISSION
MINUTES
September 6, 1984
The regularly scheduled meeting of the Park and Recreation Commission was
held at Andover City Hall, 1685 Crosstown Blvd. N.W. at 7:30 p.m. on
September 6, 1984.
MEMBERS PRESENT:

BOY SCOUT PROJECT
Glen Eiden stated that he was working on an Eagle project for Scouts and
he would very much like to do some work on the park at the City Hall Site.
He wondered if it could be financed by the Park and Recreation Commission.
He stated that he would like to complete this project in the fall of 1984.
Prochniak showed Eiden the map showing Phase II of the project. Eiden
stated that he was interested in constructing something similar to the
~ark at Epiphany. Prochniak asked that he take some pictures of that
park to give the Commission an idea of the kind of equipment he is
referring to. Eiden stated that he would organize the project and
other Scouts would do the work. He stated that he has until next
November to complete the project. Kinkade stated that as far as the
monies for the project, it would depend on the bids for the project
and the equipment could possibly be worked into the 1985 budget. Kinkade
also stated that he would like to see some natural entry ways into the
park from the playfields and more trails rather than open area. Kinkade
also stated that there should be room allocated for the northern picnic
area for a permanent shelter or concrete slab and picnic tables, park
benches and iron grills etc. Prochniak stated that Eiden should stake
out the area and come back to the September 20, 1984 meeting with his
proposal. Once that is determined, it can be put on the budget after
the City Counci 1 approves the work. It was decided to meet wi th Eiden
at 7:00 on September 20, 1984 at the site to see what his proposal consisted
of.
DISCUSSION
Mr. Schrantz, the City Engineer, presented a report on Specifications for
Dedicated Park Land Development for grading, turf establishment and fencing
for the Commission to review. The Commission discussed the report and
agreed to revise it somewhat and have the Engineer approve jt and then
present it to the City Council.
PHASE II CITY HALL SITE
The Engineer stated that as soon as he received the quotes for the labor
to do the work, copies would be submitted to the Park and Recreation Commission.
The Commission would buy the materials for the City Hall Site. The following
is a list of the Phases:
I - Lower parking lot and Soccer field
II - Parking lot and more road
III - Ballfield
IV - 8allfield

The Engineer stated that the bids for the City Hall Site will be on the 17th
of September and wi 11 be I)j'esented to the Comr.1i ss i on on Seotember 20, 1984.
NAMES FOR CITY HALL SHE MID SUB. 82 PARKS
MOTION by Kinkade seconded by Szyplinski to name the Ci~y Hall Site Park
the Andover Community Park Complex. Motion carried unanimously.
Discussion: It was decided to have the Ci~y Engineer make the appr00riate
sign for the park site.
LeFebvre suggested that the park in Sub. 82 be named Round Lake Park. He
stated that he had talked with the residents in the area and that is the
name they thought would be appropriate. Szyplinski stated that the name
would possibly confuse some people with the public access on Round Lake
Boulevard. LeFebvre stated that he would go back to the residents with
this input and bring more information back to the next meeting.

/10TION by Szyplinski seconded by LeFebvre that the developer shall submit
7 copies of the Preliminary Plat to the Park Board 18 days prior to the
regularly scheduled Park and Recreation Commission meeting preceding the
public hearing on the preliminary plat. (ref. ordinance lO,page 2)

The Park and Recreation Commission recommends to the City Council that theY
approve the above motion and incorporate it into the City of Andover
Subdividing and Platting Procedure for Ordinance 10, paae 2.
Item #3 on the agenda regarding use of ballfields for tournaments was tabled
for further discussion. ^ final decision reoardinq this matter will be made by
January of 1985. " .
MOTION by Szyplinski, seconded by LeFebvre to approye August 39, 1984 minutes
as wri~ten. Motion carried unanimously.
MOTION by Prochniak, seconded by Szynl inski to adjourn meeting at 10:20 n.m.
