MEETING
OCTOBER 4, 1984
The regularly scheduled meeting of the Park and Recreation Commission was
held on October 4, 1984 at the Andover City Hall, 1685 Crosstown Blvd. N.W.
at 7:30 p.m.

Prochniak, LeFebvre, Kinkade, Szyplinski

Curt Adams, Lee Eik and Marce McMullin
Two potential new members attended the meeting (Lee Eik and Marce McMullin).
They asked to sit through the entire meeting to get ideas as to how the
Park Commission works and what they deal with. The Chairman briefed them
on what has been done and wbat projects are in the works for the future.
HOOD LAND TERRACE
Curt Adams presented a concept plan for Woodland Terrace in order to
get the Park and Recreation Commission's thoughts and comments regarding
this olano He stated that the work would be done in 2 phases for spring
of 1985. The original plan included twin homes and quads but they are
redoing this to combine the project with the existing bomes and also
with a later plan in Coon Rapids. The new design was set up to enhance
the area along with direct access in order to prevent children from
having to cross the busy street along with a pedestrian walk way,
soccer field, tennis court, ball field and a pond (to enhance beauty
of area and also as a holding pond). Prochniak asked if the Park Commission
could have a copy of the plan and Adams stated that the total layout had
not been totalled and that this was just a concept plan. Prochniak stated
that the plan seemed as though it would be difficult for the City to maintain
and LeFebvre said that we have a small Public Works staff. Kinkade stated
that he did not care for the holding pond. Adams stated that it would
only hold water for a day or two and that it would not be very deep at
all. Kipkade also stated that there would probably be a demand for
fences because of the walkways. Adams stated that the walkways would
be blacktopped with shrubs on the sides. The Commission felt that they
would like to see a nice park covering less area.
NORTH GLEN 2nd ADDITION
The Chairman will get in touch with the representative of Good Value and
the Secretary was asked to do some more research into the matter.
PLEASANT OAKS PARK
The Park Commission still didn't feel that the grading was acceptable.
They would like the City Engineer to re-evaluate the grading and get
back to the Commission with his thoughts regBrding this matter.
RUM RIV ER TRAI L
This item was tabled until the next meeting, October 18, 1984.

PARK TOUR DISCUSSION
See attached information regarding the park tour.
CATEGORIES FOR PARK INVENTORY BOOKLET
Szyplinski stated that the area of parks and recreational facilities would
be the area he would work on in the months to come. Kinkade stated
that he would take the area of budget to include park development,
capital outlay etc. LeFebvre stated that he would work on the Kelsey
development area with Szyplinski assisting him with this area.
MOTION by Prochniak, seconded by Szyplinski to purchase an owl for $125.00
not to exceed $150.00 for the purpose of public display in the main entrance
of City Hall in remembrance of the July 3, 1983 storm. Motion carried
unanimously.
MOTION by Prochniak, seconded by Kinkade to approve minutes of September 6, 1984
as written.
MOTION by Szyplinski, seconded by Prochniak to approve minutes of September 20, 1984
as written.
MOTION by Prochniak, seconded by Kinkade to adjourn meeting at 10:10 p.m.
