October 18, 1984
The regularly scheduled meeting of the Park and Recreation Commission
was held on October 18,1984 at the Andover City Hall, 1685 Crosstown
Blvd. at 7:30 p.m.
MEMBERS PRESENT: Prochniak, LeFebvre, McMullen
MEMBERS ABSENT: Kinkade, Szyplinski
The meeting was called to order at 7:45 p.m. The Chairman welcomed Marc
McMullen to the Commission and encouraged him to ask questions regarding
any matters that he was concerned about or any materials he may need to
make things easier for him.
WOODLAND TERRACE DISCUSSION
Chairman Prochniak stated that his feelings were that the plan that was
presented earlier to the Commission was too spread out and possibly should
be together more in one area. LeFebvre stated that he had a rough draft
from 1979 of the same area and he would have it copied for members to have
for the next meeting, along with any other information he could find.
NORTHGLEN 2nd ADDITION DISCUSSION
LeFebvre presented plana showing grading, softball or soccer fields etc.
Prochniak stated that he would get in touch with the Engineer and John
Peterson of Good Value and come back with the information he can collect
as soon as possible. The secretary was asked to get Resolution R042-83
and Resolution R092-83 and have that information for the Commission.
RUM RIVER TRAIL SYSTEM
LeFebvre stated that the problem was that the trail needs to be moved North
with the area of trouble being the landfill to the south. McMullen asked
if the trails were in good condition and LeFebvre stated that they bought
a new groomer and they do a good job of keeping the trails in good condition.
LeFebvre suggested that the access at Round Lake be kept open for parking
and then they can proceed East to the existing trail and follow it North.
Prochniak asked if that would be a problem because of using land of a
property owner? LeFebvre stated that they would check with the owner.
McMullen stated that parking may be a problem on Round Lake because of
ice fishing etc. in the winter. LeFebvre stated that he would go back
to the trail members with this input and get back to the Commission.
Item #5 on agenda was tabled until the next meeting.
DISCUSSION
LeFebvre gave the Commission an update of the different organizations in
Andover and the names of some of the members involved in these organizations.
He supplied a list for the members to go over and when the changeover for
elected officers for some of the organizations is made a new list will be
made for the members to have for reference in the future.

Chairman Prochniak stated that the grading for the City Hall Site has
begun. He also stated that he would check into the possiblity of a
sliding hill being provided in the City of Andover for this winter.
Prochniak also discussed the fact that he had attended a meeting of
the Anoka Park Board on October 16, 1984 and there was discussion
regarding lighting of parks which is something that will be considered
for the City Hall Site. He stated that the meeting was very informative
and helpful for him in regards to his research on the lighting system
for the City Hall Site.
APPROVAL OF MINUTES
MOTION by McMullen, seconded by Prochniak to approve the minutes as
written for October 4, 1984.
MOTION by LeFebvre, seconded by McMullen to adjourn the meeting at
10:00 p.m.
