Adjournment ~ ~ ANDOVER MINUTES PARK AND RECREATION COMMISSION November 1, 1984 The regularly scheduled meeting of the Park and Recreation Commission was held at Andover City Hall, 1685 Crosstown Blvd. at 7:30 p.m. PRESENT: Prochniak, Szyplinski, McMullen, Kinkade ABSENT: LeFebvre AlSO PRESENT: Frank Stone, Public Works INTRODUCTION TO FRANK STONE Prochniak introduced Frank Stone to the Commissioners and welcomed him to the meeting stating that he would definitely be an asset to the Commission. He stated that Mr. Stone is not only involved with Public Works but also the Andover Fire Department and that he is well versed on the Parks in the area and what work is being done with the parks. Mr. Stone stated that he would attend as many meetings as he would be able to and would keep the areas of communication with the Commission open at all times. PLEASANT OAKS PARK It was decided not to put the equipment in at Pleasant Oaks until the work in the park is completed. Mr. Stone stated that the equipment is in storage now. He would have the Public Works Department make a sign for Pleasant Oaks park during the winter. WARMING HOUSE There was discussion regarding the hours for the warming house. Mr. Stone stated that he would be able to hire two people to work in the warming house but that they would rotate hours. It was decided to leave the warming house hours the same as they were in 1983. Those hours were as follows: Monday through Friday - 4:00 p.m. to 9:00 p.m. Saturdays - 1:00 p.m. to 9:00 p.m. Sundays - 1:00 p.m. to 8:00 p.m. Any changes made in these hours will be upon the discretion of Frank Stone. The pay will be $4.00 per hour not to exceed $1500. Mr. Stone also stated that he would check on the possibility of selling candy at the warming house possibly through the Andover Athletic Association. There was also discussion regarding a lock box for storage of lost articles. Mr. Stone would check on this matter also. MOTION by Szyplinski, seconded by McMullen to use $1500 to facilitate attendants salary, CPR and 1st Aid training to be coordinated by Mr. Stone with schedule to be as referenced above in the warming house discussion. Motion carried unanimously. PARK AND RECREATION MINUTl -2- LANGSETH PARK Prochniak stated that he had talked with a resident from this area regarding her concern regarding a problem with free skating. The resident told Prochniak that kids are getting hit with hockey pucks and she was wondering if a smaller rink could be made for the kids who would like to free skate. Stone stated that he felt the area was too small for another rink. Kinkade suggested possibly having a "courtesy sign" posted. McMullen stated that perhaps no hockey should be allowed and that the residents in the area should decide what their feelings are regarding this matter. Stone remarked that maybe the rink should be removed completely if there was too much of a problem with the situation. .. BARNES ROLLING OAKS Prochniak stated that according to the city engineer's estimate for installing a sliding hill at Barnes Rolling Oaks park. This estimate includes a parking lot and a hill with 10 feet to 15 feet of dirt with a slope 30 feet wide towards the swamp. McMullen stated that he had spoke to a resident in that area and he didn't like the idea very well. Prochniak stated that it was the only park in the city at this time that would be feasible to use for this purpose. Kinkade stated that we would have to be sure that the slope would not take the children to the road or the parking lot. The Cmmmission stated that this would not be the case. MOTION by Kinkade, seconded by Szyplinski to allocate Park Improvement Funds in the amount of $950 for labor towards landscaping of sliding hill in Barnes Rolling Oaks with construction to begin as soon as possible. HAWKRIDGE Prochniak stated that he had spoken to Lary Carlson regarding the 4 schemes from TKDA and that,due to a time element, Lary Carlson wants to know if we want the grading done now. Carlson told Prochniak that he would strip the topsoil, level the land and put the topsoil back down. The Commissioners all felt that he should go ahead with the grading. Prochniak stated that Scheme A was preferrable to him with changes made as follows: Turn the soccer field so it would run north and south. Square off the parking lot with the road lowered to the south. Turn the softball field with home plate on the same side as the parki ng lot. Discussion followed with the above suggestions being the feeling of all present. MOTION by Prochniak, seconded by McMullen that Hawkridge Park at 181st and Verdin Street be developed as drawn up in Scheme A by TKDA with changes made as mentioned above in the minutes and those changes to be forward to the City Engineer so that he has time to get an estimate on the charges for the work to be done. MOTION by Kinkade, seconded by Prochniak to approve minutes as written for October 18, 1984.
