PARK AND RECREATION COMMISSION
November 15, 1984
The regularly scheduled meeting of the Park and Recreation Commission was held
Thursday, November 15, 1984 at Andover City Hall, 1685 Crosstown Blvd. N.W.
at 7:30 p.m.

CROOKED LAKE SCHOOL WARMING HOUSE
Betty Nokk, a representative for the Andover Community Advisory Council, presented
her plans for the Crooked Lake School warming house and stated that it will be
ready for use this winter. They needed a donation from the City for salary reimburse-
ment for the warming house attendant who would be hired to work weekends and
holidays. She stated that the proposed hours for the warming house would be
4:00 p.m. to 8:00 p.m. on weekdays and 1:00 p.m. to 8:00 p.m. weekends and
holiday vacations. Payment of $3.50 per hour for this period of time would
amount to $800.00. Ms. Nokk asked that this would be something that could
possibly be budgeted each year when the Community School presents their package
at budget time.
MOTION.by Kinkade, seconded by McMullen to request $800.00 for expenses toward
salary for warming house attendant at Crooked Lake School warming house to
be allocated to the Andover Community Advisory Council, with $600.00 to be
used from Park budget from salary and the remainder to be allocated from
General Fund through the City. These monies should be available by December
15, 1984 to be made payable to Andover Community Advisory Council to be
distributed by them. Motion carried unanimously.
SNOW FENCE FOR BARNES ROLLING OAKS SLIDING HILL
There was discussion regarding the installation of a snow fence at the location
to serve as a divider between the road and the sliding hill as a safety precaution.
It would need to be approximately 50 feet to 100 feet. It was felt that there
may be snow fence available for use at this site or it could be purchased at
minimal cost. Mr. Elling expressed concern regarding the fact that these
new additions to the parks should be advertised by flyers etc. McMullen
was appointed to get announcements regarding sliding hill sent out possibly
through the Community Section of the Anoka Union. The secretary was also
asked to send a letter to the resident who had originally requested a sliding
hill in Northwoods park to let him know that one is being installed in an
area that was more suitable for a hill of this kind.
LIGHTING AT ANDOVER COMMUNITY PARK COMPLEX
Mr. Elling stated that he had spoke with Anoka Electric regarding lighting
and he found out that transformers would be provided at no charge. The poles
are $6000 for a wood 50 foot pole and the metal poles are $8000 a piece. He
suggested that the Commission layout each field and figure out what lighting
was needed. Prochniak stated that he and Mr. Elling had gone out and looked
at Sand Creek Park in Coon Rapids to see how their lighting was done. Mr. Elling
gave the Park Commission a booklet containing much information regarding this matter.

Mr. Elling stated that the Commission should come up with a plan that would consist
of a layout, the kind of lighting to be used, show the area to be considered, have a
list so that it would be designed in phases and an estimated cost and what
grades of play (Jr. or Adult etc). Prochniak stated that the Commission would
hold a special work meeting on November 29, 1984 and at that time they would
have a representative from TKDA engineering firm attend that meeting to help
in the layout and estimates for this project.
DISCUSSION
There was discussion regarding the current budget. The Commission also discussed
Ordinances 10 and 40.
APPROVAL OF MINUTES
MOTION by Kinkade,., seconded by Md1ull en to approve minutes as read for November 1,
1984. Motion carried unanimously.
MOTION by McMullen, seconded by Kinkade to adjourn at 10:45 p.m.
