Hork Session
The work session of the Park and Recreation Commission meeting was
held at Andover City Hall, 1685 Crosstown Blvd at 7:30 p.m.

DISCUSSION LIGHTING FOR ANDOVER COMMUNITY PARK COMPLEX
The Park and Recreation Commission came up with a priority scheme for
lighting of City Hall Site and they indicated to Mr. Grenke what areas
of the complex should be considered first etc. They also asked Mr.
Grenke to come with an overall scheme to light the entire complex and to
inclued costs with a breakdown on each field and each phase if possible.
The Park Commission had suggested that it would be convenient to have the
preliminary plan back to the Commission by the last week of December 1984
or the first week of January 1985. Mr. Elling, Dave Grenke and James
Shcrantz discussed the types of lights, poles and power source etc. Mr.
Shcrantz provided pictures of lighting in a complex in the City of Champlin
(Andrew Park) just to give the Commission an idea of lighting. Elling,
Schrantz and Grenke walked the eastern side of the complex to see if there
would be a problem with installing lights near the NSP highlines. Mr.
Elling asked the Park Commission if they had any ideas on how much money
they would be considering for the project. Prochniak replied that
at the time they didn't have any actual figures but just some rough
totals from previous Park Commission discussions on lighting fields.
Prochniak also mentioned that the Park Commission would be pursuing
grant monies for the lighting from the State and that all this information
is needed and will be part of the process in filling out an application
for a. Lawcon/LCMR Grant. Mr. Elling suggested that we should consider
someone like TKDA to put together and handle the grant process. Prochniak stated
that it was an appropriate suggestion and that the Park Commission would
discuss that option. Mr. Grenke will work with and contact the City
Engineer (James Schrantz) on any questions that may arise when working out
the preliminary lighting plan. Mr. Elling has offered to be available
for advice if needed for lighting and anything involved in the lighting
scheme.
DISCUSSION REGARDING HAWKRIDGE, FOX MEADOWS, NORTH GLEN II AND GOOD VALUE
After a few minutes of discussion on the Hawkridge Park situation, the Park
Commission had decided to table this item until more information and a priority
list is prepared for these parks. Mr. John Peterson from Good Value Homes
is scheduled on the agenda for the Park Commission on December 6, 1984 to
discuss the North Glen II Park situation.

BARNES ROLLING OAKS DISCUSSION
This park name has changed to Prairie Knoll Park and a sign will be constructed
through the Public Works Department.
The City Engineer informed the Park Commission that the hiss has been
completed at Prairie Knoll Park and all that is needed is snow. He also mentioned
the cost was slightly higher than anticipated, but he thought that the extra
money could possibly be allocated from other categories in the Park General
Budget. The Park Commission stated that they would get advertising out
regarding the sliding hill in the Andover Newsletter and also through the
Crooked Lake Elementary School. (Prochniak to handle this)
ANDOVER COMMUNITY ADVISORY COMMITTEE DISCUSSION
When the Park Commission motioned to allocate $600.00 for the warming house
at Crooked Lake Elementary School, they thought that it could come out
of monies from remaining saJaries from the Park Commission budget. However,
after the updated budget came out and they took a look at it, they found
out that they did not have enough monies remaining in that area. The
Commission then decided that since they have already made that motion,
that they would check to see if they could come up with the extra monies
from another area in the general budget. Prochniak stated that he would
contact Betty Nokk, Chairperson, to inform her of the error and to let
her know what is being done to remedy this situation.
DISCUSSION
Frank Stone mentioned that the two positions for warming house attendant
at the Andover Community Park Complex have been filled and that he would
be enrolling them in a first aid course which would cost approximately
$15.00 a session for each person. (For more information regarding this
matter contact Frank Stone 755-8118).
Mr. Schrantz and Stuart Kinkade had a geneal discussion on monthly budget
report in order to clarify certain expenditures etc. This will be discussed
again at a later time.
Park dedication was discussed for a short time regarding the way the property
is appraised etc. This will aslo be discussed at a later date.
The meeting adjourned at 10:45 p.m.
