HomeMy WebLinkAboutJanuary 31, 1985 ~ 0& ANDOVER PARK AND RECREATION COMMISSION MINUTES January 31, 1985 WORK SESSION The work session meeting of the Park and Recreation Commission was called to order at 7:00 p.m. at Andover City Hall, 1685 Crosstown Boulevard N.W. MEMBERS PRESENT: MEMBERS ABSENT: ALSO PRESENT: Prochniak, McMullen, Kinkade, Szyplinski LeFebvre Curt Adams, Sylvia Britton. Melanie DeLuca, Frank Stone DISCUSSION REGARDING WOODLAND TERRACE PRELIMINARY PLAN Curt Adams presented to the Commission his sketches and drawings of the proposed plat. The Park Commission expressed their concern regarding the parkway greenway stating that it was still their feeling that this would benefit the development more than the park area. The maintenance of this greenway would be difficult to maintain and if it was not maintained the children would not use it for play activities. As far as the ponding areas were concerned, Curt Adams stated that there would be gradual slopes to the ponding area and that the water would not stand in that area for more than 7 hours at anyone time; therefore, it would not be a danger to children in the area. The Commission stated that the overall layout of the development was certainly impressive. MOTION: by Kinkade, seconded by McMullen that the Park and Recreation Commission accept 3.6 acres plus half of lot 7 block 5 as park dedication with the remaining dedication to be labor and material in lieu of cash. The fair market value will be determined by the City Engineer after he acquires figures from the City Assessor's office. The grading will not be included as park dedication. Seeding, topsoil, equipment and trees will be priority for use of dedication monies with remaining monies going to park dedication fund. MELANIE DELUCA, COMMUNITY SCHOOL DIRECTOR Ms. DeLuca stated that she was requesting information from the Commission in order to reassess her job in relation to the City as a whole. She asked whether she could be more active and more involved with the Commission as a non-voting member. She was also wondering whether this would be helpful to the Commission. The general concensus of the Commission was that it eertainly would be beneficial to have Ms. DeLuca attend their meetings, especially when there are so many areas that involve the school and parks. MOTION: by Kinkade, seconded by Szyplinski that the Commission recommend to the City Council to consider Melanie DeLuca for the position of Park and Recreation Commission Advisor to be duly compensated on an equal basis as the Commissioners. Motion carried unanimously. -2- WATERING SYSTEM AT CITY HALL SITE Prochniak stated that he was working on getting some quotes for prices from the Anoka Vo-Tech and he suggested that we get other bids from other places for at least one soccer field and ballfields one and two for this year. Prochniak stated that he would get more information from the Vo-Tech as soon as possible and submit this information to the Commission at that time. MOTION: by McMullen, seconded by Szyplinski to recommend to the City Engineer to acquire bids (2 prices) for ballfields one and two and one soccer-field and anotBer price.quote for the entire project. Chairman Prochniak should continue to contact the Vo-Tech regarding their procedure and committment on this project. Motion carried unanimously. DISCUSSION Prochniak stated that he also spoke with the Tech in regards to making soccer goals for fields. He stated that all the Tech would charge for is the materials. Stone stated that Public Works would paint them. It was the general feeling of the Commission to have the Chairman continue to check on this possibility. ROSE PARK AND QUICKSTROMS PARK There was discussion regarding the name of the two parks. It was felt that the two parks should be combined as one because they are so close to each other. MOTION: by McMullen,seconded by Szyplinski to combine Quickstrom's'with existing Rose Park and name the whole site Rose-Park. LeFebvre abstained from the mo ti on.
