Adjournment ~ 01 AN DOVER MINUTES PARK AND RECREATION COMMISSION February 7, 1985 The regularly scheduled meeting of the Andover Park and Recreation Commission was held at 7:30 p.m. at Andover City Hall, 1685 Crosstown Blvd. N.W. MEMBERS PRESENT: MEMBERS ABSENT: ALSO PRESENT: Prochniak, McMullen, LeFebvre, Szyplinski Kinkade Frank Stone, Public Works APPROVAL OF MINUTES January 17,1985 minutes, page 2; paragraph 6, correct to read Lot 7, Block 5. MOTION: by McMullen, seconded by Szyplinski to approve minutes of January 17,1985 as corrected and minutes of January 3, 1985. Motion carried unanimously. SOFTBALL FI ELDS MOTION: by McMullen, seconded by Szyplinski to withdraw motion of January 3, 1985 regarding purchase of backstop for Rose Park. Motion carried unanimously. MOTION: by McMullen, seconded by Szyplinski to spend $1500 for ag lime for Rose Park and to purchase backstop for $1200 for City Hall Site. Motion carried unanimously. ORDINANCE #47 LeFebvre stated that is in the process of contacting other cities and will then proceed to get better idea of what the Commission would like written up regarding use of alchoholic beverages:in Andover'Parks. LeFebvre will do more research regarding this subject and submit more. information at the March 7, 1985 meeting. SOFTBA[E~TOURNAMENT SCHEDULE McMullen presented to the Commission his re-draft of for permit regarding useage of fields for tournaments for adult leagues. Prochniak stated that he felt park user fee was too high. LeFebvre stated that other cities are higher. Szyplinski said that we need monies to pay for clean up, striping, dragging etc. Prochniak asked if these fees would apply to youth programs? It was felt by the Commission that there should always be a damage deposit. It was decided to present the permit application to the City Council for approval. MOTION: by Szyplinski, seconded by McMullen to accept tournament application as written; add adult softball tournament at the top and forward to the City Council for approval as written to be adopted as Andover's format. Motion carried unanimously. (See attached) February 7, 1985 -2- JAMES PERRY PRELIMINARY PLAT MOTION: by McMullen, seconded by Szyplinski to accept cash in lieu of land based on 23 acres at 10 percent of fair market value with dollar amount to be determined at the time of final plat approval. Motion carried unanimously. HAWKRIDGE AND FOX MEADOWS Prochniak stated that he has asked the City Engineer to acquire cost estimate from Lary Carlson as to cost to grade and seed Hawkridge. Prochniak would like to place this on the priority list as work that needs to be finished in 1985. He stated that the Commission needs to work with capital outlay and get schemes prepared. McMullen stated that it would be beneficial to get this park area completed in order to allow the Andover Athletic Association to use it as a key location for the north end of the city. Fox Meadow discussion was tabled for the February 21, 1985 meeting. GENERAL DISCUSSION Frank Stone presented the necessity for the purchase of a multi-purpose sprayer (trailer type) for park maintenance. The Commission was in unanimous agreement for purchase of this item. MOTION: by Szyplinski, seconded by McMullen to purchase one multi-purpose sprayer (trailer type) for total dollar amount not to exceed $400.00. Motion carried unanimously. MOTION:by Szyplinski, seconded by McMullen to purchase one striper to maintain fields with dollar amount not to exceed $650.00. Motion carried unanimously. Frank Stone stated that he recommended to the City Engineer to get estimates for the resurfacing and painting and replacement of nets similar to the ones at the City Hall Site. He stated that this tennis court at Northwoods park is in dire need of repair in order to be useful to the residents. MOTION: by McMullen, seconded by LeFebvre that the City Engineer get estimates for resurfacing of tennis court at Northwood West park and to replace the nets. Motion carried unanimously. MOTION: by LeFebvre, seconded by McMullen to adjourn meeting at 10:00 p.m. Motion carried unanimously.
