PARK AND RECREATION COMMISSION
March 14, 1985

INFORMATION FROM COMMUNITY SCHOOL
Ms. Deluca supplied information (see attached) regarding redefinition
of her job description and how the redefining would make her role
more a human relations service in order to serve the entire city.
A detailed breakdown of what services could be offered is described
on the attachment.
Ms. Deluca was interested in acqulrlng the Park Commission's input
regarding park usage for the summer activity community program. She
indicated that due to enrollment numbers at certain parks, one area
may be dropped from the program and a new area added. She stated that
one area of concern was the development known as Johnson's Oakmont
Terrace. This park area would not be able to be used because it is
basically under water (park known as Dehn's). A few residents in
the area requested that Ms. Deluca arrange to have a summer activity
program in this area. Ms. Deluca was willing to consider using an
alternative site, ~uch as a vacant private lot. Ms. Deluca pointed
out the fact that this. has been done in the past without any problem.
An example of this situation was done in the area of Sub. 82., and the
owner kept the lot mowed. Ms. Deluca also indicated that she would
get in touch with Frank Stone at Public Works to arrange a tour to
various parks in the area. The Park Board discussed the possibilities
of spreading the playground summer activity program to other areas
of the City. Ms: Deluca stated that she would review and consider
those suggestions. The Commission and Ms. Deluca agreed to keep in
touch regarding this suggestion and consider any alternatives if
certain areas are needed and no park is available.
Ms. Deluca supplied the Park Commission with the building use (gymnasium)
at the Crooked lake Elementary School. (see attachment)
DISCUSSION REGARDING lIGHTING ANDOVER COMMUNITY PARK COMPLEX
Mr. Elling attended the meeting per the Chairman's request and gave
the Commission a breakdown on the lighting cost and scheme at the Complex
(a three phase scheme). Mr. Elling asked the Commission if they had
ideas as to how this project would be financed? Prochniak stated that
50% of the total cost could be supplied by grant monies and the remaining
monies would have to be budgeted and pursue some type of grant referendum.
This will be discussed in more detail now that figures on the lighting

scheme are now available. Prochniak indicated that when the entire
Park Commission has reviewed this li~hting concept and reached a
decision, they would forward a copy of this report to the City Council.
The Chairman indicated that they would do this as soon as possible.
Prochniak stated that there would be a seminar on March 29, 1985 from
1:00 to 3:00 p.m. in St. Paul. He stated that anyone that wished to
attend this seminar was welcome and that more information will come
to City Hall concerning locations etc. He felt that this seminar
would be beneficial to all concerned.
Prochniak also handed out to the Commission what he referred to as
a skelton breakdown on parks in the City that may be of high priority
for development. He indicated that a few of the parks that should
have been partially developed by now were not. He also stated to
the Commission that in no way was the listing a preference priority
scheme, but that the park as a whole should determine their priorities.
Prochniak did indicate that the Commission did not have to follow this
format, but to use the list to get an idea on park development. He
then asked the Commission to give their input regarding this list
so that some decisions could be made to forward to the City Council
for capital outlay projections and the coordinations with the overall
park budget.
It was agreed upon by the Commission to have additional work sessions
to get park projections and a finished outlook in place. It was
also decided that the Commission would also like to have a work
session with the City Council when the Commission has the
park projection package in place, hopefully sometime in
May Of 1985.
