PARK AND RECREATION COMMISSION
WORK SESSION
April 15, 1985
The Park and Recreation Commission met for a work session at 7:30 p.m. at
Andover City .Hall, 1685 Crosstown Blvd. N.W., Andover, Mn.
MEMBERS PRESENT: Prochniak, LeFebvre, Kinkade, Szyplinski, Strootman

There was. discussion with Curt Adams from Hoodland Development regarding
the motion that was made by the Commission on 3/6/85. Mr. John Trystad
had some concern as to how much land was being dedicated and what the
time frame would be for the development of the park (ball fields etc.).
His major concern was the amo~nt of park land that will be actually
dedicated. The Commission reviewed the original motion with Mr. Trystad
including information regarding what the development of the park may consist
of and also mentioned the outlot, although lowland, could still be of some
use in conjunction with the park land. Mayor Windschitl mentioned that
the Commission should have decided wnat will be placed in this park such
as ballfields etc. The Commission referred to a previous plot plan that
Curt Adams had brought in which showed the layout of the ballfield/soccer field etc.
At that time the Commission agreed with the layout. There was also
discussion regarding the future projection of a sewer line running through
park property on the west side of the park during Phase II of the development.
This information was new to Mayor Windschitl and he stated that this should
be brought up to the City Council.
MOTION by Kinkade, seconded by Szyplinski to accept cash in lieu of land for
6.1 acres (cost to be determined by the City Council and City Engineer) and
that 2.6 acres plus the lot to the east of lot 6 in section 11 which is part
of Phase II to also be included in park dedication of land. If there is any
disturbance of the proposed park land, then it must be graded and seeded.
The monies accepted in cash will be redirected back into this park for
development purposes. Motion carried unanimously.
PROPOSED PARK MATRIX PLAN
Kinkade gave a presentation on the proposed park matrix plan that will be presented
to the City Council on April 22, 1985. This plan will illustrate alternatives for
park development and expenditures. There was discussion regarding what parks are
priorities etc. The Commission is in agreement with this type of approach and
priority scheme (with the understanding that some of the project costs in certain
parks may vary and that other parks may be added to the scheme).

DISCUSSION
Prochniak mentioned to the Mayor that he was the one responsible for the flyer
that was given to some residents. He stated that his intent was to try to find
out how many residents are concerned with park development. He also stated that
it was not his intent to use this approach as an "us and they" approach. Prochniak
then asked the Mayor if it would be possible for the members of the Commission
to meet with these residents in the back room of City Hall to talk with them
concerning their parks in order to allow for less confusion at the City Council
meeting. He then apologized to the Commission.
