PARK AND RECREATION COMMISSION
April 18, 1985
The regularly scheduled meeting of the Park and Recreation Commission was held
at 7:30 p.m. at Andover City Hall, 1685 Crosstown Blvd. N.W., Andover, Mn.

Mr. Perry presented his preliminary plan for Majestic Meadows and stated that
the outlot would be changed to state that it is an exception and was wondering
if it would be included as park dedication for acreage? Prochniak asked Mr.
Perry how much of the outlot would be buil t on? Mr. Perry stated that it
is in a flood plane and therefore would require alot of fill so building
on it would be tough. He intends to go with green acres and has no intention
of developing this land. He stated that he would like to build his home
on this area. Prochniak asked when this would occur and Perry stated that
he would have to sell his lots first. Mr. Perry stated that he would give
an easement (100 feet on each side) for a possible bike trail.
MOTION: by McMullen, seconded by Strootman to accept cash in lieu of land for
lots 1,2,3,4,5,6, with the dollar amount to be figured at the time of the final
plat based on the estimated value which will be acquired by the City Engineer
from the Assessor's office. Motion carried unanimously.
MOTION: by Md1ullen, seconded by Strootman to get clarification from the
City Engineer and the City Clerk on just exactly what "exception" means
as far as park dedication. Does it get included as acreage for park
dedication or not? If the exception is included as part of park development,
the Commission requests that park dedication include the exception lot as
cash in lieu of land. Motion carried unanimously.
FAMILY OF CHRIST FIELD USAGE REQUEST
Prochniak stated that the Family of Christ Church would be using the fields
at the City Hall Site on Friday evenings and Sunday evenings with Crooked
Lake School as an alternate site on the weekends when a tournament may be
scheduled at City Hall Site. He stated he did not foresee any problems with
this. The Commission was in agreement with this - so be it.
TOURNAMENT FIELD USAGE PERMIT
McMull en s ta ted that he was not pl eased wi th the way the form for; the tournament
application was changed. He stated that he would like to have the Commission
reconsider their motion made at the work session, which, in his estimation,
should not have been made due to the fact that it was a work session. He
felt that motions should only be made at regularly scheduled meetings when
everyone is in attendance or they have a Quorum. The Commission decided to
have this item placed on the City Council agenda for May 7, 1985 as a discussion
item.

McMullen stated that the purpose of charging for the fields to be used for
tournaments was to raise money to help maintain fields and to help parks
pay for themselves in the future. He was in total objection to the discount
for 50% and 100% Andover residents. He stated that it would be hard to verify
the names on the lists that come in and also he stated that any tournament
that is held is a profit making event for organizations that are holding the
tournament.
MOTION by McMullen, seconded by Kinkade to eliminate all of paragraph #2 on
page 3 of the new application form referring to reduction of fees for Andover
residents and also to eliminate the reduction of fees for non-profit organizations.
Motion carried unanimously.
MOTION by McMullen, seconded by Sabel that all monies obtained from adult tournament
usage be placed into park dedication fund. Motion carried unanimously.
DISCUSSION
Chairman Prochniak stated that there were 9 to 10 residents that came to
the City Council meeting and he spote with them in the back room regarding
thei r concerns.
Chairman Prochniak stated that the City Council approved the purchase of playground
equipment at the Andover Cbmmunity Park Complex after the City Engineer compares other
prices from other companies.
MOTION by Kinkade, seconded by McMullen to adjourn at 9:30 p.m. Motion carried
unanimously.
