HomeMy WebLinkAboutMay 16, 1985 e<<, 01 ANDOVER MINUTES PARK AND RECREATION COMMISSION May 1 6, 1985 The regularly scheduled meeting of the Andover Parks and Recreation Commission was held at 1685 Crosstown Blvd. N.W. at 7:30 p.m. MEMBERS PRESENT: MEMBERS ABSENT: Also Present: Prochniak, Kinkade, McMullen, Szyplinski, Sabel, Strootman LeFebvre Frank Stone, Public Works PHONE SURVEY Chairman Prochniak stated that the City Council suggested that we get quotes from other companies to use as a comparison. He stated that it was now the time to decide on the best bid and company. MOTION: by McMullen, seconded by Strootman to approve Campaign Success Incor- porated at 4818 30th Ave. South, Mp1s, Mn. to do the survey of 250 registered voters using the attached list of questions. The monies for this survey not to exceed $800. Motion carried unanimously. DISCUSSION: The above company was chosen after reviewing the prices from CSI for $650 and Miller Research Service for $3800 plus or minus 10% and IMI Research for $7200. All three companies based their prices on the same type of survey and based on these figures, the Commission recommended to go with Campaign Success Incorporated. WOODLAND RIDGE AND PRAIRIE MEADOWS The Commission discussed where the $16,000 for Woodland Terrace and Prairie Meadows should be used. MOTION: by McMullen, seconded by Kinkade to accept cash in lieu of land with monies to be put in park dedication to be used toward the Kelsey payment. Motion carried unanimously. ANDOVER COMMUNITY PARK COMPLEX The Commission discussed central site and recommended that the City Engineer proceed with the seeding of the 2 new softball and 1 soccer field as soon as pas sib 1 e. DISCUSSION: The Commission reviewed the budget outlay for the City Hall Site and they felt that the next area to consider would be the expansion of the winter recreational facilities. After looking at the bids submitted to them 'by Frank Stone, the following motion was made: "2" 5/16/85 MOTION: by McMullen, seconded by Kinkade to allow Frank Stone to spend $2500 for three sets of bleachers from Earl F. Anderson. Motion carried unanimously. GENERAL DISCUSSION Mr. Stone stated that he would prefer to put another base box out or possibly make use of the warming house for storage for equipment. The Commission stated that that would be possible but then there is a problem with keys and who would be responsible for these keys. Mr. Stone stated that another problem is that there is no phone at the Complex site for emergency problems and that if the Deputy is not in the office this could create a problem. The Commission stated that a pay phone would probably be damaged but there again to have one in the warming house was a possiblity. The Commission really had no recommendation regarding the phone at this time. Mr. Stone also stated that there may be a need for one more satellite at the City Hall Site. The Commission asked that Mr. Stone 'check with three companies to get prices for three satellites - 1 boat landing 2 at City Hall Site. The Chairman. announced that the work session scheduled for the 21st of May would be cancelled until more infomation is available from the survey. The Chairman stated that the meeting on June 6, 1985 would begin at 7:00 in order to walk the City Hall Park area with all the Commission members. MOTION: by Sabel, seconded by McMullen to approve the May 2, 1985 minutes as wrltten. Motion carried unanimously. DISCUSSION The Commission stated that Family of Christ Church could not use both fields at the City Hall Site on Sunday from 1:00 to 7:00. The general feeling of the Commission was that this would tie up the fields too much and not enough time would be allowed for general public use on the weekends. They asked the secretary to send Mr. Tuttle a letter explaining this matter. If Mr. Tuttle had any questions regarding this matter, he could then be put on the agenda and attend a meeting to voice his concerns. The monies for this survey not to exceed $800. Motion carried unanimously. DISCUSSION: The above company was chosen after reviewing the prices from C5I and two other companies. Miller Research Service gave an estimate for $3800 plus or minus 10% and IMI Research gave an estimate for $7200. How often would you say you are using existing city parks in the summer? In the winter? 6. On a scale of 1 to 5, how satisfied are you with the overall Andover Park system? Satisfied - Dissatisfied
