Discuss Future Park Improvements August 18, 2022 INTRODUCTION The Park and Recreation Commission is requested to start discussions on future Park improvements. DISCUSSION With a large amount of new development recently, the Park Dedication Fund is growing rapidly. The current proposed 2023-2027 CIP was set before a large portion of the Park Dedication Fees were collected. It is the direction from Administration and the Park & Recreation Commission to evaluate the future improvements needed in our Parks and allocating funds for these projects. It is too late in the process to request changes to the proposed 2023-2027 CIP. This discussion would be for the 2024-2028 CIP and beyond. Projects can be planned for years beyond the scope of the five-year CIP. The funding for these projects comes from the Park Dedication Fees that are collected on new development in Andover. These funds can only be used for new improvements and not replacement or repairs of existing BUDGETIMPACT The City Council will determine what improvements get added to the 2024-2028 CIP. Discuss Field Use Schedule Revisions DATE: August 18, 2022 INTRODUCTION Staff is looking for input on revising the Field Use Applications and the field scheduling process. DISCUSSION Staff has started internal meetings to revise our current Field Use Applications and the field scheduling process. The current process leads to multiple follow up communications with applicants to ensure all necessary information is on the application. This leads to delays on preparing the schedules and additional time required by staff to continually follow up. The goal of the revisions is to make the application easier to submit for applicants, make the scheduling of facilities more efficient, and to make the schedules available online to view by the general public. Current practice is to allow associations to blanket schedule fields and rinks. Some associations submit practice and game schedules, but schedules can change daily. Staff is often unaware if fields are actually being used or are available when requests come in from other park users. ACTION REQUIRED Staff is looking for input from the Park & Recreation Commission on changes to the facilities use process and the direction of future scheduling for facilities. NOTE: Scheduling decisions will be made at the Park & Recreation Commission meeting on the third Thursday in November. • FOR SPRING AND SUMMER USE OF FACILITES - FIRST THURSDAY IN MARCH FOR SOCCER, SOFTBALL, BASEBALL, AND LACROSSE. NOTE: Scheduling decisions will be made at the Park & Recreation Commission meeting on the third Thursday in March. • FOR FALL USE — FIRST THURSDAY IN JULY FOR SOCCER, SOFTBALL, FOOTBALL AND BASEBALL. NOTE: Scheduling decisions will be made at the Park & Recreation Commission meeting on the third Thursday in July. It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first - come, first -served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. Total number of participants expected in program this year. Any organization and/or association that apply for use of a recreational facility will be required to pay a fee as determined by the City Council for park security. Note: PARKING REQUIREMENTS! The applicant may be required to provide parking attendants during the duration of the season where needed by hiring a company or providing association members to oversee the parking operations at Prairie Knoll Park and Sunshine Park to ensure that vehicles are parking in designated parking areas only. All other parks/facilities may also require the association or applicant to provide parking attendants when it is anticipated a larger group of participants/spectators are expected. The company that is hired or the association members that will be working the tournament or event must always use the required MNDOT approved reflective vests. Parking attendants will be responsible to contact the Anoka County Sheriff's Department when there is a conflict/issue/concern with parking. Note: The association or applicant shall provide other alternatives/options in writing to the City for approval which details how the parking operations for the season will not impact the park/facilities and/or the area residents in which the parking attendant requirements could potentially be waived.
