PARK AND RECREATION COMMISSION·MEETING - FEBRUARY 20, 2003
MINUTES
The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was
called to order by Vice-Chairman Dave Blackstad on February 20,2003, 7:08 p.m., at the
Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. .
Commissioners Present: Commissioners Dorrie Peterson, Al Grabowski, Dave
Blackstad, Thomas Goodmanson and Valerie Holthus
Commissioners Absent: Chairman Jim Lindahl and Commissioner Dan Masloski
Also Present: Parks Coordinator, Todd Haas

There were no comments at this time.
. APPROVAL OF MINUTES.
Motion by Holthus, seconded by Goodmanson, to approve the February 6, 2003 Park
Commission minutes as presented.
Motion carried on a 4-ayes, I-abstain (peterson was not present at February 6, 2003
meeting) O-nays, 2-absent vote (Lindahl, Masloski).
DISCUSS STATUS OF PRAIRIE KNOLL PARK/03-1, continued...
Commissioner Holthus presented an alternate plan for Prairie Knoll Park per the past
discussion by the Commission. The Commission discussed plans forthe sliding hill.

Commissioner Peterson questioned why the small existing par . g lot near Prairie Road
could not be left open for people utilizing the slidi.ng hill. Mr. Haas stated that the City
was trying to eliminate direct access to Prairie Road for safety reasons, as there will be

'-j Commissioner Peterson questioned whether the distance between the hockey rink and the
football fields was too close at· 20 feet. Commissioner Holthus stated that the distance
would be 45 feet between the hockey rink and the football field and a slightly smaller
distance between the hockey rink and the soccer field.
Commissioner Blackstad questioned the amount of kids on the football teams that would
be on the fields at one time.
Chuck Trom, representing the Andover Football Association, appeared and stated that
there would be approximately 20 players per team, which would translate to 80-120
people present if both fields were in use.
Commissioner Holthus stated that the Commission needed to discuss the fact that the
hockey rink was not included in their original CIP plan. Mr. Haas stated that the building
plan will need a few modifications due to the plan revisions for the park. Mr. Trom
stated that there were 2 proposed layouts for the building, but that he preferred proposal

Mr. Haas recommended scheduling an information meeting to discuss the park plans with
the neighborhood.
f' "\ There was a consensus among the Commission to schedule an informal informational
'~ meeting with residents at 6:00 p.m. on March 20, 2003 to discuss Prairie Knoll Park.
CONSIDER INSTALLATION OF SECURITY LIGHTS AT VARIOUS PARKS
The Commission discussed installation of security lights at various parks.
Commissioner Peterson questioned why the prices had increased so much ITom last year.
Mr. Haas stated that a lot of the price differences is in relation to the wiring needed and
the distances that they must run.
The Commission discussed the possibility of Connexus installing lighting near the
Eveland Park. Mr. Haas stated that the playground equipment is installed at Strootman.
He stated that the playground equipment is scheduled to be installed in the spring at Wild
Iris Park.
The Commissioner discussed the possibility of holding off on security lighting at Prairie
Knoll until final plans are adopted.
Motion by Grabowski, seconded by Holthus to recommend approval for installation of
security lights at Terrace Park, Wild Iris Park, Strootman Park, and Eveland Park, with
the possibility of checking into alternate cost sharing for street lighting at Eveland Park. i

- REVIEW INFORMATION ON SCOREBOARDS
Mr. Haas explained that he had not been able to gather pricing information on specific
scoreboards, so the scoreboard designs are for information only.
Commissioner Grabowski stated that he would like a scoreboard with a clock. He also
stated that he felt basic scoreboards were all the City needed. He stated that he didn't feel
the scoreboard needed information such as strikes, balls, and miles per hour.
REVIEW OUTSTANDING ITEMS
Mr. Haas reviewed outstanding items. He stated that the EDA met on February 12, 2003
and is considering three ball fields for the Andover Station North.
Mr. Haas stated that scheduling of the ball fields will be happening in the month of
March. The Commission discussed the possible conflicts among the associations.
CHAIR'S REPORT
Bill Hupp - 156 - 150th Lane NW
/- -" Mr. Hupp appeared before the Commission and stated that he thought including a hockey

rink in Prairie Knoll part was a very good idea. Mr. Hupp encouraged the Commission to
do more overall long term planning for area parks. He stated that he would like the park
usage to be multi-seasonal. He stated that his kids are very interested in hockey and i
skateboarding and any parks that could include plans for these he felt would be greatly
utilized by area kids.
Commissioner Peterson stated that she agreed that the Commission should be planning
for the future in looking at multi-seasonal uses.
Commissioner Holthus stated that she wanted to commend Kevin Starr and his staff who
groom the trails on the great job they have done. She stated that she has noticed lots of
use on the trails near the high school and they have been kept very clear.
Commissioner Peterson questioned the status of the DNR grants. Mr. Haas stated that he
was submitting the grant for the Coon Creek corridor extension west of Hanson next
week. He stated that the other two applications were still in progress, but had not been
submitted.
Commissioner Peterson stated that the two Eagle Scout projects have been completed.
She stated that she wanted them to receive attention in the upcoming newsletter. Mr.
Haas suggested she contact Rhonda to have information be included in the March issue of

... J Commissioner Grabowski shared information that his wife had picked up on an Andover
house featured in the Parade of Homes. The house listed for $427,000 and included in a
list of amenities was access to Andover's many new paved trails.
Commissioner Grabowski wished a speedy recovery to Lois O'Toole, wife of Dave
O'Toole, former Park and Recreation Commission member, who was hospitalized this
week.
ADJOURNMENT
Motion by Holthus, seconded by Göodmanson, to adjourn the meeting at 8:05 p.m.
