PARK AND RECREATION COMMISSION MEETING - JANUARY 15,2004
MINUTES
The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was
called to order by Chairman ~~Uary 15, 2004, 7:03 p.m., at the Andover

APPROVAL OF MINUTES
Motion by Blackstad, seconded by Masloski, to approve the December 4,2003 Park
Commission minutes as presented. Motion carried on a 5-ayes, O-nays, 2-present (Bedor
and Walton), O-absent vote.
INTRODUCTION OF NEW PARK COMMISSION MEMBERS
Chair Lindahl introduced the Park Commission members. He then swore in
Commissioners Blackstad, Bedor and Walton.
REVIEW OF CROSSTOWN MEADOWS PRELIMINARY PLAT
Mr. Law stated the proposed preliminary plat is located at the southeast comer ofthe
intersection of Crosstown Boulevard NW and South Coon Creek Drive NW. Sixteen
(16) townhome lots are proposed.
No action will be necessary on the preliminary plat as the park dedication was already
- "- taken care of as part of the Kensington Estates development of which this lot was part of

Commissioner Masloski questioned if there would be any future trails for this
development.
Mr. Law stated there would most likely to be a trail along the east side of Crosstown
Boulevard with sidewalks possibly along a short section of 141 5t Lane east of Crosstown
Boulevard and along 142n Avenue also east of Crosstown Boulevard.
Chair Lindahl questioned if it would be trail or a sidewalk.
Mr. Law stated he would have to get back to the Commission with that answer.
No action was necessary.
APPROVE TOURNAMENT APPLICATION/ANDOVER BASEBALL
ASSOCIATION AND ANDOVER ATHLETIC ASSOCIATION
Chair Lindahl stated the earliest the associations can submit is December 15th for the
following summer. At this time, no other tournaments have been scheduled for the
upcoming season. The association and dates ofthe tournaments that have been scheduled

use City Hall Complex if available.
· May 21-23/ ABA! Andover Traveling InvitationallFields 5-10 at Sunshine Park.

use City Hall Complex if available.
· June 18-20/ABA!AAU National Qualifier lOB & llB/Fields 5-10 at Sunshine

use City Hall Complex if available. .

Tom Berard, President of the Andover Athletic Association, questioned the policy of
tournaments taking precedence over leagues. He stated the Association has always played
the oldest girls on Sunday nights and when tournaments run late, there is no where for the
girls to play. He questioned who sets this precedent and how it can be changed. He
requested to be guaranteed fields on Sunday nights in spite of the tournaments.
Commissioner Blackstad stated there are only three weekends at issue and they should
not be an issue unless there are more than 30 teams or if there are weather issues.
Mr. Berard stated 16 teams show up at 3 p.m. on Sunday nights and sometimes they
cannot play. He stated someone must have a rule and they need to know if they will be
able to use the field or not. He stated they are trying to be accommodating by playing at 3
p.m.
Mike Nelson, Andover Baseball Association, stated they are bound to what the
organization needs to do. He stated they could not necessarily commit to limiting the
hours because they will not know the schedule until June. He stated there would be 32
teams for the State qualifiers.
Commissioner Blackstad stated there are two games on Sunday and they should be able

Mr. Nelson stated the tournaments are currently scheduled to end at 4 p.m.
Kelly Gothier, Andover Softball Association Director, stated currently the games are
scheduled at 5 p.m. and the make-up games are scheduled for 3 p.m. and 4 p.m. He stated
they needed to communicate with the Baseball Association to coordinate schedules.
Commissioner Goodmanson questioned how many weekends are affected by
tournaments.
Mr. Nelson explained that there are two weekends involved. ,
Commissioner Blackstad suggested that the Baseball Association communicate with the
Softball Association if fields will be open.
Chair Lindahl explained the tournaments do take precedence over league play.
Commissioner Masloski stated it was critical that they get the lights installed at Sunshine
Park this year. He stated both associations need to think outside the box to make this
work.
r ~\ Mr. Berard stated they play Ramsey teams for some relief and the lights will help, but not

'-) Commissioner Blackstad questioned if all the fields are used on Sunday.
Mr. Gothier stated they use four out of the six fields on Sundays.
Mr. Nelson stated there are no baseball games on Sundays and they have no problem not
using Sunshine Park on Sundays.
Commissioner Bedor questioned if the high school fields could be used.
Commissioner Blackstad stated only ages 14 and up can use those fields because of the
SIze.
Commissioner Masloski questioned if there are enough fields for league play Sunday
through Thursday.
Mr. Berard stated no.
Commissioner Masloski stated the Commission must decide. On the one hand, the
Commission wants to showcase the community by holding the tournaments here. On the
other hand, tournaments can run late and weather can be a uncontrollable factor. If the
leagues take precedence over tournaments, then that is a blackmark against the
(~) community. If the tournaments take precedence over leagues then we will get calls from
parents.
Mr. Gothier stated softball is finished by 5 p.m. on Sundays.
Commissioner Masloski stated Sunshine Park should be a priority to get lit this year.
Chair Lindahl stated it is the consensus of the Commission that tournaments shalI take
priority on the Sunshine Park fields.
Commissioner Blackstad stated there should be a stipulation that the Baseball
Association should notify the Softball Association when those tournaments will be held
as soon as possible.
Chair Lindahl stated there are only three weekends of the season affected.
Mr. Berard stated the schedule lists Fields 1-4 and these do not exist yet. He also stated
Eveland Park fields are not on the list.
Mr. Nelson stated baseball does not use Eveland Park.
Motion by Blackstad, seconded by Masloski, to approve the tournament

condition that Eveland Park is added for softball; tournaments will take precedence over
league play with stipulation that baseball notify softball of schedules as soon as possible;

.j and Hidden Creek, Pine Hills and Shadowbrook would be added to the baseball schedule.
Motion carried on a 7-ayes, O-nays, O-present, O-absent vote.
UPDATE OF SUNSHINE PARK CONCESSIONS, CONT.-FINANCE
Chair Lindahl stated it was the consensus of the Commission to approve C&H
Distributing for Sunshine Park concessions.
Motion by Blackstad, seconded by Holthus, to recommend to the City Council to approve
C&H Distributing to operate concessions at Sunshine Park and enter into a contract for 3
years. Motion carried on a 7 -ayes, O-nays, O-present, O-absent vote.
UPDATE OF POSSIBLE DONATION/CITY OF ANOKA POOL, CONT.- FINANCE
Chair Lindahl stated that for over the past 3 years the residents of Andover received a
reduced iätè to use the Anoka Aquatic Center and a contribution of $4,000 a year has
been made to the City of Anoka. To continue the reduced rate for the residents of
Andover, a continued contribution would have to be made in the amount of $4,000.
Motion Blackstad, seconded by Walton, to table this item until the next meeting until
further information on how many residents this program helps is gathered. Motion carried

CONSIDER 2004 GRANT APPLICATION ROUND !
Chair Lindahl stated it is time to consider if the Park & Recreation Commission would
recommend to the City Council to apply for any of the grant programs that may be
available subject to funding by the 2004 Legislature. In 2003, Outdoor Recreation Grants
were applied for the Coon Creek Corridor Trail west of Hanson Boulevard NW. A
$100,000 DNR Grant was awarded to the City but was later determined by the City
Council not to construct the trail due to neighborhood opposition along a portion ofthe
trail along the north side of Coon Creek. Also, the City is completing the application for :
the Water Resource Cooperative Acquisition and Development Program which is a grant
for Crooked Lake Boat Landing improving public boat access, parking lots, docks and
boat launch ramps. .
Commissioner Holthus stated she would like to see a grant for the boat landing.
Mr. Law stated staff was working on that.
Chair Lindahl stated the landing grant would be worthwhile and that he did not have time
to review the CIP to make any other recommendations.

more time to review the CIP to see if any of the grant specifications match any of those

ANOKA COUNTY SHERIFF'S DEPARTMENT JRD QUARTER REPORT
Chair Lindahl reviewed the Anoka County Sheriffs Department 3rd Quarter report.
No action required.
REVIEW OUTSTANDING ITEMS
Mr. Law reviewed the on going and on hold projects list.
Mr. Law stated there have been no changes since the last meeting. He stated that well
drilling began this week and will take about four weeks to complete. He also stated the
footings have been poured for the Sunshine Park Picnic shelter.
Commissioner Holthus questioned ifthere would be any landscaping done at the
Sunshine Park shelter.
Mr. Law stated if would look into it and get back to the Commission.
Chair Lindahl asked for Task Force updates.

Stakeholder's Design Team-MasloskiIBlackstadIHolthus-Commissioner Masloski stated
April 1 will be the date to break ground for the arena and that they plan to open for
operation October 1, 2004.
CHAIR'S REPORT
Commissioner Masloski stated he had the opportunity to review southern metro cities'
park systems recently. He stated the communities ofBumsville, Eden Prairie and Eagan
all have beautiful park systems. Because Andover is a young, growing community, the
Commission should be challenged to get a handle on the parks here. He stated he knows
the Parks Department is crippled financially and that they should look at increasing park ,
dedication funds. They should also look at other ways of increasing revenues for parks.
He stated he would like the Commission to be more proactive when it came to parks. He
questioned if the park dedication increased this year.
Commissioner Blackstad stated it did increase.
Commissioner Masloski questioned what the commercial/industrial park dedication was.
() Commissioner Blackstad stated it was 10-percent. He also stated that considering all of
the financial problems ofthe past, the Commission did an outstanding job with what they
had. The Commission still has a lot of catching up to do. He stated he agrees that when

the 1000 acres comes on board, the Commission needs to be prepared to tell the Council
where the parks should be located and what the Commission is looking for. He explained
he would like a soccer complex and four more softball fields for adults. He stated these
leagues could bring in more revenue for the parks budget from the summer leagues.
Commissioner Holthus stated the Commission should not just think about fields. She I
stated it would be a good idea for the Commission to tour other communities to get ideas
and become educated ~~fore new developments come in. S~e also stated she would like . *

Commissioner Masloski stated Andover should incorporate the Community Center into
the park system. Anoka County includes water parks, tube sliding, natural areas, etc. into
their park systems. They have a wide variety of offerings.
Commissioner Blackstad stated the City does need those things but it also needs other
things. The City also needs to bring in the funds to make these things happen.
Chair Lindahl stated the City was not prepared for the addition of the schools and the
influx of so many people. There was no plan for handling this. He stated the City was
only notified one year before the schools came. He stated for years the City only
r - ~ budgeted $15,000 to $25,000 per year for parks. He stated the changes have been good
\ but the community has a way to go. He stated the Commission should think about what

the additional needs ofthe community are and that it will be quite a mission. He
explained the Commission has really come through over the last six years and that it has
been fun and challenging.
