Adjournment , / "- , J '-j ~ ~ . ~ 0 i2[¡\.-\Let LV''- ~~ NÓOVË LC1-¿\:h;) 5-Þ-c,cl PARKAND RECREATION COMMISSION MEETING-MARCH 18,2004 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chairman Jim Lindahl on March 18,2004, 7:08 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Thomas Goodmanson, Ernest Bedor, Dan Masloski, Chairman Jim Lindahl, Dave Blackstad, Devon Walton (arrived late) and Valerie Holthus Commissioners Absent: There were none. Also Present: Parks Coordinator, Todd Haas Others RESIDENTS FORUM /\ \) There were no comments at this time. APPRO V AL OF MINUTES Motion by Commissioner Blackstad, seconded by Commissioner Holthus, to approve the February 19,2004 Park Commission minutes as presented. Motion carried on a 5-ayes, O-nays, I-absent (Walton), I-present (Masloski) vote. REVIEW OF COUNTRY OAKS WEST SKETCH PLAN Mr. Haas explained that this item is in regard to the proposed Country Oaks West sketch plan. The proposed sketch plan is located northwest of the intersection of 16151 Avenue NW (CSAH 20) and Burlington Northern Santa Fe Railroad. One hundred lots are being proposed. Mr. Haas stated the Commission may want to consider having a mini-park, which by defmition are typically located within neighborhoods and serve residents living within less than 14 mile of the mini-park and have an area of2 acres or less. Mr. Haas stated the Park & Recreation Commission is requested to review and give direction as to the park dedication requirements for the proposed development of Country Oaks West. Mr. Hass indicated that the Commission needs to choose a couple of areas Ü the Commission would be interested in for park dedication, and he would notify the Planning Department of same. . Regular Andover Park & Re~2tion Commission Meeting 0 Minutes - March 18, 2004 Page 2 ~~) During the discussion of the sketch plan, Commissioner Holthus said Lot 24 of Block 1 would not be a safe situation for children as it is located by the railroad tracks. She said she would lean towards Lots 25,26, and 27 of Block 1. (Commissioner Walton arrived.) Mr. Haas stated Lot 27 of Block 1 has just a small portion of wetland on it. Chairman Lindahl said they should avoid having the park adjacent to main thoroughfares, which in this case runs north south through the development. Commissioner Walton said they should look for odd-shaped lots that wouldn't make good residential lots. Mr. Haas stated Lot 24 of Block 1 would make a good townhouse development. - Motion by Commissioner Blackstad, seconded by Commissioner Holthus, to recommend to the Planning Commission that Lots 25, 26, and 27 of Block 1 be considered for park dedication, with the remaining balance due being cash in lieu of land. Motion carried on a 7-ayes, O-nays, O-absent vote. APPROVE 2004 SOFTBALLlBASEBALL SPRING/SUMMER SCHEDULE C) Mr. Haas explained that this item is in regard to approving the 2004 spring/summer softball/baseball schedule. He presented the proposed 2004 softball/baseball schedule that identifies the associations that will be using the fields. He also noted the applications from the following groups: Andover Athletic Association, Andover Baseball Association, St. Phillips Lutheran Church, and Andover Elementary (Grade 4). Mr. Haas pointed out that the schedule includes the Fun Fest and the tournaments that have been approved but does not indicate the church group on the schedule. In the past the church group has been using City Hall fields. It was noted that, at this point, the community school is not anticipating using any of the City facilities for the summer program. The Andover Elementary (Grade 4) will be using the ball fields and soccer fields at Sunshine Park for one day, Tuesday, June 8th from 10:00 a.m. to 3:00 p.m. for , their end of the school year party. Mr~ Haas stated the Park and Recreation Commission is requested to approve the 2004 i ! softball/baseball schedule. He stated the two items that need to be addressed are the church group, and that Field No. 1 at City Hall is becoming available (because the contractor will not be using it until then) through July 15th and both baseball and softball are interested in that field. ! Tom Berard of the Andover Athletic Association stated that there would not be lights at Sunshine Field until the end of July, and their season ends at the end of June. He 0 explained their need for Field No. 1 and explained their schedule. ~ 0 0 Regular Andover Park & Recreation Commission Meeting Minutes - March 18, 2004 Page 3 ,-,\ \ Mike Nelson, Traveling Director for the Andover Baseball Association, explained their <J need for Field No. 1 and explained their schedule. John Hierlinger of the St. Philips Lutheran Church, requested the Commission use of fields for their church league to play softball on Sunday evenings. Commissioner Blackstad stated he would like to see a split such as baseball using the field Monday and Wednesday and softball using the field Tuesday and Thursday. Commissioner Masloski suggested each one using the field every other week, and there was some discussion with Mr. Berard and Mr. Nelson regarding that that would be a good compromise. Motion by Commissioner Blackstad, seconded by Commissioner Walton, to approve the 2004 Softball/Baseball Spring/Summer schedule as presented and for City Hall Field No. i 1 to be used by baseball/softball during alternating weeks, beginning with softball. Motion carried, 7 -ayes, O-nays, O-absent vote. Further Discussion Mr. Nelson asked if they would have facilities at Sunshine, and Chairman Lindahl () answered it's a monthly rental, and he assumed it would be the first of the month. Mr. Blackstad said he had talked to Kevin, and that whatever they did last year is what is happening this year; that they could call and talk to Kevin. ; Mr. Hiedinger indicated the fields he needs could be split apart, and he would need three fields. There was a discussion regarding which fields would be appropriate, and fmally ! Commissioner Holthus suggested Terrace, Rose, and Hills of Bunker. j Motion by Commissioner Holthus, seconded by Commissioner Blackstad, that St. Philips Lutheran Church use Terrace, Rose, and Hills of Bunker fields on Sunday evenings. Motion carried on a 7-ayes, O-nays, O-absent vote. , APPROVE 2004 SOCCER/LACROSSE SPRING/SUMMER SCHEDULE Mr. Haas explained that this item is in regard to approving the 2004 spring/summer soccer/lacrosse schedule. Also a part of this item is a request to hold a tournament by North Metro Soccer Association for June 11-13 for Soccer Fields 2, 4-6 and the ball field outfields at Sunshine Park. Mr. Haas presented the proposed 2004 spring/summer soccer/lacrosse schedule that identifies the fields that will be used by the associations. He also noted the applications ,,-,\ from the following groups: Andover Invaders Soccer Club, North Metro Soccer Association and the Andover Area Lacrosse Association. Also, as part of the tournament, \,~/ North Metro Soccer Association would like to use the outfields at Sunshine Park to set up ; ~ 0 (J Regular Andover Park & Recreation Commission Meeting Minutes - March 18, 2004 Page 4 .r' \._j other fields June 11-13. No softball or baseball tournaments are scheduled for these dates. It was noted that, at this point, the Community School is not anticipating using any of the City facilities for the summer program. Commissioner Blackstad indicated it was an internal issue regarding moving the goals on Sunshine #5 to another field and to speak to Kevin about it. I , ; Motion by Blackstad, seconded by Walton, to approve the 2004 Soccer/Lacrosse Spring/Summer schedule, as presented, and the request for a tournament by North Metro Soccer Association for June 11-13, 2004, for Soccer Fields 2, 4-6, and the ball field outfields at Sunshine Park. Motion carried on 7-ayes, O-nays, O-absent vote. r PRAIRIE KNOLL PARK HOCKEY RINK DISCUSSION /03-1/ ANDOVER HUSKIES YOUTH HOCKEY ASSOCIATION .r~ Mr. Haas explained that Chuck Trom has requested to address the Park and Recreation \._~ Commission regarding Prairie Knoll Park. Chuck Trom, representing the Andover Huskies Youth Hockey Association, spoke to the Commission regarding moving the boards from Prairie Knoll up to City Hall. He stated he understood they wouldn't be moved unless the Community Center goes through. Commissioner Blackstad stated the budget looks pretty slim for the next year or two, so any monetary and manpower help from the associations would be appreciated. Dan Terhaar from the Andover Youth Hockey Association stated they had more ; manpower than funds, and would do what they could to help out. Mr. Trom stated it would cost somewhere around $11,000, rather than $25,000 new, by using 50 percent of the old boards. He has been talking to Tony Howard regarding pouring a concrete slab, and will be having further discussions with him on this. Chairman Lindahl stated the Commission is accepting of the idea and would like to get feedback from the hockey association on what funds they could put forth. Mr. Trom stated there was enough electricity at Prairie Knoll Park building to light up the hockey rink. j .,-) Commissioner Blackstad stated he thought the idea was a sound one. He stated they , . --./ would need to wait until the Council approved the Ice Arena/Community Center project. ? Chairman Lindahl stated they would put the project on hold, but be ready to move. No action taken. SUNSHINE PARK BALL FIELD LIGHTING UPDATE / 04-5 Mr. Haas explained that this item is in regard to an update on Sunshine Park Ball field lighting, Project #04-5. He noted the information on the agenda item that will be presented to the City Council at their March 16 meeting and asked if there are any questions regarding this project. Commissioner Blackstad stated he had spoken to both baseball and softbaIl presidents, and that they would be talking to their Boards about doing a two or three way split with the Commission for the cost of the scoreboards, conduits, and wires. No action taken. REVIEW OUTSTANDING ITEMS Mr. Haas reviewed outstanding items. ,- ') '- , Commissioner Blackstad stated there was an issue as to what to do with the skateboard equipment when the Ice Arena/Community Center comes in. He has spoke with a couple of churches that are looking at possibly putting the equipment in their parking lot. The issues are supervision and liability. Ifnone of the churches can put it in their parking lot, it will have to be kept in storage. One of the insurance provisions with the League of Minnesota Cities is that the equipment must be within 1000 feet of a phone for emergency purposes. No action taken. ADJOURNMENT Motion by Commission Blackstad, seconded by Commissioner Walton, to adjourn the meeting at 8:28 p.m. Motion carried on a 7-ayes, O-nays, O-absent vote.
