HomeMy WebLinkAboutMarch 12, 1992 0 0 0 ~ CITY of ANDOVER ANDOVER ECONOMIC DEVELOPMENT COMMITTEE - MARCH 12, 1992 MINUTES The Meeting of the Andover Economic Development Committee was cal led to order by Chairperson Don Jacobson on March 12, 1992; 6: 30 p. m. . at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Members present: Mayor Ken Orttel, Mike Knight, Mike Auger Members absent: Thomas Gerster, Lon Helgemo, Howard Neisen, Bill ! Coleman, Gregg Krol I, Rebecca Pease Also present: City Planner, Dave Carlberg PROPOSAL BY RICK POVLITZKI 0 Mr. Carlberg outlined the proposal of Rick Povlitzki of Blaine to acquire Lots 3 and 4 of Block 1 in the Andover Commercial Park to construct a bar and restaurant with live entertainment. The Commission discussed the questIon of the compatibIlIty of the proposed use with the surrounding area. Mr. Povlitzki made a similiar proposal about a year and a half ago, but the City had to revoke it when Mr. PovlitzkI failed to proceed In a timely manner. After some discussion, the general consensus was that the proposed use is more of a retail-type business that is not compatible with the Commerical Park, that the hours of operation and resulting noise are not desirable for neighboring residents, that the use would create a substantial amount of traffic whIch Is undesirable for that area, and that the City does not allow liquor I icenses wi th live entertainment. Mr. Carlberg stated he also polled several members of the Committee who were unable to be at the meeting: Thomas Gerster did not feel the use was appropriate in a commercial area. Howard Neisen was also opposed, feelIng It is not compatible wIth nearby residential areas. Gregg Kroll dIdn't feel a bar belongs In a commercIal park, citing problems they have with a bar close to his business. Becky Pease had also expressed opposition to the use in the Commercial Park. In summary, the Committee felt the use is in conflIct with the health, safety, and wefare of the surrounding citizens who purchased homes in (J the area. In addition, Tax Increment Financing funds were used to develop the Commercial Park, and the Committee felt the residents would not be satisfIed with using the money for this type of use. PROPOSAL BY RON HUDAK Mr. Carlberg explained Ron Hudak of G & R Elevator, Blaine, has inquired about the purchase of Lot 2, Block 2 in the Andover Commercial Park. They are leasIng a buIldIng in Blaine and are being forced to move because the other business is expanding. The business assembles passenger elevators and is basically I I gh t industry. It appears there would be no outside storage; and Mr. Hudak has said they would fence if there ever was any such storage. PrIce does not appear to be an Issue. The busIness has many Andover residents, and they hope to expand In the near future. After some discussion, the Committee generally agreed that the business would be a desirable one in the Commercial Park. They encouraged Mr. Carlberg to proceed with negotiations with Mr. Hudak.
