ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING
APRIL 19, 1994 - MINUTES
A Meeting of the Andover Economic Development Authority was called to
order by Mayor Jack McKelvey on April 19, 1994, 7:42 p.m. , at the
Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota.
Present: Councilmembers Dalien, Jacobson, Knight, Perry
Absent: None

WASTECO SITE
Mr. Fursman reviewed the findings from Braun Engineering of the Phase I
Environmental Study. There were several possible red flags for the City
to consider. There is some water contamination on the site and some
0 buried rubbish. Given that, the Staff recommendation is to let the
option expire and to discontinue pursuit of the site unless some type of
division of the property can be accomplished. He further recommended
the Council authorize he and the City Attorney plus any member of the
Council to look at the possibility of having the contaminated area
removed from any purchase consideration and bring a divided property
back to the Council for consideration at a later date. He didn't think
the entire site is contaminated.
There was some debate among the Council was to whether or not to pursue
the purchase of the southern area along Bunker Lake Boulevard. Those in
favor felt the additional 30 acres is needed to be able to supply larger
sized commercial lots, plus there has been some talk of relocating the
junkyard that is there, which would then free up that land to
potentially provide a large commercial area along that road. The
county's easement is not over the 30 acres in question. Those opposed
argued that with the property subject to tax forfeiture in 1995, the
City may be able to purchase it at a lower cost in a few years; or it
might be purchased privately and developed. There was also concern over
whether financial institutions would be willing to finance construction
on that property given its proximity to the contaminated area.
Councilmember Perry questioned whether the use of Tax Increment
Financing dollars wouldn't be better spent south of Bunker Lake
Boulevard by contributing to the screening of the auto recycling yards.
0 She preferred the TIF funds be spent in that area for screening or the
purchase of the businesses rather than take the risk of purchasing even
a part of the Wasteco property.

Mayor McKelvey explained the EPA lS holding a meeting on the South
Andover Superfund Site the first week in May, after which the City will
know what is involved with those properties in the auto recycling yards
vicinity. If that Superfund Site area along with two or three auto
recycling yards can be acquired by the City, there would be about 40 to
50 acres on the south side of Bunker Lake Boulevard which could be
developed commercially. He would like to see that pursued.
No direction was given by the Authority on any suggestion other than to
let the purchase option expire.
MOTION by Jacobson, Seconded by Perry, that the Council direct Staff and
legal counsel to let the purchase option on the Wasteco property
collapse. Motion carried on a 4-Yes, I-No (McKelvey) vote.
ADOPT RESOLUTION ESTABLISHING AUTHORIZED BANKS AND INVESTMENT
INSTITUTIONS
MOTION by Knight, Seconded by Perry, the Resolution as presented
designating depositories of funds and supplemental depositories for
¿ investment purposes only. (See EDA Resolution R003-94) Motion carried

MOTION by Perry, Seconded by Jacobson, to adjourn. Motion carried
unanimously.
The Meeting adjourned at 8:09 p.m.
