(612) 755-5100 ,c,,~"':;:" ;".,";,;"-"-",,-,-,.,, ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING JULY 5, 1994 - MINUTES A Meeting of the Andover Economic Development Authority was called to order by Mayor Jack McKelvey on July 5, 1994, 9:50 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. I i Present: Councilmembers Dalien, Jacobson, Perry Absent: Councilmember Knight Also present: City Attorney, William G. Hawkins City Planning Director, Dave Carlberg City Finance Director, Daryl Sulander City Administrator, Richard Fursman Others RECEIVE FEASIBILITY REPORT/ANDOVER COMMERCIAL PARK/IP94-13 Mr. Fursman thought the cost of estimated $107,450 for the project noted C) in the Resolution excluded the grading of the Field of Dreams, but he has not been able to confirm that with John Davidson of TKDA. Councilmember Jacobson noted the engineering fees amount to 19 percent of the project. He was bothered by the fact that TKDA worked on the original Commercial Park project, and it was the responsibility of that firm to make sure that it was done correctly initially so building permits could be issued. He understood that mistakes can be made, but he did not feel the City should be paying for the fees again because of a mistake on the part of the engineering firm. He thought the Council should ask TKDA to swallow the entire amount or to substantially reduce the amount of their fee. Mr. Fursman gave a brief background of the project, noting it was the understanding of the Staff that upon completion of the project, the City was given buildable lots with four to six inches of topsoil. Soil borings have shown 18 to 24 inches of peat, which is not buildable soils. When this was determined, TKDA explained they were aware of it but thought it was cheaper to move dirt only where the building was to I be put on the site as the lots are developed than to make the entire site conform. He hasn't been able to determine if Staff was aware of ! that or if it was a decision arbitrarily made by TKDA. Staff is now ¡ recommending excavating the entire site because the lots need to be sold. It doesn't look as though it would be any cheaper in the long run I to correct only a portion of each lot as it is developed. (J Councilmember Jacobson did not object to paying for the removal of the dirt, but he did not think the City should have to pay for engineering again. At the same time, he did not wish to hold up the project. ! u 0 Andover Economic Development Authority Meeting \) July 5, 1994 - Minutes ----J Page 2 (Receive Feasibility/Andover Commercial Park/IP94-13, Continued) I I MOTION by Jacobson, Seconded by Dalien, that the Andover Economic Development Authority accept the feasibility study on the City Project 94-13 as submitted by TKDA and direct preparation of final plans and specifications for the project; and at the same time have City Staff discuss with TKDA the engineering fee on the project that was discussed at the EDA meeting this evening, and have City Staff report back to the Authority on the resolution of those discussions. (See Resolution EDA R005-94) Motion carried on a 4-Yes, I-Absent (Knight) vote. MOTION by Dalien, Seconded by Perry, to adjourn.
