DECEMBER 20, 1994 - MINUTES
A Meeting of the Andover Economic Development Authority was called to
order by Mayor Jack McKelvey on December 20, 1994, 9:50 p.m., at the
Andover City Hall, 1685 Crosstown Boulevard NW,Andover, Minnesota.
Present: Councilmembers Dalien, Jacobson, Knight, Perry
Absent: None

ADOPT 1995 EDA BUDGET
MOTION by Jacobson, Seconded by Dalien, to so move. (See Resolution EDA
R009-94 adopting the 1995 Economic Development Fund Budget). Motion
carried unanimously.
(J APPROVE SKETCH PLAN/IP94-33/COMMERCIAL BOULEVARD NW EXTENSION
ORDER FEASIBILITY REPORT/IP94-33/COMMERCIAL BOULEVARD NW EXTENSION
Mr. Erickson reviewed the proposed sketch plan for the connection of
Commercial Boulevard from its present location at Nightingale west to
its location at Thrush Street. The sketch also shows possible
north/south connections between Commercial Boulevard and a service road
to be constructed along Bunker Lake Boulevard. Right of way would need
to be purchased, and TIF funds are available. Mr. Fursman reported CRA,
who was responsible for the clean up of the area, has just given a clean
bill of health for the property. Mayor McKelvey stated the CRA report
notes there are minimal particles left; and the person he talked with
this morning is looking into whether those are small enough so the City
would not be held responsible should it buy the property.

Attorney Hawkins noted the City cannot condemn property needed for right
of way which is owned by the State or county. Mayor McKelvey questioned
why this is being considered now when the deeds are not clear and costs
of acquiring easement is not known. Mr. Fursman felt the City should I
have a plan of what it wants to do out there before approaching the
purchase of any property. It is also necessary to have a complete plan
in place so costs can be estimated and property owners know what the
City is planning rather than piecing the plan together. Attorney
Hawkins felt both the feasibility study and inquiring as to the cost of
r'\ obtaining easement can be done at the same time. Councilmember Jacobson
~~ stated the Road Committee looked at this proposal with one north-south
street just to show what it could look like in the future. This is only
a feasibility to determine costs. Councilmember Perry felt it would be
a good idea to have a plan in place and to know costs. It may change
eventually, but she felt the City must start with something.

JoAnn Wilbur - asked if they are talking about just the extension of
Commercial Boulevard. Mr. Erickson stated the Resolution is just for
Commercial Boulevard, but the sketch also includes proposed north/south
streets and a service road along Bunker Lake Boulevard. Attorney
Hawkins stated the feasibility will tell the cost of construction and
how much right of way is needed. The City would try to negotiate the
acquisition of the easement with the property owners. ,
Ms. Wilbur - agreed Commercial Boulevard goes nowhere and is now a drag
strip. It should have been done completely at one time. Does everyone
get notified if the project is to be done? What does it cost to have
a feasibility study done and how much land will be needed for the road?
She also noted the tax assessor came through their place even though he
wasn't scheduled to come for another year. She expressed frustration
that they are not kept informed of what the City is doing out there.
Mayor McKelvey stated the affected property owners will be notified.
Staff noted only three parcels are affected by the extension of
Commercial Boulevard. Mr. Davidson estimated it would cost $2,000 for
the feasibility study, and it will tell how much land is needed for the
road. The purpose of the road is to encourage industrial/commercial
\ development. Mr. Fursman also noted the importance of planning for the
, north/south roads and a frontage road along Bunker Lake Boulevard, as
the county will not allow direct access to the road once it is improved.
Ms. Wilbur - noted Pov's Sports Bar has direct access to Bunker Lake
Boulevard, so why can't the other businesses have the same access. Mr.
Davidson explained that access will be eliminated once Bunker Lake
Boulevard is completed, with access then onto Jay Street. Councilmember
Dalien suggested that while doing the feasibility study, contact be made ,
with the county to find out how much it will cost to obtain the
necessary easement for the road.
MOTION by Jacobson, Seconded by Dalien, that the Authority authorize a
feasibility report which would be known as project 94-33 which would be
Commercial Boulevard NW, the extension of it; and in that feasibility
report, as a separate part, to include the feasibility of a north/south
Nightingale from Commercial Boulevard to the vicinity of Bunker Lake
Boulevard; and return the report to the Economic Development Authority
as soon as possible. (See Resolution EDA ROI0-94) Motion carried
unanimously.
MOTION by Perry, Seconded by Knight, to close the EDA meeting. Motion
carried unanimously. The meeting was closed at 10:15 p.m.
