APRIL 18, 1995 - MINUTES
A Meeting of the Andover Economic Development Authority was called to
order by Mayor Jack McKelvey on April 18, 1995, 10:45 p.m. , at the
Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota.
Present: Councilmembers Dehn, Jacobson, Knight, Kunza
Absent: None
Also present: City Attorney, William G. Hawkins
City Engineer, Scott Erickson
City Administrator, Richard Fursman

PURCHASE OF DAVID HEIDELBERGER PROPERTY
Mr. Fursman noted a correction on the map indicating the specific
location of the David Heidelberger property. Mr. Heidelberger has
agreed to the purchase price of $0.77 per square foot with the
stipulation that he has 120 days after closing to clean all material off
U of the site. The proposed closing date is about May 1, 1995. He also
noted some of the other properties in that vicinity in which they are
negotiating with the property owners for acquisition.
The Authority wondered about the City's liability if there is pollution
on the property. Attorney Hawkins reported the EPA has indicated there
are no problems, but the City can't determine that completely without
soil borings. Mr. Fursman stated if there was a problem, the terms of
the contract would have to be renegotiated. Attorney Hawkins asked if
the Authority wishes to have those soil borings done before closing on
the property. Mr. Fursman stated he spoke with Terry Huntrods from CRA,
who discouraged him from getting into that situation. Testing has been
done by the EPA already over the whole 40-acre site, and it would be
doing a lot of work for nothing.
MOTION by Jacobson, Seconded by Dehn, that the EDA authorize the
President and Executive Director to purchase the David Heidelberger
property for the price of $48,500 as outlined in the purchase agreement
presented to the Authority this evening. Motion carried unanimously.
PURCHASE OF SANDEEN PROPERTY
Mr. Fursman stated they are still in the process of developing an
agreement on the Sandeen property. When they have an agreement, he will
CJ bring it to the EDA. The moving costs and other related conditions are
still being discussed, but he felt they are very close to an agreement.
They will also be speaking with the owners of Mom's Auto Parts and Best
Auto Parts.

unanimously.
