ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING
JULY 5, 1995 - MINUTES
A Meeting of the Andover Economic Development Authority was called to
order by Mayor Jack McKelvey on July 5, 1995, 8:00 p.m., at the Andover
City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota.
Present: Councilmembers Dehn, Jacobson, Kunza .
Absent: Councilmember Knight
Also present: City Attorney, William G. Hawkins
City Engineer, Scott Erickson
City Planning Director, Dave Carlberg
City Administrator, Richard Fursman

PURCHASE BEST AUTO PARTS
Mr. Fursman explained the terms and conditions of the purchase of Best
Auto Parts from Terance and Lori Richardson for $410,000. Th~ property
is to be cleared of all vehicle carcasses that are now on the property.
The EDA had requested that additional soil testing be done when the
.r .,,, Sandeen pr<?perty was purc~ased. The ~est was complet~d and the results
~ were negatlve. He asked lf the EDA wlshes to have thlS property tested
as well. Tests were done on the property between 1990 and 1992.
Additional testing was done in 1992 and 1993, with the contaminated
material removed in 1994. The EPA has issued a statement indicating
. that the soil has been corrected to the standard of residential use.
The EDA members noted that the use on this property since the testing
and soils correction has continued to be for auto recycling. They felt I
it is important to have additional testing done to be sure the property
is clear before acquiring it.
Attorney Hawkins noted the closing date in the agreement is August 1,
which may be very ambitious. In all likelihood, that date may be pushed
back if the soil testing and clearing the site cannot be accomplished by
then.
MOTION by Jacobson, Seconded by Kunza, that the Economic Development
Authority of the City of Andover agree to and authorize the purchase
agreement as presented by City Staff and the Attorney for th~ West 550
feet of Lot 1, Watt's Garden Acres for the full purchase price of
$410,000, and authorize the ED A President and Executive Director to sign
the purchase agreement and execute it. Motion carried on a 4-Yes, 1-
Absent (Knight) vote.
MOTION by Jacobson, Seconded by Kunza, that the EDA authorize the City
í" Staff to implement under the purchase agreement Item No. 6b which
V requires the City, which is the Buyer, to undertake soil tests to
indicate if the property may be improved without extraordinary building
methods or costs; and authorize Staff to enter into a contract to do
that testing. Motion carried on a 4-Yes, 1-Absent (Knight) vote. I

OTHER BUSINESS
Heidelberger property - Mr. Hawkins reported the EDA has closed on the
purchase of the David Heidelberger property. Rick Heidelberger and
Mom's Auto have not agreed on a price. They are having legal problems
with a prior purchaser of the property, and they are not willing to
proceed with negotiations until that issue is resolved.
MOTION by Dehn, Seconded by Kunza, to close the EDA meeting. Motion
carried on a 4-Yes, I-Absent (Knight) vote.
