Present: Councilmembers Dehn, Knight, Kunza, Orttel Absent: None Also present: City Attorney, William G. Hawkins City Engineer, Scott Erickson Community Development Director, Dave Carlberg City Administrator, Richard Fursman Others DISCUSS ALTERNATE STREET ALIGNMENT/IP97-2/BUNKER LAKE BOULEVARD PHASE II/CONTINUED r \ Mr. Erickson reviewed two options for street alignment in Phase II of V the South Andover Site redevelopment. They are looking at spring construction of this project. Mayor McKelvey stated he has received a legitimate interest in the proposed eight-acre parcel fronting on Bunker Lake Boulevard. The party already has a franchise for Champs. Council member Orttel felt that a plan is needed for the park before discussing offers. The Authority should be establishing the types of operations desired in that location, whether it is retail entertainment, commercial or industrial uses. He does not want another skid row 30 years down the road. He is also concerned with the use of public funds and is opposed to subsidizing liquor establishments. There was some debate about whether Champs is a bar or family restaurant. Generally the Council wanted to attract a family restaurant to the City. Councilmember Knight felt some theme should be set for the area like Coon Rapids has done with attracting businesses involved in the medical field. He hoped the City would be creative in this area for recruiting, requirements for the buildings themselves, etc. Councilmember Dehn favored the proposal of a theater, banquet hall and bowling alley. Mr. Fursman stated there are firms that will evaluate this from an economic development standpoint and layout restrictions and covenants, possibly a theme, relating to the style of building, types of uses, etc. ," '\ The fund,s generated from Wha,tever 'businesses are, ~stablished in this ~ complex lS not earmarked for the bond debt, so the Clty can afford to be selective. Those firms are pro-active and will help with a plan. Th8 Authority suggested Mr. Fursman check into what these firms would cost and what they would do for the City. . . , \ (.,-) \.
