ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING
NOVEMBER 19, ·1996 - MINUTES
A Meeting of the Andover Economic Development Authority was called to
order by Mayor Jack McKelvey on November 19, 1996, 8 : 08 p. m. , at the Oak
View Middle School, 15400 Hanson Boulevard NW, Andover, Minnesota.
Present: Council members Dehn, Jacobson, Knight, Kunza
Absent: None
Also present: City Attorney, William G. Hawkins
City Engineer, SCbtt Erickson
Community Development Director, Dave Carlberg
City Administrator, Richard Fursman

CONTAMINATED SOIL REMOVAL/BEST AUTO PARTS
Mr. Fursman stated because the process is less than $25,000, quotes can
be taken instead of bids. That can be done within a few days. If the
state comes back with a report that the material is nonhazardous and the
ventilation will work, they will test the frost level to be sure the
, '\ project is still feasible this year. If not, they will wait until
'-J spring. One reason for having the project done now is the landfill
costs will be more in the spring.
MOTION by Jacobson, Seconded by Dehn, that the Authority authorize the
City Administrator to take necessary action in the j unkyard area
pertaining to the piles of hazardous waste and use his best judgement
depending on the action of the state and the testing; and if he feels it
is prudent, to proceed to do so immediately. Motion carried
unanimously.
MOTION by Knight, Seconded by Dehn, to close the EDA meeting. Motion
carried unanimously.
The meeting was closed at 8:14 p.m.
