() CITY of ANDOVER ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING MARCH 17,1998 - MINUTES . A Meeting of the Andover Economic Development Authority was called to order by Mayor Jack McKelvey on March 17, 1998, 7:02 p.rn., at the Andover City Hall, I68S Crosstown Boulevard NW, Andover, Minnesota. - Present: Councilmembers Bonnie Dehn, Mike Knight, John Kunza, Ken Orttel Resident members Bill Hupp and 'Robert Nowak Absent: None Also present: City Attorney, William G. Hawkins City Engineer, Scott Erickson Community Development Director, Dave Carlberg City Administrator, Richard Fursman Others CJ CONSIDER PURCHASE OF COMMERCIAL PARK PROPERTY STRIPS Attorney Hawkins stated he reached an agreement with the attorney for Mr. Allen Rouse, owner of two strips of property the City needs to acquire for the Commercial Park and part owner of the last remaining parcel to be acquired. The three strips total 38,000 square feet, and he has negotiated a price of $34,000 for the two pieces plus the half interest in another piece. This amounts to about $0.89 per square foot, which is comparable to the other purchases in that area. If approved, the closing will be on Friday. With the purchase of these strips, the City has 100 percent ownership of _ all the property needed for the Commercial Park. Motion by Dehn, Seconded by Grttel, to purchase the three pieces of property as proposed. Motion carried unanimously. APPROVE QUOTES/SECURITY FENCE/IP94-331/COMMERCIAL AUTO PARTS SITE SECURITY Mr. Erickson reviewed the proposal to install a six-foot high chainlink security fence with a barbed wire security top around the former Commercial Auto Parts property. Approximately 3,000 feet of fence is needed, which will cost between $14,000 and $IS,OOO. This appears to be the most cost U effective means to secure the site. Councilmember Kunza noted the contract calls for the company to remove and take the fence back when it is no longer needed. He wondered since the City is purchasing the fence, could it be used elsewhere in the future. Mr. Erickson stated normally the company charges to take down the fence, but in this instance they have agreed to take down and - r \ i \ ~) \.J - \ Andover Economic Development Authority Meeting ) Minutes -March 17, 1998 Page 2 remove it at no cost. Staff has discussed the possibility of keeping the fence but does not know (Approve Quotes/Security Fence/IP94-331/Commercial Auto Parts Site Security, Continued) where it would ever be used. Plus there is the issue of storing it for an extended period oftime. 'It is difficult to use a fence elsewhere after it has been strung because it is stretched. After further discussion, the EDA suggested the contract give the City the option of keeping the fence after it is taken down from the site. Mr Carlberg stated the City Council will need to approve a Special Use Permit for the installation of the barbed wire security top on the fence. Because of the time factor, he suggested the City Council direct Staff to schedule the public hearing for the first meeting in April. State Statute does allow the Council to hold the public hearing instead of the Planning and Zoning Commission. The Authority generally agreed (See the March 17, 1998, Regular City Council Meeting Minutes, Page 7). Motion by Orttel, Seconded by Dehn, that the EDA accept the low bid by North Star Fence for the <- construction of security fencing at the former Commercial Auto Parts site.
