Present: Councilmembers Mike Knight, JohnKunza, Ken Orttel Resident members Bill Hupp and Robert Nowak Absent: Councilmember Bonnie Dehn Also present: City Attorney, William G. Hawkins City Engineer, Scott Erickson Community Development Director, Dave Carlberg City Administrator, Richard Fursman Othérs 0 APPROVAL OF MINUTES April 7, 1998, Regular EDA Meeting; Correct as written. April 7, 1998, Closed EDA Meeting: Correct as written. April21, 1998, Regular EDA Meeting: Correct as written. Motion by Knight, Seconded by Orttel, approval of the April 7 meetings. Motion carried on a 6~ Yes, I-Absent (Dehn) vote. Motion by Knight, Seconded by Orttel, approval of the April 21 meeting Minutes. Motion carried on a 5-Yes, I-Present (Kunza), I-Absent (Dehn) vote. ORDER FEASIBILITY REPORT/RECONSTRUCTION/JAY STREET NW/IP98-11 Mr. Erickson reviewed the project for the street reconstruction and utility installation of Jay Street from Bunker Lake Boulevard south to Commercial Boulevard. Since Jay Street will be the main entrance into the Commercial Park on the east end, an option would be a parkway concept with a center median ofplantings, sidewalks and customized lighting. He did not think that turn lanes would be installed in this project. They will be working with the county on lighting and turn lanes, which 0 will be a separate project. The Authority generally approved of the parkway entrance concept, thinking a similar entrance should be installed on the west end of the Commercial Park. It was suggested that costs be bid both with and without the parkway entrance concept. u (J \ Andover Economic Development Authority Meeting .- ¡ Minutes -May 19,1998 Page 2 (Order Feasibility Report/Reconstruction/Jay Street NW/IP98-11, Continued) Motion by Knight, Seconded by Kunza, the Resolution ordering preparation of a feasibility report for the improvement of street reconstruction, storm sewer, sanitary sewer and watermain, Project 98- 11, in the Jay Street NW area. (See Resolution EDA-003) Motion carried on a 6-Yes, I-Absent (Dehn) vote. OTHER BUSINESS Andover Cinema - Mr. Carlberg stated Staff is still working on the elevations for the site of the proposed movie theater and restaurant facilities. A third component has been added, which is a potential office warehouse area on three acres to the south of the original site. The Attorney is also working on a purchase agreement with the developers. Attorney Hawkins stated the property of Commercial Auto will be off the site after the first of the year. Street lightingfor the Commercial Park - Mr. Erickson stated the Staffwill obtain cost estimates and \ bring back options for street lighting in the development. / Motion by Kunza, Seconded by Knight, to adjourn.
