Other Business \__/ Adjournment ~) u u 0 CITY of ANDOVER ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING SEPTEMBER 1, 1998 - MINUTES A Meeting of the Andover Economic Development Authority was called to order by Mayor Jack McKelvey on September I, 1998, 7:02 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: Councilmembers Bonnie Dehn, John Kunza; Resident members Robert Nowak and Bill Hupp Absent: Councilmembers Mike Knight and Ken Orttel Also present: City Attorney, William G. Hawkins City Engineer, Scott Erickson Community Development Director, Dave Carlberg City Administrator, Richard Fursman Others 0 APPROVAL OF MINUTES August 18, 1998: Correct as written. Motion by Kunza, Seconded by Dehn, to approve the Minutes as written. Motion carried on a 4- Yes, I-Present (Hupp), 2-Absent (Knight, Orttel) vote. CONSIDER ADDITIONAL RELOCATION MONEY/COMMERCIAL AUTO Mr. Fursman asked the EDA to consider allocating an additional payment for removal of property at Commercial Auto Parts. Mr. Mistelski recently received $100,000 of the $150,000 of additional moving expenses authorized at the last meeting. There is an additional $250,000 left from the $550,000 originally earmarked for moving expenses. He and Mr. Carlberg toured the yard with Mr. Miste1ski to evaluate the move. There has been a great improvement to the yard. Much of the inventory has been moved and, provided more funds are forth coming, the rest of the yard and thé buildings will be removed. He is comfortable that an additional $150,000 should be made available for distribution provided additional work is done at the yard. It looks like there is about one-fourth ofthe yard left to be moved. Mr. Fursman explained the remaining $100,000 of the estimated moving expense will be left to the ,1) Authority to evaluate for appropriation in light of how much of the inventory was removed ftom the yard. Much of it which was anticipated to be moved to another location and then used in conducting \J a salvage yard business was crushed, shredded and sold as scrap. Mr. Miste1ski feels that how he gets rid of the inventory should not matter. The City feels it is not a moving expense if an item is sold and moved from the yard. \ (J '--J Andover Economic Development Authority Meeting \ A/inutes - September 1, 1998 \. J Page 2 (Consider Additional Relocation Money/Commercial Auto, Continued) Councilmember Kunza felt that ifthe City would have had to pay $550,000 to move the inventory, it shouldn't matter how Mr. Mistelski moved it. He felt that Mr. Mistelski is entitled to the entire $550,000. Mr. Fursman replied the $550,000 estimate was contingent upon the inventory being delivered to a new destination, not reducing the inventory by shrinking it. If the inventory was crushed and left on site, it would become City property in February and the City would then sell it. Councilmember Dehn also felt that Mr. Mistelski is entitled to the entire amount of moving expenses because of the condemnation and the effort he has been making to eliminate the yard ahead of the Febmary 1 schedule. Mr. Fursman stated for now he is requesting the additional $IS0,000, and the remaining $100,000 can be considered at a later time. Motion by Dehn, Seconded by Kunza, to allocate the next $IS0,000 toward moving expenses to Mr. Mistelski to be distributed by the City Administrator and City Attorney according to a reducing schedule. Motion carried on a 4-Yes, I-No (Nowak), 2-Absent (Knight, Orttel) vote. \ DISCUSS INSTALLING OVERHEAD POWER LINES UNDERGROUND ALONG JAY '---./ STREET NW/IP98-11 Mr. Erickson asked the Authority to consider installing underground power lines with the reconstruction of Jay Street between Bunker Lake Boulevard and Commercial Boulevard. Typically Anoka Electric will relocate those poles. To put them underground, it would cost the City an estimated $32,400. That cost would come from the Tax Increment Financing fund. A representative from Anoka Electric stated they would be responsible for the maintenance of the underground power lines after they are installed. This same practice has been used in other cities they serve. The cost estimate doesn't take into account the value of the existing plant. The consensus of the Authority was to install underground power lines in the project for aesthetics. ;tfotiOIl by Dehn, Seconded by Kunza, to so move. VIDEO PRESENTATION/METRO COMMERCIAL PARKS Mr. Carlberg presented a video of various commercial parks and developments located in St. Louis Park, Edina, Bloomington and Woodbury, noting the themes or architectural flavors, the lighting " concepts, landscaping and streetscapes. He noted that most developments had two types of lights, \. ) one being more decorative along the trails and roads, the other more functional in the parking lots. · '\ '0 \~ " Andover Economic Development Authority Meeting '. ¡ Minutes - September 1, 1998 Page 3 (Video Presentation/Metro Commercial Parks, Continued) Mr. Nowak liked the mostly concrete buildings and earth tone colors with the lines running from one establishment to another. He really liked the bridge and waterway in one park and the large clock at the entrance to another, but he noticed that all parks had a name. He felt there should be a name to Andover's Commercial Park. Mr. Carlberg agreed Andover's Park should have a name. He also noted in Andover's Park, which is 90 acres of mixed uses, the same structure for all uses may not be attractive or funcitonal. Possibly there should be a focal point but a mix of buildings with a similar theme. There can also be an urban landscape and bridge around the ponding areas. Councilmember Dehn agreed for the need to name the Park but felt the word "Andover" should be used for recognition. She too liked the architecture of the parks shown in the video and the earth tones, the efforts to use roof design and lighting to create different aesthetic qualities of each building, the nooks with neon lighting, and the gazebo. She agreed with landscaping around the ponds, as water is pleasing to all; but it can be very expensive to maintain. Mr. Hupp felt the Centennial Lakes park had many good attributes, especially the landscaping with water. He too was concerned about the maintenance of it. Mr. Carlberg stated much of that can be covered under the \ covenants. Possibly there would be a fee to maintain the common area. , / Mr. Hupp stated he also liked the entrance, especially into the Woodbury development, the beautiful landscaping coordinated with flowers, the sign in ITont and the theme that is created throughout the entire development. He also felt that lighting is important for both aesthetics and safety, and he liked the bridge in the middle of the one development. However, he didn't like looking at a development that was all parking lot. Councilmember Dehn suggested the light poles in the parking lots be surrounded with plantings. Mr. Carlberg summarized the Authority's desire to have earth tone colors. Possibly the City should control the park by colors and materials used. For the next meeting, he will come back with lighting concepts, one more decorative and one more functional for parking lots. He also suggested the Authority think about names for the Park. Councilmember Dehn suggested checking with the City's consultant regarding the different styles of architecture. AUTHORIZE PAYMENT TO ANOKA COUNTY FOR 80 ACRES SOUTH OF WDE SITE Mr. Fursman reported the County land commissioner reviewed Andover's request to adjust the price of the site, but disagreed claiming the price was already adjusted in consideration of the inability to build on certain areas. The cost to purchase the site is $310,089, of which approximately $213,400 will be returned to the City for delinquent taxes and special assessments. If the City does not act '\ quickly, it appears likely the State will attempt to purchase a portion of the property which the City J had intended for park in the future. The plans for the property call for the extension of the City's commercial and industrial area. Jay Street will be extended across Bunker Lake Boulevard and circled to Hanson Boulevard. The area that is unbuildable by the landfill itself has been approved by the State for ball fields. About 80 percent of the parcel is buildable. Councilmember Kunza asked ifthere is any contamination on the site. Mr. Fursman stated there should not be. That site was cut down several feet to cap the landfill. All soil borings done on the site have shown no contamination. Motion by Dehn, Seconded by Hupp, to authorize payment to Anoka County for the 180-acre site south of the WDE site for $310,089.
