Other Business r \ Adjournment .,J (~) u U :~) CITY of ANDOVER ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING SEPTEMBER 15,1998 - MINUTES A Meeting of the Andover Economic Development Authority was called to order by Mayor Jack McKelvey on September 15, 1998,8:01 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: Councilmembers Bonnie Dehn, John Kunza (arrived at 8:15 p.m.); Mike Knight, Ken Orttel; Resident member Robert Nowak Absent: Resident member Bill Hupp Also present: City Attorney, William G. Hawkins City Engineer, Scott Erickson Community Development Director, Dave Carlberg City Administrator, Richard Fursman Others /--" U APPROVAL OF MINUTES September 1, 1998: Correct as written. Motion by Dehn, Seconded by McKelvey, to approve the Minutes as presented. Motion carried on a 3- Yes (Dehn, McKelvey, Nowak), 2-Present (Knight, Grttel), 2-Absent (Hupp, Kunza). SELECT LIGHTING/COMMERCIAL PARK Mr. Carlberg explained the standard lighting for parking lots is the hockey-puck style on 30-foot poles, and decorative lighting is used along the walkways and streetscapes. The three options for the type of poles are steel, aluminum and concrete. About 90 percent ofthè lights are on steel poles. That is also the most economical. The poles can also be colored, and the decision is whether or not to have the same color throughout the entire development for consistency or to use different colors in the different use areas. It has been recommended the City stay away from high pressure sodium lights. All styles oflighting can be designed to meet the lighting requirements. The City's ordinance also requires the lights to be directed away from residential areas. (Councilmember Kunza arrived at this time, 8:15 p.m.) 0 The Authority discussed the different types of lighting, poles and colors. They viewed lights used in other commercial parks and from brochures. The preference was that the style of light be such that the light is focused toward the ground with little light going up. There was also a preference to have more traditional lights, as modern lights tend to go out of style quickly. The choice for the decorative lights would be the New York style with the cobra ann and possibly the scroll ann in some locations, without the banner on 15- to 20-foot steel poles. The color is to be uniform throughout the Park of a neutral earth tone. These decorative lights should also be used on the theater project. DISCUSS NAMING OF COMMERCIAL PARK Mr. Carlberg noted the suggestions for a name of the Commercial Park as outlined in the agenda material. Other suggestions of the Authority were Andover Commons, Andover Crossroads, Andover Center, Andover Plaza, Dover Plaza or Creekview Square. The Authority preferred that the word "Andover" be in the Park's name for identity and suggested that the residents be invited to name the Park, possibly through a contest. Mr. Carlberg stated he will put a notice in the Anoka Union and on cable TV. / Motion by Kunza, Seconded by Dehn, to adjourn. Motion carried on a 6- Yes, I-Absent (Hupp) vote.
