JANUARY 25,1999 - MINUTES
A Meeting of the Andover Economic Development Authority was called to order by Mayor Jack
McKelvey on January 25, 1999, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard
NW, Andover, Minnesota.

ACCEPT FEASIBILITY REPORT/ORDER PLANS AND SPECS/IP97-17/BUNKERLAKE
BOULEVARD RECONSTRUCTIONILANDSCAPING
Mr. Erickson reviewed the estimated costs for landscaping the entire corridor of Bunker Lake
Boulevard from Jay Street to Round Lake Boulevard. The total estimate is $1.3 million. From that
report, he looked at a scaled back landscaping project in the front of Andover Station only (between
Jay Street and Crosstown Boulevard). Using the unit costs in the feasibility report, heesti~ated the
landscaping in that area could be done for approximately $250,000. He estimated it would be about
$70,000 more if brick pavers were used. He showed pictures of similar landscaping done along other
roads in the metropolitan area. Mr. Erickson suggested the county include the plans for the
landscaping with their bid for the road project as an alternate. The landscaping portion would not
have to be awarded, but the EDA would find out the actual costs. The trail system can be paid for
utilizing MSA funds plus there will be a cost share with the county.
/) Craig Churchward, SEH, Inc., suggested the EDA should look at various options. Color concrete
"--.-/ typically runs $10 more per square meter than regular concrete. . The material would be colored
throughout the fun depth. They would suggest a color to tie in with the commercial park and civic

buildings. Crosswalks would probably be marked at Jay Street, Quinn Street and Crosstown
Boulevard. He guessed impressions in the concrete would cost about 30 percent more. The
numbers provided reflect the difference between what the county would normally pay for concrete
and the cost for colored or stamped concrete.
Councilmember Orttel was concerned with salt killing the plantings. Mr. Churchward stated this
will be an irrigated project, and they believe there will be sufficient wash out of salt. The plants are
also salt tolerant and are used by MNDot throughout the state. Perennials will flower at specific
times; annuals will bloom continually throughout the summer. Mr. Erickson estimated $7,500 in
maintenance costs plus annuals, but it is anticipated those will be borne by the Andover Station
development under its association fees. Mr. Carlberg stated the covenant in Andover Station would
include maintenance ofthose areas and would run with the property.
Councilmember Jacobson wondered if sod or seed could be put in the medians at this time and
include plantings as the budget allows. Mr. Churchward said there is a cost to any planting material.
'\ Mayor McKelvey asked if it would be possible to place concrete or stone planters along the
,j Boulevard during the summer months, and then remove them in the winter. Mr. Churchward stated
he would have to discuss that with the county, but he did not believe they would find that acceptable.
Because of the speed of the roadway, he thought temporary fixtures would be considered an
obstruction and would not meet the state safety traffic rules. They are also under a very tight time
constraint to get the designs done to include the landscaping in the county's package. Typically they
would like to have the planting material go in under a separate contract after finishing the
construction season. However, the irrigation would have to be done at the time of the road
reconstruction. He also understood the county will give the City credit for the concrete that is not
used in the medians where landscaping material would be used instead.
Ms. McGann reviewed the cash available in the TIF fund, the current unpaid obligations of the fund
and estimated future TIF expenditures. Current obligations amount to $677,606, and there is
$476,980 on hand as of December 31, 1998. About $729,141 in revenue is expected for land sales.
The bonds issued in 1995-1996 are being repaid from tax increment revenue from the area. Mr.
Erickson anticipated the EDA would have to pay the county for its portion of the reconstruction of
Bunker Lake Boulevard in mid-summer of the year 2000.
The EDA discussed financing, whether or not to include the landscaping bid with the county's bid
and just what landscaping should be done. Councilmember Orttel noted that up-front money will
be needed for the infrastructure for Andover Station, so it will be necessary to issue another TIF
bond. Ms. McGann stated they could do the calculations to project what dollar amount would be
available for bonding.

Motion by Orttel, Seconded by Hupp, to direct the Finance Director to get quotations necessary for
bonding for a potential bond project. Motion carried on as-Yes, 2-Absent (Knight, Nowak) vote.

The EDA agreed it would not cost any more to include the landscaping bid with the county's bid as
an option. At that time the decision could be made on just what landscaping should be done.
Motion by Jacobson, Seconded by Orttel, to approve the presentation which includes planting
materials for an estimate of $120,469.70, that it be bid as an alternate and proceed with bids for bed
preparation, crosswalks and colored concrete for medians; go ahead with the planting materials as
an option that would have to come back to the EDA for review and approval. Include an option for
colored concrete and stamped concrete. (Resolution R003-99) Motion carried on a 5- Yes, 2-Absent
(Knight, Nowak) vote.
DISCUSS TIMESÆDA MEETINGS
The EDA discussed setting a specific day for EDA meetings. Right now those meetings are held
prior to regular City Council meetings, so residents who have an item on the Council agenda often
\ have to wait quite awhile. Because the Authority felt that meetings should be held only when

needed, they did not want to set aside a specific meeting night each month. It was agreed instead,
that at the discretion of the Mayor, short EDA meetings should be called on the regular City Council
meeting nights before that meeting. If there are agenda items that will require longer discussions,
the EDA meeting would be scheduled on a separate night.
Motion by Jacobson, Seconded by Orttel, that future EDA meetings be at the discretionary call of
the Chair. Motion carried on a 5- Yes, 2-Absent (Knight, Nowak) vote.
Motion by Jacobson, Seconded by Orttel, to adjourn. Motion carried on a 5- Yes, 2-Absent (Knight,
Nowak) vote.
