Present: Councilmembers Don Jacobson, Julie Johnson, Mike Knight, Ken Orttel; Resident member Robert Nowak Absent: Resident member Bill Hupp Also present: City Attorney, Barry Sullivan City Engineer, Scott Erickson Community Development Director, Dave Carlberg City Administrator, Richard Fursman Others U APPROVAL OF MINUTES January 25, 1999: Correct as written. Motion by Jacobson, Seconded by Johnson, to approve the Minutes. Motion carried on a 6-Yes, 1- Absent (Hupp) vote. ORDER PLANS AND SPECS/lP98-11IJAY STREET LANDSCAPING Mr. Erickson stated the reconstruction of Jay Street was ordered last year. It is a State Aid project, though there is a possibility some of the landscaping will be funded with TIF funds. The landscaping project would extend along Jay Street from Bunker Lake Boulevard south to Commercial Boulevard and consist of landscaping in· the center medians, landscaping on the boulevard on the west side, irrigation, sidewalk on the west side and ornamental street lighting. He estimated a cost of$133,000 for street lighting, $20,000 for trees and shrubbery and $20,000 for irrigation. About 75 percent of the cost will come from State Aid funds. Mr. Erickson eXplained the proposal is the concrete sidewalk along Jay Street would tie into the bituminous trails that are proposed within Andover Station itself. Jay Street is somewhat separated from the bituminous trails, so it was felt the sidewalk would not be used as a trailway but more of 0 a pedestrian sidewalk to get people to the theater. Plus it is felt that concrete would be more aesthetically pleasing. The Authority had some concern with constructing a concrete sidewalk along this section when the rest of the trails plan calls for bituminous walkways. It sounds confusing. There was also some concern on the cost of the landscaping in total () L) \ Andover Economic Development Authority Meeting J Minutes - February 16, 1999 Page 2 (Order Plans and Specs/IP98-11/Jay Street Landscaping, Continued) Mr. Erickson stated it is not unusual to have both concrete and bituminous walkways. Staff can bring back the conceptual trails plan for the area at the next meeting. The Authority still has another vote on the project once the plans and specifications are completed. Motion by Jacobson, Seconded by Johnson, the Resolution as presented on the understanding that we get a second look at it and can subtract and delete items if we think they are too costly. (Resolution EDA 004-99) Motion carried on a 6- Yes, I-Absent (Hupp) vote. APPROVE CHANGE ORDER #2/IP97-2/ANDOVER COMMERCIAL PARK (PHASE II) SITE GRADING Mr. Erickson asked that this item be removed. The City has not received a signed contract with the change. Also, this item is in the Claims to be approved by the Council this evening, and it should be removed from the payment of bills. The Authority agreed to table the item. \ \. ) DISCUSS UNDERGROUND POWER LINES ALONG BUNKER LAKE BOULEVARD/IP98-17 Mr. Erickson asked for direction from the Authority regarding the possibility of burying the overhead power lines along Bunker Lake Boulevard as long as that road is being reconstructed. Those lines are along the north side of the street. Connexus Energy has provided quotes of$183,000 to buying the lines in front of the Andover Station area from Hanson Boulevard to Crosstown Boulevard, and $377,000 to bury them from Hanson Boulevard to Quay Street. Those costs represent the difference between the cost to relocate those lines and the cost to bury them. That difference would be the City's responsibility if the City wants the lines buried. At this time, there are no TIF funds available to pay for this. He has not asked Connexus Energy if they would be willing to extend the payments over a number of years. The Authority raised the concerns of the amount of the unanticipated cost and whether or not there is room within the right of way to move the overhead line. If the power company must acquire new right of way to move the power lines, it may be cheaper to go underground. The Authority suggested Mr. Erickson check with Connexus Energy as to whether or not they have the right of way needed to move the power lines. Possibly they would consider burying them instead. They generally liked the idea of burying the lines, especially along the Andover Station project area, but couldn't justify the cost at this time. Mr. Erickson stated he will do further research and bring the item back to the Authority. .' \ \,- j .,--\ ~) ,~) Andover Economic Development Authority Meeting \ Minutes - February 16, 1999 '-- ) Page 3 OTHER BUSINESS Request for proposals - Andover Station - Mr. Fursman stated he is meeting with Mike Malrooney this week to review the draft RFP for developers of Andover Station. He expects those RFPs to go out by the end of the week. The proposals that come in will be reviewed by the EDA. An exact date by which they are due has not yet been established. He will talk to Mr. Malrooney about that as well. He will also send the EDA members a copy of the RFP. E & H Earth Movers - Mr. Fursman explained Staff is in the process of negotiating the dispute in the grading project ofthe Andover Station site with the City Attorney, E & H Earth Movers and their attorney. When E & H Earth Movers bid the contract, they understood the process would be different from what the City understood it to be. As a result, they have incurred considerably more expense then they had originally thought, and they are seeking a compromise or damages from the City on how the bid specifications were put together. The City feels the bid specifications were good. Mr. Erickson also went into the detail on the steps the contractor had to take to remove the debris from the Andover Station site. The contractor is saying they underbid the quantity of debris removal because it was spread throughout the area. They had anticipated it would be more concentrated. He would like to explain the situation to the EDA in greater detail at a special meeting ., in the near future. The Authority was concerned with paying this contractor more than the other ) bidders of the project. They agreed to discuss the matter in greater detail at a future meeting, and Mr. Erickson stated he will prepare a report for their review. Meeting times - Councilmember Jacobson was concerned that the EDA meetings in front of the regular Council meetings imposes an inconvenience on those people waiting for items on the regular Council agenda. So he then moved the following: Motion by Jacobson, Seconded by Knight, to authorize the EDA meetings not be on Council meeting nights. Motion carried on a 5-Yes, I-No (Orttel), I-Absent (Hupp) vote.
