ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING
DECEMBER 19, 2000 - MINUTES
A Meeting of the Andover Economic Development Authority was called to order by Mayor Jack
McKelvey on December 19,2000,6:32 p.m., at the Andover City Hall, 1685 Crosstown Boulevard
NW, Andover, Minnesota.
Present: Councilmembers Don Jacobson, Mike Knight, Ken Orttel,Julie Trude
Resident members Bill Hupp and Robert Nowak

DISCUSS ANDOVER ASSOCIATES, LLC, PURCHASE PROPOSAL - PURCHASE PRICE
Mr. Carlberg stated the EDA had accepted terms with the exception of the purchase price for the sale
of property on the northeast corner of Bunker Lake Boulevard and Jay Street to Andover Associates,
LLC, for a bank. Since the meeting last week, there has been a slight modification on the proposed'
sale which was negotiated. Andover Associates, LLC, has agreed to a purchase price of $4.00 per
square foot for 1.76 acres based on the fact that the City is going to provide the fill from the
temporary pond to the north to raise up the site for the bank. The City had already agreed to" do that,
and the pond will probably have to be expanded to get the necessary fill to come up two feet across
that lot. When the remaining area is developed, there will be regrading of the site and other pond
development, and Staff feels comfortable the soils can be balanced for that entire site without having
to haul in dirt fromthe outside.
Mr. Carlberg also stated the developer had agreed to remove the nonhazardous material from the site.
The agreement now is that they will stock pile the materials, and the City will be responsible for
hauling it away. There will be a lot more debris from the Anoka Auto Wrecking site, so the cost of
having that material removed can just be included with the City's. If the City graded the site, it is
felt the land would be worth $4.46 per square foot. The proposal is to sell it at $4.00 per square foot
so it will not be a subsidy, and the developer will remove and stockpile the debris on City land. Mr.
Dickinson explained the requirements of the legislature to report on sales of property and various
subsidies. Writing down the cost of the property potentially could raise a concern as a qualification
for a business subsidy.
Mr. Carlberg stated the market price was based on comparables researched by Mr. Malrooney.
Another issue is the proposed right-in access off Bunker Lake Boulevard. The Review Committee
Boulevard was to have it function as a highway, and these entrances create a conflict. If the access
and the county is recommending that access not be allowed. "The intent along Bunker Lake

is allowed for the bank, it is likely that any other business along Bunker Lake Boulevard east to
Hanson Boulevard will want to do the same. The developer strongly feels a right-in access is
necessary.
Councilmember Knight recalled the discussion was on a temporary right-in only access until Jay
Street is constructed. Mr. Carlberg stated realistically, once the access is allowed, it will not be
removed. EDA discussion was on the layout of the bank on the site, the projected traffic patterns
around the bank and to the drive-up tellers and concerns with possible stacking of vehicles backing
up onto Bunker Lake Boulevard. Comments were that right-in access only are found all over the
county, that this type of business really needs that entrance, on possible ways to increase the stacking
area and that the EDA had approved it at the last meeting.
Roger Oakerman, Andover Associates, stated stacking has not been a problem in the other banks
where he worked, and he explained the proposed stacking from the three teller lanes. There is
enough room for 40 cars, but he felt there will never be that many. Also, cars do move rapidly
through the bank. They agree the right-out as shown in the plans before the EDA this evening needs
to be removed. He did not believe cars would be stacking on Bunker Lake Boulevard.
Motion by Jacobson, Seconded by Orttel, to approve the sale based on the presentation by Staff and
at the same time we request Staff and the applicants to take a look at the stacking lane within the
property going to the tellers to see if there is some method where capacity could be increased or
show future capacity increase if it becomes a problem. DISCUSSION: Mr. Carlberg stated Staff will
look at the possibility of going further east to get another stacking lane to address the issue. Motion
carried unanimously.
OTHER BUSINESS
Mr. Carlberg announced the ribbon-cutting ceremony for the veterinary hospital tomorrow morning.
Councilmember Orttel indicated he would represent the City.
Motion by Jacobson, Seconded by Knight, to adjourn. Motion carried unanimously. The meeting
adjourned at 6:59 p.m.
