HomeMy WebLinkAboutOctober 17, 2000 0 0 0 CITY of ANDOVER ANDOVER ECONOMIC DEVELOPMENT AUTHORITYMEETING OCTOBER 17, 2000 - MINUTES A Meeting of the Andover Economic Development Authority was called to order by Mayor Jack McKelvey on October 17, 2000, 6:45 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: Councilmembers Tony Howard, Don Jacobson, Mike Knight; Resident members Bill Hupp and Robert Nowak Absent: Councilmember Ken· Orttel Also present: City Attorney, William G. Hawkins Acting City Administrator, Dave Carlberg Others CONSIDER 30-DAY EXTENSION/ANOKA AUTO SALVAGE Ü Mr. Carlberg stated Staff is working toward the sale of approximately two acres of the Anoka Auto Salvage site to the 116, LLC group for a community bank as verbally agreed to by the EDA at the last meeting. Anoka Auto Salvage may be willing to release the two acres now with the granting of an extension on sale. on the remaining yard. Midwest Landscaping is working with 116, LLC to make sure the site plan will fit on the northeast corner of Jay Street and Bunker Lake Boulevard. With an extension on the main portion of the property, he suggested legal counsel work to acquire the two acres. The banking institution is very anxious to keep moving forward. It may be appropriate to have Staff, with the assistance of Mr. Malrooney, negotiate a price for the two acres versus going through the appraisal process. Staff would bring the negotiated price to the EDA for their approval. Mr. Carlberg went on that the bank would have a private driveway over the dedicated right of way " for Jay Street, which will be eliminated when Jay Street is constructed to the north. The bank is proposed to be a stand-alone building. The intent would be to integrate the architecture and design to be consistent with Andover Station. Consideration to joining an association for the development in that area can be considered. Motion by Jacobson, Seconded by Howard, to approve the request from Anoka Auto Salvage for a 30-day extension on the closing, closing date to be moved to November 30,2000. The extension would be subject to· the granting of the right to the City to break off approximately two acres for 0 future owners going in there; the survey and break off of two plus acres would be prior to the November 30 closing date. DISCUSSION: Attorney Hawkins stated they will come back to the EDA with a negotiated contract for approval. Mr. Carlberg stated a part of the negotiations will be who will be responsible for the demolition of the existing buildings and elevations. Motion carried on a 6- Yes, I-Absent (Orttel) vote.
