APRIL 4, 2000 - MINUTES
A Meeting of the Andover Economic Development Authority was called to order by Mayor Jack
McKelvey on April 4, 2000, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW,
Andover, Minnesota.
Present: Councilmembers Don Jacobson, Julie Johnson, Mike Knight; Resident
member Bill Hupp
Absent: Councilmember Ken Orttel; Resident member Robert Nowak

APPROVAL OF MINUTES
January 27,2000: Correct as written.
February 17, 2000: Correct as written.
March 16, 2000: Correct as written.
Motion by Jacobson, Seconded by Knight, approval of the Minutes of January 27 as presented.
Motion carried on a 4-Yes, I-Present (Johnson), 2-Absent (Orttel, Nowak) vote.
Motion by Jacobson, Seconded by Knight, approval of the February 17 and March 17 Minutes.
Motion carried on a 5- Yes, 2-Absent (Orttel, Nowak) vote.
APPROVE CONSULTING AGREEMENT/ADVANCE RESOURCES DEVELOPMENT, INC.
Motion by Jacobson, Seconded by Johnson, approval of the agreement with the following changes:.
Page 2, paragraph of Term, to read: "The term of this Agreement shall be for a period of twelve
months and will terminate automatically on April 1 , 200 I; This agreement may be terminated during
said l2-month period by eitherparty by the 30-day written notice by either parties." Bottom of Page
r\ 1, last line, the word "preparation" to be clarified. DISCUSSION: Councilmember Jacobson
U understood the consultants to say that they would be responsible for preparing the marketing
materials and the City would be responsible for producing them. Mr. Carlberg stated he had not
been able to contact Mr. Malrooney today but will get that term clarified as to whether it should be
"preparation" or "production". Motion carried on a 5- Yes, 2-Absent (Orttel, Nowak) vote.

AWARD BID/IP99-17/ANDOVER STATION -MARTIN STREET
Motion by Knight, Seconded by Jacobson, the Resolution presented recommending the bid be
awarded to Don Zappa & Sons Excavating, Inc. (Resolution EDA R004-00) Motion carried on a
5- Yes, 2-Absent (Orttel, Nowak) vote.
AWARD QUOTE/HOUSE DEMOLITION/ANDOVER COMMERCIAL PARK/IPOO-ll
The request is to award the quote to demolish the former Sonteere house in Andover Commercial
Park. Funding will be from EDA Special Revenue Fund Reserves. The Andover Fire Department
will perform a practice burn of the structure prior to the demolition.
Motion by Johnson, Seconded by Jacobson, to award the bid to Sauter & Sons for $3,450. Motion
carried on a 5- Yes, 2-Absent (Orttel, Nowak) vote.

Appraisal/Andover Station - Mr. Carlberg stated he provided copies of the market value appraisal
for Andover Station for the Authority's review. This can be discussed at the next EDA meeting.
Redevelopment/Bunker Lake Boulevard-Crosstown area - Attorney Hawkins reported he contacted
Mr. Steve Orttel, owner of the building along Bunker Lake Boulevard that had the fire, about the
possible acquisition of the building by the City. Mr. Orttel indicated he wanted $200,000 for that
property, feeling that is what it was worth before it was damaged. There was about $60,000 worth
of damage, so the value now is about $140,000. He was willing to sell the property for that much.
The county has commenced eminent domain proceedings across the property for the acquisition of
easement needed for Bunker Lake Boulevard. Based on what Mr. Orttel paid for that property, he
felt the price is a little high, but he was not sure what the other four-plexes would sell for. He felt
it would take several months before an appraisal could be done. A decision needs to be made fairly
soon. After discussion, it was agreed the Staff and Attorney should research recent sales of similar
properties to get a better idea of the market value. It was agreed to discuss this further at the next
meeting when more information is available.
Signage of commercial lot for sale - Mr. Carlberg stated at this time he expected to receive several
proposals for the development of the lot that is available in Andover Commercial Park. If none of
those are acceptable, then it would be appropriate to place a sign on that parcel. It fronts
Commercial Boulevard but Bunker Lake Boulevard can be seen from the rear of the lot.
