Motion by Nelson, Seconded by Barthel, to approve the minutes as written. Motion carried

CONSIDER VOLUNTARY COST SHARING AGREEMENT FOR ANOKA COUNTY
ECONOMIC DEVELOPMENT (ACRED)
Mr. Janish reviewed in 2017 communitieswithin Anoka County started having discussions with
Connexus Energy, Metro North Chamber of Commerce and Anoka County on how Anoka
County can place themselves on the map from an economic development standpoint. They
worked with Ady Advantage to develop an economic development road map. Through the
process ACRED was created and an individual was hired to work on the plan that was
developed.
Mr. Janish indicated the City has been participating through a memorandum of understanding
since the inception of ACRED. The cost sharing agreement outlines the following:
• Budget for 2022 of $20,750
• The City agrees to contribute $0.057 per individual resident within its city limits,
which would be $1,858 for 2022, an increase of $3.00 from 2021.

1 been participating. The agreement is in the packet for the EDA's consideration.

3 Commissioner Kafer asked if the program is worth being a part of. Mr. Dickinson stated it is
4 worth it with the information that is provided through the program regarding economic
5 development throughout the county.

7 Motion by Holthus, Seconded by Nelson, to approve the Cost Sharing Agreement for ACRED.

10 COMMER CIAL PR OJECT A CTIVITY

12 Mr. Janish updated on the following:

14 Hearth Development, 1714 Bunker Lake Boulevard — Loco Fitness and Nystrom and
15 Associates are renting space. It is also staff s understanding a local business has purchased the
16 overall site, however staff has not heard if the intention is to move into the remaining space.

18 Clocktower Commons, 15190 Bluebird Street — The final building pad location interest is
19 relatively low at this point.

21 Andover High School, 2018 Additions and Renovations, 2115 Andover Boulevard — Activities
22 continue to wrap up.

24 Interest in Hughes Industrial Park — Interest in this area comes and goes. A 10-acre property
25 east of the park has been on the market and City Council reviewed with the landowner desired
26 roadway connections through the parcel at a past work session. The property has been purchased
27 by the owners of Best Outdoor Services which currently owns a lot nearby. In time they would
28 like to expand to this location but for now they are aware that the property is currently zoned
29 residential and would have to follow a process for any type of expansion. Staff met with the new
30 owners and they "bounced" some ideas off of staff. They are looking at ways to allow for outside
31 storage, continue to rent out the home and not have to build the roadway. Currently they are in
32 the process of landscaping the property and plan to continue to rent out the building.

34 ABCMini-Storage/T-Squared (self-storage),13624 Hanson Boulevard — City Council approved
35 a CUP for additional mini -storage on a portion of this lot. The buyers of the property had intended
36 to expand the mini -storage. The Building Department is working with the applicant on structural
37 drawings for review. Water, sewer, and site prep is completed. Due to the increase in materials
38 and the timing of approval they are waiting until spring for construction. Staff anticipates they
39 will pick up their building permit in the next week or two.

41 Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land to
42 locate to in Andover.

44 TCF Site — Andover Station 2016 LLC has acquired the property. The new owner has the list of
45 potential uses allowed. Staff suggested a restaurant or fast food. Staff recently had a meeting with

1 the landowner and a perspective business. Staff provided the feedback from the EDA and has not
2 heard back from the perspective business at this time. The owner of the property continues to
3 work with those interested in the site.

5 711 Avenue and Bunker Lake Boulevard — Staff has obtained the easement from CenterPoint
6 Energy. Staff has also met with the City of Anoka staff to discuss the traffic signal at 7 h Avenue.
7 The Planning and Zoning Commission along with City Council has reviewed a sketch plan for the
8 area. At this time the commercial uses are not known. Staff has received the Rezone Request,
9 Preliminary Plat and Commercial Site Plans for the market -rate apartment complex and assisted
10 living facility. Staff has reached out to the landowner to have a "Welcome to Andover" sign
11 incorporated at the site. The developer has received a PUD for the site and the Preliminary Plat
12 and rezone received approval on February 15, 2022. The final plat was approved by City Council
13 and grading preconstruction meeting was held on April 13, 2022. Staff is working with the
14 developer on some items on the final plat. The developer will be closing on the apartment complex
15 April 27, 2022.

17 Holasek Property — Staff has been in contact with a multi -family housing developer on this
18 particular property. The multi -family developer has taken comments from the City Council during
19 a work session and are researching options available to add additional commercial to the site. The
20 developer held a neighborhood meeting that a staff member was present at. The proposed
21 developer has scheduled a second neighborhood meeting on April 27, 2022 to be held at Oak View
22 Middle School cafetorium (15400 Hanson Boulevard) from 6:30 to 8:00 p.m. This is not a City
23 meeting.

25 Housing— Developers are looking for additional land for future developments. Several developers
26 are trying to keep an inventory of lots but are having difficulty in finding locations. Several sites
27 are being reviewed and looked at. In 2021 there were 140 new housing starts. There are 27 new
28 housing starts so far this year.

30 Anoka County Sheriff's Office, 13301 Hanson Boulevard — Staff received a Commercial Site
31 Plan (CSP) for an expansion of parking at the property. This was recently signed off on by staff.
32 Construction expected this spring.

34 Anoka County 911 and Radio Building - City staff met with the consultants hired by Anoka
35 County to construct a new 911 and Radio Building at the Anoka County Public Works location in
36 the near future. Information related to their proposal was shared and it appears as though the plan
37 may only require a Commercial Site Plan for the project.

39 Target and Walmart - Both Target and Walmart are considering making some architectural
40 changes to their buildings in regard to signage and color schemes.

42 Overall Marketing — City staff continues to work with parties interested in investing in Andover
43 and marketing all commercial sites. Staff continues to work with Anoka County Regional
44 Economic Development (ACRED) on marketing of the community and Anoka County.

1 Mr. Dickinson gave an update on a retail Post Office. He contacted the Regional Manager asking
2 for a review of the community regarding a retail window. The Regional Manager followed up
3 with staff and indicated he spoke with their leadership group, and they are looking at a way to put
4 retail services at the Andover carrier annex Post Office.

6 Mr. Janish stated an auto body repair shop is looking to get into the Andover marketplace. The
7 only parcel available is the DSTI property if they are open to selling the property to them.
8 Comments were received from the EDA regarding outside storage at that location.

10 Commissioner Barthel stated he is fine with the business as long as all vehicles are stored inside
11 the building.

13 CONSIDER REPLACEMENT OF MESSAGE BOARD/CROSSTOWN BOULEVARD &
14 BUNKER LAKE BOULEVARD

16 Mr. Dickinson stated as part of the Capital Improvement Plan, the message board on Crosstown
17 Boulevard and Bunker Lake Boulevard is planned to be replaced in 2024. Staff is requesting to
18 move replacement to 2022.

20 Mr. Dickinson explained for the last five years the LED panels on the board have needed frequent
21 replacement. Since the sign is outdated, the panels are quite costly to replace. Staff recently
22 received two quotes on replacement:

28 Mr. Dickinson stated the smaller the millimeter number the better the quality of display.

30 Commissioner Barthel asked the average life of a message board. Mr. Dickinson answered 10
31 years.

33 Commissioner Barthel asked if it is valuable to have the message board or should it be converted
34 to a monument sign for less cost.

36 Commissioner Kafer stated she would prefer the money for replacement go to the Front Door
37 program.

39 Commissioner Butler indicated he likes the message board in that location since it is a busy
40 intersection, and he feels it has value in getting information to the residents.

42 A majority of the EDA would like staff to move forward with the replacement of the message
43 board.

Crosstown Boulevard and Bunker Lake Boulevard to a high resolution.
Commissioner Barthel asked the for an amendment to the motion to remove "high resolution" and
replace with 1 Omm.
Motion by Holthus, Seconded by Butler to approve the amendment.
Motion by Holthus, Seconded by Butler to approve the replacement of the message board on
Crosstown Boulevard and Bunker Lake Boulevard with a 10mm display. Motion carried
unanimously.
REDEVELOPMENT UPDATES
Mr. Dickinson indicated the City closed on the parcel located at 2503 138a' Avenue and there are
no tenants in the building. The building will be used to relocate tenants from other buildings.
Mr. Dickinson reviewed the units owned by the City and the area.
OTHER BUSINESS
There was none.

SUBJECT: Discussion of Andover Home Improvement Program

INTRODUCTION
During the May 19, 2020 EDA meeting, June 16, 2020, February 16, 2021, April 20, 2021, June 15, 2021
and July 20, 2021 members discussed the possibility of a Residential Improvement Loan/Grant Program.
EDA members reviewed the Home for Generations II, and Front Door Program offered by the City of
Coon Rapids. Direction provided by the EDA was to develop a smaller version of a Front Door Program
that Coon Rapids provides. Last year the direction provided was to use a Anoka County estimated
property value of not more than $225,000.
At this time, staff would like to discuss two items with the EDA:
1. Is $225,000 an appropriate valuation due to the recent increases in property values?
2. Possible funding sources for the program.
Highlights of the Program:
• The project cost would have to be between $2,000 to $20,000. With the property owner paying
75% of costs and the grant covering 25%.
• Depending on program funding, income limits may be needed.
• Qualifying properties would be owner occupied.
• The EDA majority prefers "Andover Home Improvement Program".
• Removal of landscape consultation, typically nurseries will provide this information.
Eligibility Requirements
• 1 to 4 unit buildings, owner -occupied, single family, townhome, twin home, condo.
• Homestead status with Anoka County Property Records.
• Current on Anoka County property taxes.
• Property value is less than $225,000 based on Anoka County estimated property value.
• Projects must include at least one item from the Beautification Project list.
Projects must be visible from the street in front of the house.
None of these exterior projects are covered, or will be covered, by an insurance claim.
Work cannot begin until the required paperwork has been submitted to the City and a Grant
Award Certificate has been provided to the homeowner.
Beautification Projects (25% grant)
• Front door, storm door, and/or garage door
• Sidelight windows by front door
• Columns at front door
• Covered front porch
• Brick, stone, or shakes
• Alter roofline on front of house
• Permanent landscaping (includes tree trimming, removal and replacement of overgrown
and/or dead items, planting new trees, shrubs, plants and/or flowers) $250 minimum.
• Driveway, sidewalk (repair or replace)
• Window boxes, shutters (add or replace)
• Screening of utility boxes and/or garbage and recycling cans
• Fence (add, repair, or replace)
Basic Projects (25% grant)
• Roof
• Siding
• Painting
• Soffit
• Facia
• Trim
• Gutters
• Windows
• Chimney repair, tuck -pointing, repointing
• Deck - front or side yard - visible from front of house (repair or replace)

Review Commercial Project Activity

INTRODUCTION
Staff will provide a progress report on ongoing commercial project activity at the meeting.
ANDOVER COMMERCIAL PROJECTS
• Hearth Development, 1714 Bunker Lake Blvd. NW — Loco Fitness and Nystrom and Associates
are renting space. A local business (Milk Moms) purchased the overall site, with plans to utilize a
portion of the building for retail storage.
• Clock Tower Commons —The final building pad location interest is relatively low at this point.
• Andover High School, 2018 Additions and Renovations — Activities continue to wrap up.

Andover Crossings — Staff has obtained the easement from CenterPoint Energy. City Staff has
also met with the City Anoka staff to discuss the traffic signal at 7' Avenue. The Planning and
Zoning Commission along with City Council has reviewed a sketch plan for the area. At this time
the majority of commercial uses are not known. Staff has received the Rezone Request, Preliminary
Plat, and Commercial Site Plans for the Apartment Complex, and Assisted Living Facility. Staff
has reached out to the land owner to have a "Welcome to Andover" sign incorporated at the site.
The developer has received a PUD for the site and the Preliminary Plat and Rezone received
approval on February 15, 2022. The Final Plat was approved by City Council and a Grading
Preconstruction meeting was held on April 13. The Geo Technical Report has been submitted and
signed off on for the project, and staff is waiting on the grading as -built. The developer hopes to
start utility work on June 20'". The apartments hope to start work about the same time as a
temporary drive to the apartment site has been approved by the Fire Department, and a pre -con
meeting specifically for the apartments has been scheduled and should be completed by the time of
the EDA meeting.
• Westgate Senior Living (7" and Bunker Lake Blvd) — Building has reviewed their permit and is
waiting for responses from the applicant/builder.
Holasek Property (near City Hall) — Staff has been in contact by a multi -family housing
developer on this particular property. The multi -family developer has taken comments from the
City Council during a worksession and researching options available to add additional commercial
to the site. The developer held a neighborhood meeting that a staff member was present at. The
proposed developer has scheduled a second neighborhood meeting on Wednesday, April 27,
located at Oak View Middle School Cafetorium (15400 Hanson Blvd. NW) from 6:30 to 8:00 pm.
SilverCrest completed the sketch plan review process and is evaluating the feedback provided for
future consideration of submissions.
• Housing — Developers are looking for additional land for future developments. Several developers
are trying to keep an inventory of lots, but are having difficulty in finding locations. Several sites
are being reviewed and looked at. In 2021 we had 140 new housing starts. So far this year we
have had 41 permits issued for new housing.
• Fields of Winslow Cove — Trunk utility work was expected to occur during the week of June 13,
2022.
• Sheriffs Office — The City of Andover has received a Commercial Site Plan (CSP) for an
expansion of parking at the property. This was signed off on by the city staff with construction
expected soon.
• Anoka County 911 and Radio Building— City Staff met several times with consultants hired by
Anoka County to construct a new 911 and Radio Building at the Anoka County Public Works
location in the near future. Information related to their proposal was shared and it appears as though
the plan may only require a commercial site plan for the project.
• Bunker Lake Blvd. and Crosstown Reader Board Replacement —The replacement reader board
is expected to ship between June 24 to July 1, 2022. It would be expected the sign is replaced
sometime after that by the sign contractor.
Overall marketing - City Staff continue to work with parties interested in investing in Andover
and marketing all commercial sites. Staff continues to work with the Anoka County Regional
Economic Development (ACRED) on marketing of the community and Anoka County.
