MINUTES
The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called
to order by Chairperson Lindahl on May 19, 2022 7:00 p.m., at the Andover City Hall, 1685
Crosstown Boulevard NW, Andover, Minnesota.
Commissioners Present: Chairperson Jim Lindahl, Commissioners Kristin Lackie, Shane
Stenzel, Tracy Strombeck, Reuben Ustimchuck, and Jake
Widmyer
Commissioners Absent: Sophia Newton
Also Present: Parks & Streets Operations Manager, Jason Baumunk

APPROVAL OFMINUTES
May 5, 2022 Regular Meeting
Motion by Lackie, seconded by Ustimchuck, to approve the May 5, 2022 Regular Meeting
minutes as presented. Motion passed 6 ayes, 1 absent (Newton).
May 5, 2022 Workshop Meeting
Commissioner Strombeck requested to add that she proposed a trail fee increase.

Parks & Streets Operations Manager Baumunk pulled items 6 and 7 off the agenda.
Motion by Stenzel, seconded by Strombeck, to approve the agenda as amended. Motion passed
unanimously.
CONSIDER SIL VERCREST SKETCH PLAN
The Park and Recreation Commission is requested to review a sketch plan for the SilverCrest
development. Jack Collins, with SilverCrest, came forward to present. Mr. Collins displayed
the sketch plan for a senior housing development on Crosstown and Hanson. He explained the
facility will have a fitness center, warm water pool, and a bistro. Mr. Hanson stated the
development will include memory care, assisted living, and independent living. He pointed out
the pickleball courts and the commercial component. Mr. Collins stated the pickleball courts
would be included in phase 1.
Commissioner Strombeck asked who would pay for and maintain the pickleball courts. Mr.
Collins stated he would be willing to discuss options and come to an agreement with the City.
Commissioner Stenzel is concerned about street access with the number of units and is
interested in what the traffic study will show. Commissioner Stenzel asked what will be in the
commercial space. Mr. Collins stated they are working with a commercial broker, and they
expect professional services. Mr. Collins is also pursuing a restaurant. Commissioner Stenzel
mentioned trail connections as an amenity. Mr. Collins stated many of the residents will not
drive and the average resident age is around 81 in the main building.
Commissioner Strombeck asked how many total units are planned. Mr. Collins stated around
270 total units.
Commissioner Ustimchuck asked if there was underground parking. Mr. Collins stated both
buildings will have underground parking.
Chairperson Lindahl stated the location of the pickleball courts may be a concern due to noise.
He would like to see the comparison between the cost of the pickleball courts and the park
dedication fee.
Commissioner Widmyer stated he supports the pickleball courts but is not sure if 4 courts are
enough. Commissioner Stenzel stated there may be a need for additional pickleball due to the
density of the development.
Commissioner Stenzel stated there seems to be a lot of parking. Mr. Collins stated parking is
planned for employees, the commercial area, and visitors. Commissioner Stenzel stated there
seems to be a lot of surface lot and he would like to see more green space. Chairperson Lindahl
stated there is overlap between shifts and parking would be needed.

Commissioner Stenzel suggested moving the pickleball courts closer to the parking and
preserving as much green space as possible. Commissioner Lackie stated she can see people
wanting to be closer to pickleball and parking along Bluebird.
Chairperson Lindahl suggested moving the pickleball courts next to the commercial building.
He is concerned that people won't view the pickleball courts as a public park.
Commissioner Strombeck asked if the pool was a private pool. Mr. Collins stated it is private,
however, anyone 55 and over can purchase a membership. Mr. Collins stated there are workout
rooms, fitness equipment, pool, massage, and classes. Commissioner Stenzel asked how many
memberships came from non-residents of the facility. Mr. Collins stated the Eden Prairie
facility has around 150 non-resident members.
Chairperson Lindahl stated he was not ready to decide about pickleball and park dedication
fees. He stated there is a need for pickleball, but not a park. The Commission would like to see
four courts.

RECOMMEND 2023-2027 TRAIL CAPITAL IMPROVEMENT PLAN
The Park and Recreation Commission is requested to review the 2023-2027 Trail Capital
Improvement Plan and make a recommendation to City Council. Parks & Streets Operations
Manager Baumunk presented the plan as reviewed by the Commission at the last meeting.
Motion by Stenzel, seconded by Strombeck, to recommend approval of the 2023-2027 Trail
Capital Improvement Plan. Motion passed 6 ayes, 1 absent (Newton).
RECOMMEND 2023-2027 PARK CAPITAL IMPROVEMENT PLAN
The Park and Recreation Commission is requested to review the Park Capital Improvement Plan
and make a recommendation to City Council. Parks and Streets Operations Manger Baumunk
presented the plan and stated the Finance Department would like to cap the payment to the
Community Center at $200,000 per year.
Chairperson Lindahl asked about the Prairie Knoll warming house project. Mr. Baumunk stated
he spoke with Andover Football, and they will get plans to the Commission prior to the next
meeting. Commissioner Strombeck asked if it should be in the CIP if it is a tentative plan.
Commissioner Widmyer asked if Lunds North is new equipment or replacement. Mr. Baumunk
stated it is new equipment and will come out of the Parks CIP.

Commissioner Stenzel stated there is a large fund balance and is concerned the City will use the
funds for other purposes. He asked if the Commission should do more projects to get the fund
balance down. Mr. Baumunk stated the fund is secure and can't be dipped into to for non -park
projects. Commissioner Strombeck agrees with spending down the fund balance but is
concerned costs will be high due to the economy. Commissioner Stenzel stated he would like
to see more projects in the plans that show a lower fund balance. Commissioner Lackie stated
she agrees and mentioned finishing Kelsey Round Lake Park and Pine Hills. The Commission
requested adding projects to 2023 and 2024.
Commissioner Stenzel suggested increasing the miscellaneous fund to $50,000. The
Commission supported increasing the fund.
Commissioner Strombeck suggested replacing the sign at Kelsey. Mr. Baumunk stated Mr.
Haas and Councilmember Holthus have been working on signs.
Mr. Baumunk asked what the Commission wants the fund balance to be at. The Commission
recommended keeping the fund balance at $150,000.
RECOMMEND 2023-2027 TRAIL RECONS TR UCTION PLAN
The Park and Recreation Commission is requested to review the Trail Reconstruction Plan and
make a recommendation to City Council. Parks and Streets Operations Manager Baumunk
stated the trail reconstruction plan is driven by maintenance and engineering. He asked if the
Commission wanted this as an informational item or if they would like input on the plan.
Commissioner Strombeck stated she would like information and input. The Commission stated
they would like input.
Motion by Stenzel, seconded by Strombeck, to recommend approval of the 2023-2027 Trail
Reconstruction Plan. Motion passed 6 ayes, 1 absent (Newton).
DISCUSS MEETING START TIME
The Park and Recreation Commission is requested to discuss meeting start time and if they
would like to change it. The Commission reached consensus to move the meeting time to 6:00
p.m. beginning in July.
OUTSTANDING ITEMS

i. Commissioner Lackie stated she asked her kids about what movie should
be selected. They suggested Sonic, Bad Guys, Sing, or Encanto.
ii. Commissioner Strombeck suggested partnering with a food shelf.
iii. Mr. Baumunk suggested moving the movie to Sunshine Park on a ball
field with concessions.
5. Other Items of Interest:
a. Schedule June 16 meeting at Prairie Knoll Park. Joint meeting with the City
Council on June 30.
b. Veterans Memorial Dedication on May 21.

CHAIR'S REPORT
Commissioner Widmyer asked about the Nature Preserve Commission and passive parks. Mr.
Baumunk stated the Nature Preserved Commission would be willing to be involved if they are
asked to be. The item will be going back to the Council for direction.

INTRODUCTION
Andover Football Association has expressed interest in participating in the possible remodel and
expansion of the multipurpose building at Prairie Knoll Park referred to as the Warming House.
DISCUSSION
The warming house building at Prairie Knoll Park is currently being used as a small warming
house for the outdoor skating rink, 2 small bathrooms, and as storage for primarily the Andover
Football Association (AFA). Staff has expressed the need for a larger warming house area. AFA
has also expressed a need for more storage space and larger restroom facilities. They have met
with builders to attempt to put together options for expanding the current building and possible
costs.
A representative from AFA has been invited to attend the meeting to make a short presentation
on the proposed building expansion and to answer any questions the Commission may have.

SUBJECT: 6. Boreal Futball — Pine Hills North Building Discussion

INTRODUCTION
The Boreal Futball Club has expressed interest in participating in the construction of a
multipurpose building at Pine Hills North Park.
DISCUSSION
Boreal Futball Club (BFC) has expressed interest in building a storage building as indicated in
the Master Plan for the Park. They have asked if there is a possibility of combining the two
buildings indicated in the Master Plan into one joint building. The current plan shows a 40' x 30'
storage building and a separate 50' x 40' multipurpose building with concessions, restrooms,
storage, and integrated group picnic shelter.
In discussions with representatives from BFC, they have expressed there is no interest in having
a concession stand at this location. They also stated that their size requirements for a storage
facility is smaller than the 40' x 30' shown on the plan. The discussion was if the two building
could be re-evaluated and built as a single structure to meet all needs, minus the concession
stand. They have $25,000 committed to put towards the storage building.
A representative from BFC has been invited to attend the meeting to make a short presentation
on the proposed building at Pine Hills North and to answer any questions the Commission may
have.

7. Recommend 2023-2027 Park Capital Improvement Plan

INTRODUCTION
The Park and Recreation Commission is requested to recommend the 2023-2027 Park Capital
Improvement Plan (CIP).
DISCUSSION
The Park and Recreation Commission is requested to make recommendations on the 2023-2027
Park Capital Improvement Plan. Attached is a projected fund balance sheet that was prepared
recently by the Finance Department for your use. This projected fund balance does include a
portion of the $1,000,000 that was approved by the City Council to be used for the construction
of the Community Center Expansion. That contribution for the year needs to be determined and
Finance Department recommends that to be a maximum of $200,000.
Below is the list of staff recommended projects for the 2023-2027 CIP. New updates to the
current 2022-2026 CIP are shown in italics.

COMPLETED PROJECTS
ON -GOING PROJECTS —
• Rose Park Playground Improvements (2022) — Playground has been removed and site work has
started for the new concrete boarder. Install is scheduled for Saturday June 25tn
• Prairie Knoll Park Playground Improvements (2022) — Final design was approved, and
equipment has been ordered. A tentative install date of mid to late July is expected.
• Strootman Park (2022) — Final design was approved, and equipment has been ordered. We are
expecting a install date in early August.
ON -HOLD PROJECTS —
• Bike Youth/Trail — No updates currently.
UPDATES FROM PREVIOUS MEETINGS
• Movie in the Park — Scheduled for August 26th, 2022 — The quote for the recommended movies is
expected to be received by the meeting date.
• Nature Preserve Commission/Passive Parks — Nothing new to report currently.
• SilverCrest Sketch Plan — Item was presented to City Council at the June 71h meeting. No
recommendation on Park Dedication Fees is needed at this time.
OTHER ITEMS OF INTEREST —
• Update of Pedestrian Trails:
❖ 2023 or Beyond -- Kelsey Round Lake Park Trail. The DNR application for funding
the boardwalk replacement has been submitted.
❖ Trail Segment 1 - Crosstown Boulevard to 159th Ave. Engineering staff is currently
working through the details of this project that it set to happen in 2023. This trail
was planned to connect from Xeon and Crosstown Blvd. to 1590h Ave and
Crosstown Blvd. Council direction is to build the trail on the south side of
Crosstown Blvd from Bluebird St to Prairie Rd, then north up Crosstown Blvd on
the east side to 159th Ave. Due to the size and complexity of project, design work
has started early.
❖ Coon Creek Restoration Project —Work has started back up again to finish up some
items and complete the restoration.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
Staff is scheduling the August 41h meeting at Prairie Knoll Park. This park will see the new
playground equipment installed by then. It does have a shelter with tables to meet at. The building
is on the 2023 CIP for remodel/replacement.
• Sunshine Park Ballfield Fencing
2021 Park & Recreation maintenance budget money was carried forward to replace the backstop
fencing at fields 1-4 at Sunshine Park in 2022. This will include 80' of the fence along the
baselines. Staff determined the fence was getting curled out enough that it is starting to become a
safety hazard. The base line fences have been completed. Contractor expects the heavier gauge
material for the backstops to be in this week.

the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to
discussions of various projects the City Council has been working on or is considering.

05/23/2022
• Trash and recycling at all locations were serviced.
• Mowing is in full force for the season.
• Crews spent time preparing the site for the Veterans event. Everything looked great for the
ceremony.
• All the seasonal staff have started and are working out well. Six in total.
• The ag lime infields and the baseball and softball fields continue to be worked on as time permits.
05/31 /22
• Trash and recycling at all locations were serviced.
• Mowing is in full force for the season.
• Crews spent time removing the old rink and the asphalt at the Prairie Knoll hockey rink. It will be
rebuilt over the summer.
• The 2022 playground replacement equipment was expected to be shipped this week according to the
vendor.
06/03/22
• Short week due to holiday. All staff time was focused on mowing and servicing trash and recycling
in the Parks.
6/09/22
• Trash and recycling at all locations was serviced.
• Mowing continues to be a full schedule, the dry stretch might slow this down for the non -irrigated
areas.
• Rose Park playground equipment was removed, and site works started for the new concrete border
and playground equipment.
• A section of concrete sidewalk at Prairie Knoll warming house had to be removed to repair an
irrigation leak.
