SUBJECT: 5. Consider SilverCrest Sketch Plan/Park Dedication Requirements

INTRODUCTION
The Park and Recreation Commission is requested to review and recommend the park dedication
requirements for the proposed sketch plan of SilverCrest.
DISCUSSION
A copy of the sketch plan is in the side pocket of the packet. They are proposing a Senior
Cooperative building (owned by the individuals through a cooperative), a 4-story Independent
Living building, and a 3-story Assisted Living/Memory Care building. Both buildings are
proposed to have underground parking. The 4-story building would also have a commercial
component to it. This proposed plan is located on the south side of Crosstown Blvd NW between
Hanson Blvd and Bluebird St. There is outdoor pickleball courts and trails around the site
proposed.
Also attached is a map of where the new development is being proposed and where the location
is in relation to other existing parks in the area.
The developer has been invited to attend the meeting to make a short presentation on the
proposed development and to answer any questions the Commission may have.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the proposed sketch plan and make
a recommendation on the park dedication requirements for the SilverCrest Sketch Plan.

INTRODUCTION
Andover Football Association has expressed interest in participating in the possible remodel and
expansion of the multipurpose building at Prairie Knoll Park referred to as the Warming House.
DISCUSSION
The warming house building at Prairie Knoll Park is currently being used as a small warming
house for the outdoor skating rink, 2 small bathrooms, and as storage for primarily the Andover
Football Association (AFA). Staff has expressed the need for a larger warming house area. AFA
has also expressed a need for more storage space and larger restroom facilities. They have met
with builders to attempt to put together options for expanding the current building and possible
costs.
A representative from AFA has been invited to attend the meeting to make a short presentation
on the proposed building expansion and to answer any questions the Commission may have.

SUBJECT: 7. Boreal Futball - Pine Hills North Building Discussion

INTRODUCTION
The Boreal Futball Club has expressed interest in participating in the construction of a
multipurpose building at Pine Hills North Park.
DISCUSSION
Boreal Futball Club (BFC) has expressed interest in building a storage building as indicated in
the Master Plan for the Park. They have asked if there is a possibility of combining the two
buildings indicated in the Master Plan into one joint building. The current plan shows a 40' x 30'
storage building and a separate 50' x 40' multipurpose building with concessions, restrooms,
storage, and integrated group picnic shelter.
In discussions with representatives from BFC, they have expressed there is no interest in having
a concession stand at this location. They also stated that their size requirements for a storage
facility is smaller than the 40' x 30' shown on the plan. The discussion was if the two building
could be re-evaluated and built as a single structure to meet all needs, minus the concession
stand. They have $25,000 committed to put towards the storage building.
A representative from BFC has been invited to attend the meeting to make a short presentation
on the proposed building at Pine Hills North and to answer any questions the Commission may
have.

INTRODUCTION
The Park and Recreation Commission is requested to recommend the proposed trails listed below
for the 2023-2027 Trail Capital Improvement Plan (CIP).
DISCUSSION
The Park and Recreation Commission is requested to make recommendation on the 2023-2027
Trail CIP. The target date for draft CIP is Friday, June 3rd. Below are the following segments in
order of priority that were identified by the Commission at the May 5th Park and Recreation
Commission workshop. Council direction for Segment 1 is to build it on the south side of
Crosstown Blvd from Bluebird to Prairie Rd.
• Segment 1 — 8' Bit. Trail along Crosstown Blvd from Bluebird Street NW to Prairie Rd.
8' Bit. Trail along Crosstown Blvd from 1571h Avenue to 1591" Avenue
*Preliminarily design for this segment has begun.
• Segment 2 — 8' Bit. Trail along Station Parkway from Thrush Street to Partridge Circle
8' Bit. Trail along Station Parkway from Partridge Street to Jay St.
• Segment 3 — 8' Bit. Trail along Verdin Street NW from 161" Avenue to 163`d Lane
• Segment 4 — 8' Bit. Trail along Coon Creek from Prairie Road going east to the existing
trail in the Shadowbrook development. This project would most likely be
eligible for MN DNR funding.
BUDGET IMPACT
The City Council will determine how the proposed trail improvements will be funded.
ACTION REQUIRED
The Park and Recreation Commission is requested to recommend the four listed proposed trail
segments to be identified in the 2023-2027 Trail Capital Improvement Plan.

INTRODUCTION
The Park and Recreation Commission is requested to recommend the 2023-2027 Park Capital
Improvement Plan (CIP).
DISCUSSION
The Park and Recreation Commission is requested to make recommendations on the 2023-2027
Park Capital Improvement Plan. The target date for draft CIP is June 3rd. Attached is a
projected fund balance sheet that was prepared recently by the Finance Department for your use.
This projected fund balance does include a portion of the $1,000,000 that was approved by the
City Council to be used for the construction of the Community Center Expansion. That
contribution for the year needs to be determined and Finance Department recommends that to be
a maximum of $200,000.
Below is the list of projects currently recommended by staff for the 2023-2027 CIP. Potential
projects identified by staff are indicated in italics.
2023
• Prairie Knoll Park — Warming House Expansion - $100,000 — Possibly move to 2024 if
AFA does not have plans at this time.
• Hidden Creek North — Medium Shelter - $40,000
• Lunds North Playground Equipment - $50,000
• Annual Misc. Projects - $25,000.

• Pine Hills North Master Plan Items -Multipurpose Building (with $25, 000 commitment

INTRODUCTION
This is to recommend the 2023-2027 Trail Reconstruction Improvement Projects that are being
considered by staff for the Capital Improvement Plan (CIP)
DISCUSSION
As the trail system ages and deteriorates, reconstruction of segments becomes necessary to
maintain a high -quality trail system. Below are the projects that were identified in the 2022-2026
CIP that needs to be reconstructed to maintain the level of service expected on the trail system by
residents. It is staff s recommendation to add them to the 2023-2027 CIP
2025 — Kelsey Round Lake Park ($500,000) Note: After performing a field review, this
segment will probably be moved out for another 2-5 years.
2022-2026 — No projects have been identified. Existing trails are inspected annually, and
reconstruction needs are based on field inspections.
As these items are maintenance, should they be brought to the Park and Recreation Commission
in the future as an informational update only?
BUDGET IMPACT
The funding for the trails/sidewalk reconstruction improvements are typically from the general
fund or grant opportunities.
ACTION REQUIRED
This Park and Recreation Commission is asked to recommend the staff indicated projects for the
2023-2027 Trail Reconstruction Improvements in the CIP

Administration is reviewing the start time for the meetings of the various committees in
Andover.

At the last Park and Recreation meeting City Administrator Dickinson asked the Commission
their opinion of the start time for the meetings. It was discussed if the Commission was
interested in starting earlier or leave it at the current 7:00 pm. It was requested to be put on the
agenda to determine the preference of the Park and Recreation Commissioners.
ACTION REQUIRED
It is requested to determine if the Park and Recreation Commission wants to move the start time
of the meetings to 6:00 pm or leave the start time at 7:00 pm, or if a different time would be
preferred.

ON -GOING PROJECTS —
• Rose Park Playground Improvements (2022) — Final design was approved, and equipment has
been ordered. Waiting to hear back on an available install date so we can schedule the
neighborhood build.
• Prairie Knoll Park Playground Improvements (2022) — Final design was approved, and
equipment has been ordered. Waiting to hear back on an available install date so we can schedule
the neighborhood build.
• Strootman Park (2022) — Final design was approved, and equipment has been ordered. Waiting
to hear back on an available install date so we can schedule the neighborhood build.
ON -HOLD PROJECTS —
• Bike Youth/Trail — Staff is trying to contact the induvial who helped set up this project to get
him onsite for a design plan. Project will be worked on in the spring.
UPDATES FROM PREVIOUS MEETINGS
• Movie in the Park — Scheduled for August 261h, 2022 - Movie still needs to be selected.
• Nature Preserve Commission/Passive Parks — This item is going back to the City Council for
discussion.
OTHER ITEMS OF INTEREST —
• Update of Pedestrian Trails:
❖ 2023 or Beyond -- Kelsey Round Lake Park Trail. The DNR application for funding
the boardwalk replacement has been submitted.
❖ Trail Segment 1 - Crosstown Boulevard to 1591h Ave. Engineering staff is currently
working through the details of this project that it set to happen in 2023. This trail
was planned to connect from Xeon and Crosstown Blvd. to 159th Ave and
Crosstown Blvd. Council direction is to build the trail on the south side of
Crosstown Blvd from Bluebird St to Prairie Rd, then north up Crosstown Blvd on
the east side to 1591h Ave. Due to the size and complexity of project, design work
has started early.
❖ Coon Creek Restoration Project —Work has stopped until June when they will finish
up some items and complete the restoration.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
Staff is scheduling June 161h meeting at Prairie Knoll Park. This park will see a new playground in
2022. It does have a shelter with tables to meet at. The building is on the 2023 CIP for
remodel/replacement.
• Sunshine Park Ballfield Fencing
2021 Park & Recreation maintenance budget money was carried forward to replace the backstop
fencing at fields 1-4 at Sunshine Park in 2022. This will include 80' of the fence along the
baselines. Staff determined the fence was getting curled out enough that it is starting to become a
safety hazard. Bids are in and work should start any day.
If you have any questions or comments regarding any of the items mentioned above or any items relating
to parks or projects, feel free to contact Jason Baumunk or Dave Berkowitz at the City. Staff recommends
the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to
discussions of various projects the City Council has been working on or is considering.

Weekly Parks Maintenance Update
05/09/2022
• Trash and recycling at all locations were serviced.
• The athletic turf areas had the spring application of fertilizer.
• Work is being done getting the infields ready for the season now they are dry enough to work on.
• All trail machines are operational. Trail clean-up was finished, and machines cleaned and stored for
summer.
• Damage to Pine Hills park was done by two teenagers doing doughnuts in the lot and on the fields.
ASCO caught the offenders.
• Management met with Andover Lacrosse and Boreal Futball Club this week for preseason meetings.
05/12/22
• Trash and recycling at all locations were serviced.
• Mowing has begun daily for the season.
• Staff removed some trees blocking trails from storm damage.
• Damaged or dead sod was cut and replaced around the Veterans Memorial for the upcoming
dedication ceremony.
• Work was done on the scoreboards and ASN, Sunshine and Prairie Knoll fields.
• The ag lime infields and the baseball and softball fields continue to be worked on as time permits.

The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called
to order by Chairperson Lindahl on May 5, 2022 7:00 p.m., at the Andover City Hall, 1685

APPROVAL OF MINUTES
April 21, 2022 Regular Meeting and Workshop Meeting
Commissioner Strombeck noted she was listed as being both present and absent, and requested
the minutes be changed to show she was not present.
Motion by Widmyer, seconded by Newton, to approve the April 21, 2022 Regular Meeting
minutes as amended. Motion passed 5 ayes, 2 present (Lindahl and Strombeck).

Chairperson Lindahl requested to add a discussion regarding the Nature Preserve Commission.
Motion by Strombeck, seconded by Lackie, to approve the agenda as amended. Motion passed

COMMUNITY CENTER IST QUARTER REPORT
The Park and Recreation Commission is requested to hear a presentation on the Community
Center. City Administrator Dickinson stated the Community Center is ahead on revenue and
slightly ahead on expenditures. He indicated that revenue is ahead due to full capacity and
successful sports seasons. Mr. Dickinson stated expenditures are ahead due to overtime costs.
Mr. Dickinson explained the Community Center has a healthy fund balance and he is
anticipating two major repairs. Mr. Dickinson provided usage statistics for the field house,
courts, and memberships. Mr. Dickinson stated the City received two proposals for the
concession stand and the City Council has directed to staff to negotiate concessions with
Crooked Lake Concessions. Mr. Dickinson updated the Commission on Community Center
staffing.
Commissioner Strombeck asked when the YMCA contract expired. Mr. Dickinson stated the
lease is renewable up until 99 years and renews every 30 years. Commissioner Strombeck asked
what the $300,000 transfer out goes for. Mr. Dickinson stated that transfer out is for debt
service. Commissioner Strombeck stated she would like to see hockey utilization rates.
Commissioner Widmyer asked how the City pursues advertising. Mr. Dickinson stated the
Community Center solicits advertising inhouse. Commissioner Strombeck asked how the
Community Center makes $74,000 in advertising. Mr. Dickinson stated the ads on the ice are
high value.
OUTSTANDING ITEMS
1. Completed Projects: Community Garden and ASN pitching mounds
2. On -going Projects: Equipment has been ordered for Rose, Prairie Knoll, and Strootman
playgrounds.

Nature Preserve Commission and Passive Parks
Chairperson Lindahl stated he reviewed the Nature Preserve Commission meeting minutes, and
they are willing to look at the passive parks. He stated the passive parks are not accessible and
is in favor of letting them look at the passive parks.

Commissioner Stenzel asked what budget the Nature Preserve Commission would use.
Commissioner Stenzel stated that the passive parks were in the park study and asked why the
City would deviate from the plan.
Chairperson Lindahl stated there is park property adjacent to Martins Meadows and the Nature
Preserve Commission discussed a canoe landing at that location. Chairperson Lindahl believed
that was a good idea. Commissioner Stenzel stated there is another boat landing around the
corner and questioned why they would need a third.
Public Works Director/City Engineer Berkowitz stated there is a Natural Resource Preservation
Fund that can be used for the passive parks along with grants. He stated if the Nature Preserve
Commission became involved in the passive parks and found projects that needed to be done,
they will pursue grants.
Chairperson Lindahl stated that if the City goes after too many grants, it may take away from
Kelsey Round Lake Park. Mr. Berkowitz stated Natural Resource Technician Kytonen has done
a good job acquiring grants. Chairperson Lindahl stated some of the parks aren't worth the
money and he would like to see the funds go towards a park that is good for development.
Commissioner Stenzel stated he agrees with Chairperson Lindahl and said if the Nature Preserve
Commission has an idea for a trail, they can add it to the trail list.
Commissioner Lackie stated she appreciates the idea of getting kids involved and suggested the
kids go to areas that are developed with parking and good access.
CHAIR'S REPORT
Chairperson stated the parks are busy and cautioned drivers to be careful.

PARK AND RECREATION COMMISSION WORKSHOP MEETING —
MAY 5, 2022 MINUTES
The Workshop Meeting of the Andover Park and Recreation Commission was called to order
by Chairperson Lindahl on May 5, 2022 7:40 p.m., at the Andover City Hall, 1685 Crosstown
Boulevard NW, Andover, Minnesota.
Commissioners Present: Chairperson Jim Lindahl, Commissioners Kristin Lackie,
Sophia Newton, Shane Stenzel, Tracy Strombeck, Reuben
Ustimchuck, and Jake Widmyer
Commissioners Absent: None
Also Present: Parks & Streets Operations Manager, Jason Baumunk
DISCUSS 2023-2027 PARK CAPITAL IMPROVEMENT PLAN
The Park and Recreation Commission is requested to continue discussion on the 2023-2027
Park Capital Improvement Plan (CIP). Mr. Baumunk stated the Finance Department
recommends the Commission dedicates $200,000 to pay for the Community Center debt
instead of paying more. Mr. Baumunk stated staff has provided recommendations for the
CIP.
The Commission reviewed the Parks CIP and recommended the following changes:
2023 - Contact the Andover Football Association and if they don't have concrete plans for a
warming house expansion at Prairie Knoll, then the Commission will push the project out to
2024.
2024 - Fields of Winslow Cove Park will be moved to 2025
Other items recommended by staff:
• Pine Hills North restroom facility and storage
o Boreal FC would contribute $25,000
o The president of Boreal FC will be at the next meeting to discuss the project
o Look at having automatic locks on the restroom doors
• The Commission supported the additional items recommended by staff

Staff will update the Parks CIP with staff recommendations and present it to the Commission
for their recommendation at the next meeting.
DISCUSS 2023-2027 TRAIL CAPITAL IMPROVEMENT PLAN
The Park and Recreation Commission is requested to continue discussion on the Trail Capital
Improvement Plan (CIP). Mr. Baumunk requested the Commission to prioritize the trail
segments.
The Commission discussed the Trails CIP and recommended the following changes:
Segment 1 — no change
Segment 2
• Did not believe there should be a trail on each side of Station Parkway
• Partridge to Thrush and Partridge to Jay
• Reached consensus to put a trail in west to Quinn
• Look into a crosswalk to get to the trail on the north side of Station Parkway
Segment 3
• Needs to be a boardwalk
Segment 4
• Bridge can be built around $150,000 across the creek
The Commission discussed raising the trail dedication fee. Staff will update the Trails CIP
and bring it to the Commission for their recommendation at the next meeting.
